Can You Buy a House With Collections on Your Credit?

You can buy a house with collections on your credit report. FHA, conventional, VA, and USDA loans all allow it, but each program sets its own rules about which collection accounts you can ignore, which get counted against your debt-to-income ratio, and which you have to pay off before closing. What you owe, what kind of debt it is, and which loan you apply for decide the path.

FHA Loans and the $2,000 Threshold

FHA loans, governed by the HUD 4000.1 handbook, are among the most forgiving. If your total outstanding non-medical collection balance is under $2,000, you can qualify without paying anything off, and the debt is not factored into your loan approval.

Once your cumulative non-medical collection balance reaches $2,000 or more, the lender has to handle it one of three ways: verify the debt was paid in full before or at closing, confirm a payment arrangement with the creditor and count that monthly payment in your debt-to-income ratio, or, if no arrangement exists, calculate a monthly payment equal to 5 percent of each outstanding balance and add that to your debt-to-income ratio.1U.S. Department of Housing and Urban Development. Does FHA Require Collections To Be Paid Off for a Borrower To Be Eligible for FHA Financing Medical collections are excluded from this threshold entirely and are not counted as debt for FHA purposes.2U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1

The 5-percent rule is the one to watch. A $5,000 collection quietly adds $250 to your monthly obligations on paper, which can shrink the mortgage you qualify for even though nothing has changed in your actual budget.

Conventional Loan Rules

Conventional loans sold to Fannie Mae work differently, and the answer depends on whether your file goes through automated or manual underwriting. As of November 2025, Fannie Mae’s Desktop Underwriter system no longer applies a fixed minimum credit score and performs its own risk analysis to determine eligibility.3Fannie Mae. Selling Guide Announcement SEL-2025-09

For manually underwritten conventional loans, you generally do not need to pay off non-medical collection accounts if each individual account is under $250 or your total across all collection and charge-off accounts is $1,000 or less. Above those limits, the collections must be paid off before or at closing.4Fannie Mae. Debts Paid Off At or Prior to Closing Judgments, tax liens, and other delinquent credit that could affect the lender’s lien position must also be resolved before closing. Unlike FHA, Fannie Mae requires payoff rather than a monthly imputation, so budget for the full balance if you cross the threshold.

VA Loans

The VA does not set a dollar threshold. Instead, the lender evaluates your overall credit picture, including any derogatory accounts, to decide whether you are a satisfactory credit risk. If the lender concludes that you are, collection accounts do not need to be paid off for the loan to be approved.5eCFR. 38 CFR 36.4340 – Underwriting Standards, Processing Procedures, Lender Responsibility, and Lender Certification

Court-ordered judgments are the firm exception. Any judgment must be paid before a VA loan can be approved; the VA draws a clear line between collections, which reflect unpaid debts, and judgments, which represent a court ruling against you.5eCFR. 38 CFR 36.4340 – Underwriting Standards, Processing Procedures, Lender Responsibility, and Lender Certification The VA’s standard debt-to-income guideline is 41 percent, though lenders can approve higher ratios when compensating factors like significant residual income are documented.

USDA Loans

USDA direct loans use a credit score of 640 as the dividing line. Score at or above 640 and you qualify for a streamlined credit analysis in which collection accounts and late payments on your report are considered acceptable, with no additional explanation required. Below 640, a full credit review is required, and you must submit a written explanation for any derogatory items.6Rural Development. RD Single Family Housing Credit Requirements

The full review does not automatically disqualify you. The loan originator has to develop a credit history from at least three alternative sources and document why the collections do not indicate a pattern of financial mismanagement.

Medical Collections Are Treated Differently

Medical debt sits in its own category across the major programs. For FHA, the HUD handbook explicitly lists medical collections among obligations that are not considered debt. They are excluded from the $2,000 threshold, excluded from your debt-to-income ratio, and do not require resolution.2U.S. Department of Housing and Urban Development. FHA Single Family Housing Policy Handbook 4000.1 Disputed medical accounts are also excluded when determining whether an FHA application must be downgraded to manual underwriting.

