Can You File Taxes With No Income to Get Stimulus?

Filing a federal tax return with no income was the standard way for non-filers to claim missed stimulus payments through the Recovery Rebate Credit, but that door is now closed. The last day to file a 2020 return and claim the first and second stimulus payments was May 17, 2024. The last day to file a 2021 return and claim the third stimulus payment was April 15, 2025. Both deadlines have passed, no extensions were granted, and the IRS cannot issue the payments after those dates. Filing a zero-income return today will not produce a stimulus check, though it may still be worth doing if you qualify for other refundable credits.

Why the Stimulus Deadlines Are Final

The three stimulus checks issued during the pandemic were tied to a refundable credit called the Recovery Rebate Credit. If the IRS never sent you a payment, or sent less than you were owed, you could claim the difference by filing a tax return for the relevant year, even with $0 in income.1Internal Revenue Service. 2021 Recovery Rebate Credit – Topic A: General Information The 2020 return covered the first two payments (up to $1,200 and $600 per adult). The 2021 return covered the third payment (up to $1,400 per person, including dependents of any age).2Office of the Law Revision Counsel. 26 U.S. Code 6428B – 2021 Recovery Rebates to Individuals

Federal law gives taxpayers three years from a return’s original due date to file and claim a refund. Once that window closes, the IRS is barred from paying the refund regardless of eligibility.3Office of the Law Revision Counsel. 26 U.S. Code 6511 – Limitations on Credit or Refund That rule set the two deadlines:

If you did not file by those dates, the stimulus money is permanently forfeited. There is no late-claim procedure, and no pending legislation in the file that would reopen the window.

Is There Any Other Way to Get the Stimulus Now?

No. The Recovery Rebate Credit was the sole mechanism for people who never received their Economic Impact Payments to collect them, and it was only claimable on a 2020 or 2021 tax return filed within the three-year refund window. Once that window closed, so did the ability to receive the payment.

When Filing With No Income Still Makes Sense

Filing a return with zero income can still put money in your pocket if you qualify for a refundable credit — one that pays out as a refund even when you owe no tax. The stimulus credit is gone, but several others remain:

Premium Tax Credit. If you buy health coverage through the Health Insurance Marketplace, this credit helps pay your premiums. It is fully refundable and does not require earned income, which makes it the most accessible option for someone with no income at all.5Internal Revenue Service. Refundable Tax Credits

American Opportunity Tax Credit. If you paid qualifying college expenses, up to $1,000 of this credit is refundable even with zero income. Modified adjusted gross income must be $90,000 or less, or $180,000 for joint filers.5Internal Revenue Service. Refundable Tax Credits

Adoption Credit. For tax year 2026, up to $5,120 of the adoption credit may be refundable if you finalized an adoption and have no tax liability.6Internal Revenue Service. IRS Releases Tax Inflation Adjustments for Tax Year 2026, Including Amendments From the One, Big, Beautiful Bill

Credits That Won’t Help Without Earned Income

Two credits often mentioned alongside these do require earned income, so a zero-income filer cannot use them. The Earned Income Tax Credit requires work income to qualify at all. The refundable portion of the Child Tax Credit, called the Additional Child Tax Credit, is calculated on earned income above $2,500, so a filer with no earned income receives nothing from it.

Will a Refund Affect SNAP, Medicaid, or SSI?

No. Federal law excludes tax refunds, including refunds from refundable credits, from income calculations for all federal means-tested programs. The refund also does not count as a resource for 12 months after you receive it.8Food and Nutrition Service. If a caseworker asks about a deposit from the IRS, a copy of your tax return or refund notice is usually enough to show the funds are excluded.

If You Filed Before the Deadline and Never Got Paid

If you did file a 2020 or 2021 return claiming the Recovery Rebate Credit before the deadline and the refund never arrived, that is a different situation from a missed deadline.
