Can You Buy Alcohol With Gift Cards? Rules, ID, and Delivery

You can buy alcohol with a gift card in most situations, provided you’re at least 21 and the card and retailer both allow it. No federal or state law singles out gift cards as an off-limits way to pay for alcohol. What actually decides the question is the type of card you’re holding and the policies of the store or platform where you’re using it.

The Card Type Decides Most of It

Gift cards come in two flavors, and the difference matters more than the dollar amount on the front.

Open-loop cards carry a Visa, Mastercard, or American Express logo and work anywhere that network is accepted. For alcohol purchases, these are the most flexible option. If a liquor store or bar takes Visa, your Visa gift card processes just like a regular Visa debit card would.

Closed-loop cards are tied to a specific retailer. A grocery chain’s gift card only works at that chain. A restaurant’s gift card only works at that restaurant. Whether it will cover alcohol depends entirely on the issuing business.

Retailer Policies Vary a Lot

This is where people get tripped up. Even though the law doesn’t prohibit it, individual retailers can and do block alcohol on their own gift cards, and those rules are programmed into the point-of-sale system. The card simply won’t process for a bottle of wine at checkout.

The policies are not consistent across major chains. Target allows its gift cards to be used for alcohol and other age-restricted items.1Target. How Can I Use or Manage Target GiftCards? Walmart takes the opposite position: its gift cards cannot be used to buy alcohol, tobacco, firearms, or ammunition. Other grocery and big-box chains land somewhere between those two, and franchise locations within the same brand sometimes apply different rules based on local management or state regulations.

Restaurant and bar gift cards almost always cover drinks at that establishment, since alcohol is part of the core business. Wine bars, breweries, and cocktail lounges routinely sell gift cards knowing customers will spend them on drinks. If you’re unsure, check the terms printed on the back or ask the staff before ordering.

Online Orders and Alcohol Delivery

Delivery platforms have their own rules. Instacart updated its gift card terms in late 2020. Cards purchased after November 18, 2020 cover any part of an order, including alcohol, tips, taxes, and delivery fees. Instacart gift cards issued before that date specifically excluded alcohol.2Instacart. Redeem a Gift Card

Dedicated alcohol delivery services like Drizly and Minibar Delivery sell gift cards designed for alcohol purchases from the start. Open-loop Visa or Mastercard gift cards also work on those platforms the same way they would in a store, once you clear age verification at delivery.

One friction point online: many platforms require the name on the payment method to match the account holder. A gift card that isn’t registered to a person can trigger a declined transaction. Most open-loop cards let you register a name and billing address on the issuer’s website, and doing that before you order tends to head off the problem.

State-Run Liquor Stores

Roughly 17 states operate as control states, where the state government runs the liquor stores directly (often called ABC stores). These stores set their own payment policies. Many accept major credit and debit cards, which means open-loop gift cards on those networks generally work. Several state ABC systems also sell their own gift cards for use at their locations. A closed-loop gift card from an unrelated retailer won’t work at a state-run store, because it’s a different merchant.

You Still Need to Show ID

Paying with a gift card doesn’t change the age-verification requirement. Every state prohibits alcohol sales to anyone under 21,3Office of the Law Revision Counsel. 23 USC 158 – National Minimum Drinking Age and retailers verify age with a government-issued ID regardless of how you’re paying.

For delivery orders, that check happens at the door. The driver looks at your ID before handing over the package. The gift card pays for the order, but you still need a valid ID in hand when it arrives.

SNAP EBT Cards Are Not Gift Cards

One boundary worth naming, because the cards look similar in a wallet. SNAP EBT cards operate under federal nutrition law, which defines eligible food as “any food or food product for home consumption except alcoholic beverages, tobacco, and hot foods ready for immediate consumption.”4Office of the Law Revision Counsel. 7 USC 2012 – Definitions Alcohol is excluded across the board, and retailer systems reject alcohol on EBT transactions automatically. That restriction has nothing to do with commercial gift cards, which are private financial products governed by the issuer’s terms.

Before You Get to the Register

A short check saves the awkward decline. Read the terms on the back of a closed-loop card, or call the store, if you’re planning to spend it on alcohol. For online purchases with an open-loop card, register the card to your name and address on the issuer’s site to avoid an address-mismatch decline. And keep your ID on you either way.