Fannie Mae carves out medical collections in the same way. The $250 individual and $1,000 total payoff thresholds for manual underwriting apply only to non-medical collections; medical collection accounts do not need to be paid off.4Fannie Mae. Debts Paid Off At or Prior to Closing

Equifax, Experian, and TransUnion voluntarily stopped including medical debts under $500 on credit reports starting in 2023. A broader CFPB rule that would have removed most medical debt from credit reports was finalized in early 2025 but was subsequently vacated by a federal court, so it will not take effect. Roughly 15 states have passed their own laws limiting how medical debt appears on credit reports, so protections vary depending on where you live.

Judgments and Delinquent Federal Debt Are Hard Blocks

Some items are not negotiable. Delinquent federal debts, including defaulted student loans, Small Business Administration loans, and prior FHA or VA loans with unpaid balances, block you from receiving a new federal loan or loan guarantee until the delinquency is resolved.7Office of the Law Revision Counsel. 31 USC 3720B – Barring Delinquent Federal Debtors from Obtaining Federal Loans or Loan Insurance Guarantees

Lenders check for this through the Credit Alert Verification Reporting System, a HUD-maintained database that compiles records from HUD, USDA, VA, SBA, and the Department of Education. A match in that system blocks approval for FHA, VA, and USDA loans regardless of your credit score or income.8HUD.gov. Credit Alert Verification Reporting System (CAIVRS) Standard credit reports often do not identify insured debts as delinquent federal obligations, which is why this separate check exists.

Court-ordered judgments are the other hard stop. The VA requires all judgments to be paid before approval, and Fannie Mae requires judgments to be paid off at or before closing.4Fannie Mae. Debts Paid Off At or Prior to Closing Whatever program you choose, an unpaid judgment has to be resolved.

Should You Pay Off Collections Before Applying?

The intuitive move is to pay off every collection before applying, but under the credit scoring model most mortgage lenders actually use, that may not help your score. For decades, loans sold to Fannie Mae and Freddie Mac have required scores from the “Classic FICO” model, which treats paid and unpaid collections the same way and does not give medical debt special treatment.9FHFA. Credit Scores Newer models like FICO 9 ignore paid collections, but most mortgage lenders do not use them yet. In July 2025, the FHFA announced that lenders may now choose between Classic FICO and VantageScore 4.0 for loans sold to the government-sponsored enterprises, while a further transition to FICO 10T has been postponed indefinitely.10Fannie Mae. Credit Score Models and Reports Initiative

So the real value of paying off a collection before applying is usually not a score bump. It’s satisfying a lender’s payoff requirement and reducing what gets counted in your debt-to-income ratio. A paid collection carries a $0 balance, so it adds nothing to DTI regardless of program. Whether that matters to you depends on your loan type:

  • FHA: If your total non-medical collection balance is under $2,000, paying it off provides no qualification advantage. At $2,000 or more, paying it off eliminates the 5-percent monthly imputation and expands your purchasing power.
  • Conventional (manual underwriting): If any individual non-medical collection exceeds $250 or the total exceeds $1,000, you will have to pay them off to close. Budgeting for that early avoids surprises at the closing table.
  • VA: Collections generally do not need to be paid off if the lender finds you creditworthy overall. Judgments must be resolved.
  • USDA: With a score of 640 or above, collections are considered acceptable without extra explanation.

If you negotiate a payoff with a collection agency, get the agreement in writing before sending payment. A “paid in full” or “settled” notation on your credit report is what confirms to the lender that the debt is resolved.

What to Have Ready When You Apply

Applying with collections on your report takes more paperwork than a clean application. Gathering these before you submit keeps underwriting from stalling:

  • A tri-merge credit report combining data from Equifax, Experian, and TransUnion. Review your own report first so you know what accounts will appear and can flag errors.11Fannie Mae. General Requirements for Credit Scores
  • Payoff documentation. For any collection you have already resolved, get a letter from the creditor or collection agency confirming a zero balance.
  • A letter of explanation. A brief, factual statement for each collection describing what happened, whether it was a one-time event, and what you have done since.
  • Payment plan agreements. If you are on an active repayment plan with a collector, bring a copy of the written agreement and proof of recent on-time payments.

If a collection triggers manual review, the underwriter examines your explanation and documentation, then issues a conditional approval that lists any remaining items to provide, such as an updated payoff letter or verification that a payment plan is current. Once every condition is met, you receive a clear to close.
