No, you cannot fax a tax return to the IRS. The agency does not accept Form 1040 or any other original income tax return by fax, and there is no designated fax number for that purpose. Your two options are electronic filing or mailing a paper return. The IRS does accept faxes for a handful of shorter administrative forms and for certain notice responses, but a full return is not one of them.
If you already faxed a return believing it would be processed, treat it as unfiled. The IRS will not acknowledge or process it, and penalties keep accruing until a valid return arrives through an accepted channel.
Filing Electronically
E-filing sends your return digitally through IRS-approved tax software, a tax professional, or one of the IRS’s own free options. The IRS notifies you within 24 hours whether the return was accepted or rejected, and a rejection comes with a specific reason so you can correct it and resubmit.1Taxpayer Advocate Service. Options for Filing a Tax Return
If your adjusted gross income is $89,000 or less, IRS Free File gives you guided tax software from private-sector partners at no cost, and some partners handle state returns for free as well.2Internal Revenue Service. Use IRS Free File to Conveniently File Your Return at No Cost Above that income threshold, Free File Fillable Forms are available to everyone. They are electronic versions of the paper forms with basic calculation support and no guided walkthrough.
Filing a Paper Return by Mail
Print the completed return, sign it (both spouses must sign a joint return), and attach your W-2s to the front. Additional schedules go in the order of the attachment sequence number printed in the upper right corner of each form. The correct IRS mailing address depends on which form you are filing and the state you live in, so check the form instructions or the IRS website before sending.
The main risk with paper filing is proving the return went out on time. USPS Certified Mail with a return receipt gives you documented proof of the mailing date and IRS delivery.1Taxpayer Advocate Service. Options for Filing a Tax Return Certain private delivery services from DHL Express, FedEx, and UPS also qualify under the “timely mailing is timely filing” rule, including options like FedEx Priority Overnight, UPS Next Day Air, and DHL Express Worldwide.3Internal Revenue Service. Private Delivery Services (PDS) Not every shipping tier qualifies. FedEx Ground and UPS Ground, for example, are not on the approved list.
Amended Returns Follow the Same Rule
Form 1040-X cannot be faxed either. Amended returns must be filed electronically through tax software that supports them or mailed to the appropriate IRS processing center.4Internal Revenue Service. Instructions for Form 1040-X (Rev. December 2025) E-filing an amendment is worth it when available, because paper-filed amendments can take 16 weeks or more to process.
What You Can Fax to the IRS
Some shorter forms and notice responses do have fax channels. None of them substitute for filing a return.
Form SS-4 for an Employer Identification Number
A completed Form SS-4 can be faxed to the IRS under its Fax-TIN program, with the EIN issued in about four business days. The fax number depends on whether the business is inside or outside the United States, and both numbers are printed in the Form SS-4 instructions.5Internal Revenue Service. Form 2848 Power of Attorney
Form 2848 authorizes someone to represent you before the IRS and can be faxed rather than mailed. Fax numbers are organized by geographic region and published in the form’s instructions, and they can change without notice, so verify before sending.6Internal Revenue Service. Form 4506-T Transcript Request
Form 4506-T is one of the most commonly faxed IRS forms, in part because mortgage lenders often need transcripts quickly. The IRS maintains regional fax lines for individual transcript requests, assigned based on the state where you lived when you filed the return you are requesting.7Internal Revenue Service. Responses to Audit Notices
Mail audit notices usually include a fax number for supporting documents or extension requests. Faxing a written request to that number generally gets you an automatic 30-day extension.8Internal Revenue Service. IRS Audits One exception matters: if you received a Notice of Deficiency by certified mail, the IRS cannot extend your 90-day window to petition the U.S. Tax Court no matter how you respond.
A Faster Alternative for Notice Responses
For many IRS notices, the Document Upload Tool now lets you scan and submit documents digitally instead of faxing or mailing them. When your notice qualifies, it will include a URL and a time-limited access code.9Internal Revenue Service. IRS Expands Secure Digital Correspondence for Taxpayers Qualifying notices include several CP-series letters such as CP05A, CP75, CP75A, and CP06. If the notice does not include an access code, the tool will not work for your situation and you should respond however the notice directs.
Penalties When a Return Is Not Properly Filed
Faxing a return and assuming it counts leaves you exposed to two penalties that begin at the filing deadline. The failure-to-file penalty is 5% of the unpaid tax for each month or partial month the return is late, capped at 25%.10Office of the Law Revision Counsel. 26 U.S. Code 6651 – Failure to File Tax Return or to Pay Tax The failure-to-pay penalty adds 0.5% per month on any balance owed, also capped at 25%.11Internal Revenue Service. Topic No. 653, IRS Notices and Bills, Penalties and Interest Charges
The failure-to-file penalty is the heavier one. A taxpayer who owes $5,000 and goes five months without a valid filing would owe roughly $1,250 in that penalty alone, before interest. Penalties stop accruing the day the IRS receives a valid return, and any refund you are owed will not be issued until one does. If you suspect a faxed return never registered, refile immediately by e-file or mail.
