You can’t check your IRS offset status online through a single dedicated portal, but you can get most of the answer by combining the IRS “Where’s My Refund” tool, your IRS online account, and a call to the Bureau of the Fiscal Service (BFS) at 800-304-3107. The IRS tools will show whether your refund was reduced. The BFS phone line confirms whether a specific debt has been submitted to the Treasury Offset Program (TOP) and which agency received the money. If an offset has already happened, BFS mails a written notice with the full breakdown.
What the Online Tools Actually Show
Three IRS tools give you pieces of the picture. None of them list the debts that agencies have submitted to TOP against your Social Security number, and that’s the gap most people run into.
Where’s My Refund
The IRS “Where’s My Refund” page at irs.gov/refunds is the fastest read on whether something has happened to your refund. It shows whether your return was received, whether the refund is approved, and whether it has been sent. If the amount was reduced, the tool may show a different figure than the one on your return.1Internal Revenue Service. Refunds Status information appears within 24 hours of e-filing or about four weeks after mailing a paper return.
What it won’t tell you: which agency took the money, or which debt triggered the offset. For that, you need the BFS notice or the phone line.
IRS Online Account
Your IRS online account at irs.gov shows a broader view of your tax records, including payment history and any balances owed. If the IRS applied part of your refund to a prior-year federal tax balance, that adjustment shows up in your account records. Signing in requires identity verification through ID.me.
IRS2Go
IRS2Go is the official IRS mobile app and offers the same refund-status feature as the website, with the same timing: within 24 hours of e-filing or about four weeks after a paper return.2Internal Revenue Service. IRS2Go Mobile App Like the web tool, it shows general refund status without breaking down offsets by agency.
Why the BFS Phone Line Is the More Direct Answer
The Bureau of the Fiscal Service runs a dedicated TOP inquiry line at 800-304-3107 (TTY/TDD: 800-877-8339), open Monday through Friday, 7:30 a.m. to 5:00 p.m. CST.3Internal Revenue Service. Reduced Refund It’s automated. It can tell you whether a debt has been referred to TOP against your Social Security number and whether a payment has already been offset.4Bureau of the Fiscal Service. Treasury Offset Program Frequently Asked Questions for Debtors in the Treasury Offset Program For a status check, this is usually more informative than any of the IRS online tools, because it speaks to the offset itself rather than the refund.
One caveat: when the IRS collects an unpaid federal tax balance from your refund, it’s technically a “levy” rather than a TOP offset, even though it runs through the same system. The BFS line generally won’t disclose details about a federal tax levy.4Bureau of the Fiscal Service. Treasury Offset Program Frequently Asked Questions for Debtors in the Treasury Offset Program For that, check your IRS online account or call the IRS directly.
You can also go to the source. If you think you owe back child support, the state child support enforcement office can tell you whether your debt was referred to TOP. If you don’t know which agency to contact, BFS can give you the address and phone number of the agency that received an offset payment.
What to Have Ready Before You Check
Whichever tool you use, gather these first:
- Your Social Security number or ITIN.
- The exact refund amount from your filed return, taken from your Form 1040. Not a rounded estimate. The system won’t return results if the figure is off by even a dollar.
- Your filing status on that return: Single, Head of Household, Married Filing Jointly, and so on.
The exact refund amount is the usual sticking point. If you used a preparer and don’t have a copy of the return, your IRS online account or a tax transcript request can give you the number.
The BFS Offset Notice: The Definitive Record
After an offset occurs, BFS mails a written notice to your last known address. This is the complete record. It shows the original refund amount, the amount offset, the agency that received the payment, and that agency’s contact information.3Internal Revenue Service. Reduced Refund Whatever is left after the offset is sent to you by direct deposit or check as normal.
A separate notice applies to federal tax balances specifically. If the IRS applied your refund to a prior-year tax debt of your own, you receive Notice CP49 explaining that.5Internal Revenue Service. Understanding Your CP49 Notice The BFS notice covers non-tax debts collected through TOP; the CP49 covers the IRS applying your refund to your own federal tax balance.
If your refund came in smaller than expected and no notice has arrived, call 800-304-3107.3Internal Revenue Service. Reduced Refund
What Kinds of Debts Show Up in TOP
If you’re trying to guess what might have caused an offset before you call, the program is limited to specific categories: past-due child support (which takes priority over other categories), delinquent federal non-tax debts such as defaulted student loans or Social Security overpayments, past-due state income tax, and certain unemployment compensation debts, generally those tied to fraud or unpaid state contributions.3Internal Revenue Service. Reduced Refund An unpaid credit card, medical bill, or private loan can’t trigger a TOP offset of your federal refund.
If Something’s Wrong With What You Find
A status check often turns into a next step. Three situations come up most often.
The offset looks incorrect. Disputes go to the agency that submitted the debt, not the IRS. The BFS notice names that agency and provides contact information. Federal rules require the agency to offer an administrative review where you can present evidence that the debt isn’t valid or isn’t delinquent.6eCFR. Title 31 Part 5 Subpart B – Procedures to Collect Treasury Debts The one exception is when the original refund amount on the BFS notice doesn’t match what’s on your return; that discrepancy is an IRS issue and you contact the IRS.3Internal Revenue Service. Reduced Refund
The offset was for your spouse’s debt on a joint return. Injured spouse relief lets you recover your share of a joint refund taken because of your spouse’s separate debt. You file Form 8379, either with the original joint return, with an amended return, or on its own after the offset. The deadline is three years from when the return was filed or two years from when the tax was paid, whichever is later.7Internal Revenue Service. Injured Spouse Relief Filing it with the original return, when you already know your spouse has qualifying debt, saves months.
Losing the refund would cause serious hardship. For federal tax debts only, you can ask the IRS for an Offset Bypass Refund before the offset happens. It’s reserved for genuine economic hardship, such as eviction, utility shutoff, or essential medical needs, and you’ll need documentation.
