Can You Get a Free Passport With Food Stamps?

You cannot get a free passport with food stamps. Receiving SNAP does not qualify you for any waiver or discount on U.S. passport fees, because federal law does not tie passport costs to income or public assistance status. A first-time adult passport book costs $165 total, but a cheaper passport card and a small number of assistance programs can help if the fee is a stretch.

Why SNAP Doesn’t Qualify You for a Fee Waiver

A widely shared social media claim points people to Form I-912 as a way to get their passport fee waived. That form is a U.S. Citizenship and Immigration Services fee waiver request, used for applications like naturalization or green card replacement. The form itself states that you must pay all fees when applying for a U.S. passport from the Department of State.¹ USCIS and the State Department are separate agencies with separate fee structures, and the State Department does not accept Form I-912.

The statute that governs passport fees, 22 U.S.C. § 214, gives the Secretary of State authority to set the fees and lists the specific categories of people who don’t have to pay them. Low income and participation in any public assistance program are not on that list.² No federal income-based passport fee waiver exists.

Who Actually Gets a Fee Waiver

The exemptions written into 22 U.S.C. § 214 are narrow and unrelated to financial need. No passport fee is collected from:

Federal officers, employees, and their immediate families traveling abroad on official government business.
American sailors who need a passport for duties aboard a U.S.-flagged vessel.
Gold Star family members — a widow, parent, grandparent, child, or sibling of a deceased service member — traveling to visit a grave or attend a memorial abroad.
Americans stranded abroad returning to the U.S., when the Secretary of State determines a waiver is justified for humanitarian or law enforcement reasons.
People working under a government contract or grant to help with search, rescue, or disaster relief in a foreign country.²

Passports issued under these exemptions are official or diplomatic and cannot be used for personal vacation travel. They exist only for the purpose that justified the waiver.

Passports Lost in a Federal Disaster

One additional waiver exists for people whose passport was lost or damaged in a federally recognized major disaster. The State Department can waive the application fee for up to three years after the disaster and the file search fee for up to 18 months. You have to have already held a valid passport, the disaster must be on the State Department’s specific list, and your passport can’t have been reimbursed by insurance.³ First-time applicants do not qualify.

What a Passport Actually Costs

Passport fees have held steady since the September 2025 schedule. If you’re applying for the first time, you pay two separate amounts: an application fee to the U.S. Department of State, and a $35 acceptance fee to the facility that processes your paperwork. Renewals skip the $35 facility fee because they go by mail or online.

Adults (Age 16 and Older)

First-time passport book: $130 application fee + $35 acceptance fee = $165 total.
First-time passport card: $30 application fee + $35 acceptance fee = $65 total.
First-time book and card together: $160 application fee + $35 acceptance fee = $195 total.
Passport book renewal: $130.
Passport card renewal: $30.⁴

Children Under 16

Passport book: $100 + $35 = $135.
Passport card: $15 + $35 = $50.
Book and card together: $115 + $35 = $150.⁵

Optional Speed Fees

Expedited processing: $60, which cuts routine processing from 4 to 6 weeks down to 2 to 3 weeks.
1–2 day delivery of the finished passport book: $22.05.⁴

The application fee must be paid by check or money order made out to “U.S. Department of State.” The $35 acceptance fee is a separate payment to the facility itself, which may take cash, check, money order, or sometimes a credit card. Always two payments, always two different payees.

The Passport Card Cuts the Cost by $100

If your travel plans are limited to Canada, Mexico, Bermuda, or certain Caribbean countries by land or sea, the passport card costs $65 for a first-time adult applicant instead of $165 for the book. The card also works as a valid ID for domestic flights inside the United States.⁶

The catch: the card is not valid for international air travel. Flying to another country still requires the passport book. For someone near the northern or southern border who mostly travels by car, though, the card covers the need at a fraction of the cost.

Programs That Help Cover Passport Fees

Since no government fee waiver exists for low-income applicants, help comes from the private sector, and there isn’t much of it. The Institute of International Education runs the IIE American Passport Project, which covers the $165 passport cost for college students who receive or qualify for a Pell Grant. The program is aimed at students planning to study abroad and is funding 10,000 passports.⁷ If you’re enrolled and receiving a Pell Grant, ask your school’s study abroad office.

Beyond that, some local charities, community organizations, churches, and civic groups occasionally offer small grants or fundraising help for passport fees. These are hyperlocal, tied to each organization’s mission, and there is no national directory. Searching for passport fee assistance in your specific city or county is the practical starting point.

Trimming the Costs Around the Fee

The passport fee itself is fixed, but the expenses around it aren’t.

Passport Photos

Retail passport photos at pharmacies and shipping stores run $12 to $17 for a set of two. You can skip that by taking a compliant photo at home with a smartphone: stand in front of a plain white wall, use natural light, remove glasses, and keep a neutral expression with both eyes open and mouth closed.⁸ Free smartphone apps can crop and size the image to 2×2 inches, though none guarantee it will pass. Print it at any retailer that offers 4×6 photo prints for under a dollar, then cut to size. A rejected photo will delay your application, so read the State Department’s photo rules carefully before you print.

Birth Certificate Costs

If you don’t already have a certified copy of your birth certificate, ordering one from your state’s vital records office typically costs $10 to $30. That’s easy to forget when budgeting. The certificate must show an official seal or stamp, your full name, date and place of birth, and your parents’ full names.⁹ Hospital-issued commemorative certificates don’t qualify.

Don’t Pay for Speed You Don’t Need

Routine processing currently takes 4 to 6 weeks, and the State Department notes that mailing can add roughly two weeks on each end.¹⁰ Applying 10 to 12 weeks before any planned trip avoids the $60 expedited fee and the $22.05 rush delivery charge, and gives comfortable margin without spending an extra cent.
