Yes, you can use UPS to mail your tax return to the IRS, but only if you choose one of seven specific UPS service levels on the IRS’s approved Private Delivery Services list. Pick any other UPS option and your return is not legally filed until it physically reaches the IRS, which can trigger late-filing penalties if that arrival happens after the deadline.1Internal Revenue Service. Which UPS Services the IRS Accepts
The IRS authorizes seven UPS services for tax filings:
- UPS Next Day Air Early A.M.
- UPS Next Day Air
- UPS Next Day Air Saver
- UPS 2nd Day Air
- UPS 2nd Day Air A.M.
- UPS Worldwide Express Plus
- UPS Worldwide Express
Every other UPS service is off the list. That includes UPS Ground, UPS 3 Day Select, and UPS SurePost.1Internal Revenue Service. Private Delivery Services (PDS) The two Worldwide Express options are the designated choices for returns sent from outside the United States. The IRS can update this list at any time, so check the current version on the IRS website before shipping if you’re filing close to a deadline.
Where to Send the Package
UPS cannot deliver to a P.O. Box, and the addresses the IRS publishes for regular mail are P.O. Boxes. For a UPS shipment you need the street address of an IRS Submission Processing Center. There are three, and your return is routed to one based on your state of residence and the form you’re filing:2Internal Revenue Service. Submission Processing Center Street Addresses for Private Delivery Service (PDS)
- Internal Revenue Submission Processing Center, 3651 S IH35, Austin, TX 78741
- Internal Revenue Submission Processing Center, 333 W. Pershing, Kansas City, MO 64108
- Internal Revenue Submission Processing Center, 1973 Rulon White Blvd., Ogden, UT 84201
To identify the right center for your situation, check the IRS “Where to File” page for your specific form.3Internal Revenue Service. Why the Service Level Matters
Federal law treats the date an approved carrier accepts your package the same way it treats a USPS postmark. If that recorded date is on or before the filing deadline, the IRS considers your return filed on time, even if delivery lands a few days later.4Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying This is the “timely mailing as timely filing” rule, and it is the whole reason to pay for an approved UPS service instead of a cheaper one.
The rule works because approved carriers electronically record the date each package enters their system, and that timestamp functions as the legal equivalent of a postmark. Ship with a non-approved service, and none of this protection applies. Your filing date becomes whatever day the return physically arrives at the processing center.4Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying
The same protection covers extension requests, estimated tax payments, and other documents required to be filed by a specific date. If you send Form 4868 by an approved UPS service on or before April 15, your extension request counts as timely even if it arrives later.
Keep Your Shipping Receipt
Hold onto the receipt UPS gives you at drop-off. It carries the tracking number and the acceptance date, and it is your primary evidence if the IRS ever questions whether the return was on time. Hand the package to a clerk at a staffed UPS location rather than leaving it in a drop box, because a counter handoff triggers an immediate scan and creates the electronic record on the spot. Once tracking shows delivery, save a screenshot or printout of the confirmation.
A Warning About Mailing Payments Alone
If you are sending a standalone payment with Form 1040-V rather than a return, the IRS recommends regular mail instead of a private delivery service. Using a private carrier for a payment voucher may delay processing of the payment. This warning applies only to payments sent separately. If you are enclosing a check with your full return, the whole package can go to the PDS street address. Write your Social Security number, the tax year, and “Form 1040” on the check or money order, and don’t staple or paper-clip it to the return.5Internal Revenue Service. Pay by Check or Money Order
Other Carriers on the Same List
UPS is not the only option. The IRS also designates specific service levels from FedEx and DHL Express. Approved FedEx services include FedEx First Overnight, Priority Overnight, Standard Overnight, 2 Day, and several international tiers. Approved DHL Express services include DHL Express 9:00, 10:30, 12:00, Worldwide, and Envelope services, among others.1Internal Revenue Service. Private Delivery Services (PDS) The rules that apply to UPS apply to these carriers too: only the listed service levels qualify for the timely-mailing rule, shipments go to the PDS street addresses rather than P.O. Boxes, and the shipping receipt is your proof of the filing date.
