Can I Use PayPal Without an SSN? ITIN, Withholding, and Limits

Yes, you can use PayPal without an SSN, but only in a stripped-down form. An account opened without a Social Security number is treated as unverified: you can pay for things online from a linked bank account or debit card, but you can’t hold a balance, you can’t buy cryptocurrency, individual payments are capped, and once your incoming payments cross IRS reporting thresholds PayPal will require a taxpayer ID (an SSN, an ITIN, or a foreign-status tax form) before it will keep processing them normally.

What a PayPal Account Without an SSN Can Actually Do

An unverified personal account lets you link a bank account or debit card and pay merchants online. Funds come straight out of your linked source each time you check out; the account works as a pass-through, not a wallet you load up in advance. You have to be at least 18, or the age of majority in your state, to open one.1PayPal. PayPal User Agreement

The restrictions you live with:

  • A one-time payment is capped at $4,000, with an overall sending limit that depends on the account and is visible when you start a payment.2PayPal. What’s the Maximum Amount I Can Send With My PayPal Account
  • You can’t keep money sitting in PayPal. Incoming funds generally need to move out to a linked bank account.
  • No cryptocurrency. PayPal requires a taxpayer identification number before you can open a Cryptocurrencies Hub, regardless of how small the purchase is.3PayPal. PayPal Cryptocurrency Terms and Conditions
  • No PayPal Credit or other lending products.

For occasional online shopping out of a checking account, that’s often enough. If you want to receive payments regularly, sell goods or services, or hold a balance, you’ll run into the limits quickly.

Why PayPal Asks for Your SSN in the First Place

Two different federal regimes drive the request. The first is tax reporting. Under 26 U.S.C. § 6050W, payment processors like PayPal have to file Form 1099-K with the IRS for any user whose gross payments for goods and services exceed $20,000 and whose transaction count exceeds 200 in a calendar year.4Office of the Law Revision Counsel. 26 USC 6050W – Returns Relating to Payments Made in Settlement of Payment Card and Third Party Network Transactions That $20,000/200 threshold was reinstated by the One, Big, Beautiful Bill after a lower $600 trigger had been scheduled under prior law.5Internal Revenue Service. One, Big, Beautiful Bill Provisions PayPal needs your name, address, and taxpayer identification number to file that return.

The second regime is anti-money-laundering law. The Bank Secrecy Act and the USA PATRIOT Act require money transmitters to verify customer identity, which is why PayPal asks for an SSN when you try to use advanced features: holding a cash balance, sending larger amounts, receiving business payments, or buying crypto. The crypto trigger is immediate; the others kick in as your activity grows.3PayPal. PayPal Cryptocurrency Terms and Conditions

No SSN? An ITIN Works Just as Well

If you aren’t eligible for a Social Security number, you can give PayPal an Individual Taxpayer Identification Number instead. The IRS issues ITINs to people who have a federal tax filing or reporting obligation but can’t get an SSN — nonresident aliens, resident aliens without work authorization, and dependents of such people, for example.6Internal Revenue Service. Individual Taxpayer Identification Number (ITIN) An ITIN is a nine-digit number beginning with “9” and formatted like an SSN.

PayPal treats an ITIN as a full substitute. Providing one unlocks the same features an SSN would: holding a balance, receiving payments, buying crypto. It also satisfies the platform’s IRS reporting obligation.

Getting an ITIN

You apply by filing IRS Form W-7 together with a federal tax return (or by qualifying for one of the exceptions). The application needs original documents or copies certified by the issuing agency to prove your identity and foreign status. A valid passport is the easiest route — it’s the only document that stands alone for both requirements. Without a passport, you need at least two items from the IRS list of 13 acceptable documents, such as a national ID card, foreign driver’s license, or civil birth certificate, and at least one must have a photograph.7Internal Revenue Service. Instructions for Form W-7 Processing takes several weeks, so start early if your PayPal account is waiting on it.

If You’re Not a U.S. Tax Resident

If you have neither an SSN nor an ITIN because you aren’t a U.S. tax resident, PayPal gives you a third path. As you approach the reporting threshold, PayPal asks you to confirm your tax status by filing a W-8 form — typically W-8BEN, W-8ECI, or W-8BEN-E depending on your situation. For accounts held outside the U.S., PayPal may ask you to complete its own Certificate of Foreign Status form instead.8PayPal. Why Do I Need to Complete a Certificate of Foreign Status (CFS)

Filing the form certifies that you aren’t subject to U.S. tax reporting, which removes PayPal’s obligation to collect a U.S. taxpayer ID from you. Skip the form and PayPal may delay processing of goods-and-services payments you receive, and can eventually apply 24% backup withholding to them.

What It Costs to Keep Refusing: Backup Withholding

If your goods-and-services payments cross the reporting threshold and you still haven’t confirmed your tax status, PayPal puts the payments on a tax hold and gives you 60 days to supply an SSN, ITIN, or foreign-status certification. Miss that window and PayPal starts sending 24% of each subsequent goods-and-services payment directly to the IRS on a monthly basis.9PayPal. The 24% rate is set by federal tax law and applies across all payment processors.10Internal Revenue Service. Publication 15 (Circular E), Employer’s Tax Guide (Draft for 2026) The money is a prepayment of your income tax, so you can claim it as a credit when you file your return. In the meantime, nearly a quarter of each payment is gone from your cash flow. Adding your tax ID can clear the hold within about 30 minutes, PayPal says; a foreign-status form takes longer.

There’s a second consequence short of withholding. If PayPal flags an issue and you don’t respond, your account can be “limited,” meaning you can’t send money, withdraw funds, or receive new payments until you resolve it through the Resolution Center.11PayPal. Business Accounts Don’t Change the Answer

One common assumption worth correcting: registering an Employer Identification Number for a business account does not get you around the personal SSN requirement. Federal rules make PayPal identify the “beneficial owners” behind any business account — every individual who owns 25% or more of the company, plus at least one person with significant management responsibility such as a CEO or treasurer. For each of those individuals, PayPal collects name, address, date of birth, and Social Security number (or passport number for foreign persons).12PayPal. The Short Version

Using PayPal without an SSN is possible but narrow: pay-from-bank purchases up to the per-payment cap, nothing stored, no crypto, no credit. The moment you want to receive meaningful payments, hold a balance, or trade crypto, you need to supply an SSN, an ITIN, or a foreign-status form. Doing it before you hit the reporting threshold keeps your account working normally. Waiting until PayPal demands it risks a 60-day grace period followed by 24% of your payments going straight to the IRS.
