You can receive cash assistance while on SSI, but in most cases it will lower your monthly SSI check dollar for dollar. The exception matters: cash assistance funded entirely by a state, a local government, or an Indian tribe and based on financial need is excluded from the SSI income calculation and does not reduce your payment at all.1Social Security Administration. 20 CFR 416-1124 – Unearned Income We Do Not Count The 2026 maximum federal SSI payment is $994 per month for an individual and $1,491 for a couple, so the size of any reduction is measured against those figures.2Social Security Administration. SSI Federal Payment Amounts for 2026
Why the Funding Source Decides Everything
The Social Security Administration classifies cash assistance as unearned income, and the rule that applies depends entirely on who pays for the program. Cash from any program that is fully or partly funded by the federal government counts against your SSI benefit dollar for dollar. The standard $20 monthly general income exclusion, which normally shields a small amount of outside income, does not apply to these federally funded benefits.3Social Security Administration. POMS SI 00810.420 – $20 Per Month General Income Exclusion
A quick illustration with 2026 numbers: if you receive the full $994 federal SSI payment and start getting $300 a month from a federally funded cash program, your SSI drops to $694. There is no partial offset and no cushion.2Social Security Administration. SSI Federal Payment Amounts for 2026
Cash assistance funded entirely by a state, a county, a city, or a tribe is treated the opposite way. If the program uses your income to determine eligibility and no federal money is in it, the SSA does not count the payment at all.1Social Security Administration. 20 CFR 416-1124 – Unearned Income We Do Not Count Tribal General Assistance programs, where the tribe is treated as a political subdivision of the state, qualify for the same full exclusion.4Social Security Administration. Social Security Handbook – 2137 – What Are the Unearned Income Exclusions?
If you are not sure whether a specific program is entirely state, local, or tribally funded, ask the agency running it or your local SSA office before assuming your SSI will be unaffected. A mixed federal-state grant is not a state program for these purposes.
TANF and SSI Together
Temporary Assistance for Needy Families is the most common federally funded cash program people ask about, and it is the clearest example of the dollar-for-dollar rule. No federal law bars you from receiving both SSI and TANF, but most states have written their own TANF rules to prohibit paying TANF to someone already on SSI.5Social Security Administration. POMS SI 00830.403 – Temporary Assistance for Needy Families (TANF) In those states, your local agency will usually remove you from the TANF household once your SSI is approved.
The rest of your family can generally keep TANF. The state recalculates the household grant by dropping your income and needs out of the equation, and children or other qualifying relatives often continue receiving a reduced family grant or a child-only grant.5Social Security Administration. POMS SI 00830.403 – Temporary Assistance for Needy Families (TANF) Where a state does allow dual enrollment, your share of the TANF grant reduces your SSI dollar for dollar with no $20 exclusion.
General Assistance While You Wait for SSI
SSI decisions can take months, and applicants often need help in the meantime. You are actually required, as a condition of SSI eligibility, to apply for any other cash benefits you may qualify for, which can include state or local General Assistance.6Social Security Administration. SSI Eligibility If your state’s General Assistance is paid entirely with state or local money, those payments will not reduce the SSI benefit you eventually receive.
Many states will ask you to sign a written authorization allowing the SSA to reimburse the state from your first retroactive SSI check. This is Interim Assistance Reimbursement. Your signature lets the SSA send your initial back payment to the state agency, which then subtracts the General Assistance it paid you during the waiting period and forwards any remaining balance to you. The reimbursement to the state takes priority over any other underpayments the SSA might otherwise owe you.7eCFR. 20 CFR Part 416 Subpart S – Interim Assistance Provisions
Cash Gifts from Family and Friends
Private cash gifts are also unearned income, but the rules are a little softer than for federally funded programs. The $20 monthly general income exclusion does apply, so the first $20 in gifts each month is ignored. Every dollar above $20 reduces your SSI for that month by one dollar.3Social Security Administration. POMS SI 00810.420 – $20 Per Month General Income Exclusion
A small, one-time gift may be excluded entirely. If you receive under $60 in a calendar quarter from one source and did not receive a similar payment the month before or after, it can qualify as infrequent or irregular income and be excluded up to $60.1Social Security Administration. 20 CFR 416-1124 – Unearned Income We Do Not Count Holiday and birthday money often fits this rule. Regular monthly help from a relative does not, and is counted in full after the $20 exclusion.
The Resource Trap: Saving What You Receive
Even cash assistance that does not affect you as income can create a separate problem if you keep it. Money you receive during a month is evaluated as income for that month. Anything still in your possession on the first day of the next month becomes a countable resource.8Social Security Administration. POMS HI 03030.010 – How We Count Resources
The SSI resource limits for 2026 are $2,000 for an individual and $3,000 for a couple.9Social Security Administration. 2026 Cost-of-Living Adjustment (COLA) Fact Sheet If your bank balance crosses that threshold because you have been saving cash assistance over several months, you can lose SSI eligibility even though each individual payment was allowed. Spending down before the end of the month, on rent, food, or other necessities, is the usual way to stay under the limit.
A few savings vehicles are excluded from the resource count. An ABLE account can hold up to $100,000 without affecting SSI. Up to $1,500 can be set aside as a burial fund for you (and another $1,500 for a spouse). Money or property set aside under a Plan to Achieve Self-Support is excluded if you are blind or have a disability. Retroactive SSI payments themselves are excluded as a resource for nine months after you receive them.10Social Security Administration. Understanding Supplemental Security Income SSI Resources
Reporting What You Receive
Any new cash assistance, including private gifts, must be reported to the SSA within 10 days after the end of the month you received it.11Social Security Administration. Social Security Handbook – 2126 – Recipient Reporting Requirements If your first General Assistance check arrives in March, the report is due by April 10. You can report online through a my Social Security account, by calling 1-800-772-1213, or in person at a local field office. Keep the confirmation, digital or paper, as proof.12Social Security Administration. What You Need to Know When You Get Supplemental Security Income (SSI)
Missing the deadline carries a penalty deducted from future SSI payments: $25 for the first missed report, $50 for the second, and $100 for each one after that.11Social Security Administration. Social Security Handbook – 2126 – Recipient Reporting Requirements Any resulting overpayment must be repaid on top of the penalty. If a lump sum is not possible, the SSA typically withholds 10 percent of your monthly payment until the balance is cleared.13Social Security Administration. Overpayments – Supplemental Security Income (SSI)
Deliberately hiding income is treated more severely. The SSA can suspend SSI payments for six months for a first violation, twelve months for a second, and twenty-four months for any after that.14Social Security Administration. 20 CFR 416-1340 – Penalty for Making False or Misleading Statements or Withholding Information Reporting on time, even when you are not sure a payment matters, protects both your check and your eligibility.
