Residency triggers are usually practical, not paperwork-based. Signing a lease, accepting a job, or enrolling children in school will generally make a state treat you as a resident, even if you still think of yourself as a visitor. Once that line is crossed, the foreign license loses its standing for local driving and you’re expected to apply for a state license.

Driving after that point is treated the same as driving unlicensed. Penalties vary by state and can include fines, vehicle impoundment, and a misdemeanor on your record. When You Need an International Driving Permit
