Yes, you can use your Government Travel Charge Card for gas, but only in specific situations. Fuel for an authorized rental car on official travel goes on the GTCC. Fuel for your personal vehicle on temporary duty does not, because the mileage rate you’re paid already covers it. A permanent change-of-station move with an authorized privately owned vehicle is the exception that trips people up, and government fleet vehicles have their own separate card entirely.
Rental Car Fuel on Official Travel
When your travel orders authorize a rental car, you are required to put fuel on the GTCC. The Federal Travel Regulation treats rental-car fuel as an allowable transportation expense during temporary duty travel, and DoD rules require authorized travel costs to go on the card.1Defense Travel Management Office. Government Travel Charge Card Program You’re reimbursed for what you actually spent at the pump, not a per-mile rate.2Federal Register. Federal Travel Regulation Rental Car Policy Updates and Clarifications
Two things to confirm before you swipe: your travel authorization specifically lists a rental car as approved transportation, and the rental agreement is linked to your orders. If the rental isn’t on your authorization, the fuel charges have no supporting paperwork and your travel office will flag them. When you file your voucher, the agency typically pays the card issuer directly through split disbursement.3GSA SmartPay. GSA SmartPay 3 Master Contract
Skip the Prepaid Fuel Option
Rental companies push a prepaid tank at pickup. Don’t take it. The Federal Travel Regulation says travelers will not be reimbursed for prepaid refueling options.4eCFR. 41 CFR 301-10.450 – Rental Vehicle Use and Authorization You’re expected to refuel the car yourself before returning it. The narrow exception is when a safety issue or the absence of a nearby fueling station makes filling up impossible; in that case the rental company’s refueling charges may be approved.
Electric Rental Cars
The Federal Travel Regulation was updated to swap “gas” and “gasoline” for the broader word “fuel,” which now covers electricity, hydrogen, propane, and other power sources.2Federal Register. Federal Travel Regulation Rental Car Policy Updates and Clarifications If your authorized rental is an EV, charging costs are treated the same as gasoline for a conventional car. Use the GTCC at commercial charging stations, keep the receipt, and claim actual costs on your voucher.
The Joint Travel Regulations address a real headache: what if you can’t find a working charger before return? If no compatible station has an open charge point, the rental company’s charges to top off the battery may be approved.5Department of Defense. Joint Travel Regulations The JTR also allows reimbursement of parking fees when you enter a facility specifically to use free EV charging before returning the rental.
Your Own Vehicle on TDY
Using the GTCC for gas in your personal car during temporary duty travel is not authorized. When you drive your own vehicle on official business, the government compensates you through a flat mileage rate rather than actual fuel costs. As of January 1, 2026, that rate is $0.725 per mile for a privately owned automobile.6GSA. Privately Owned Vehicle (POV) Mileage Reimbursement Rates
The per-mile allowance is designed to cover fuel, insurance, depreciation, maintenance, and general wear. The Federal Travel Regulation lists fuel as a non-reimbursable expense already baked into the mileage rate.7eCFR. 41 CFR 301-10.450 – Rental Vehicle Use and Authorization Charging gas to the GTCC while also claiming mileage is double-dipping, and travel offices watch for exactly that pattern. Pay for gas out of pocket, receive your mileage reimbursement after submitting your voucher. Tolls and parking fees are separately reimbursable and can still go on the card.
POV Fuel During a PCS Move
The rules shift for a permanent change of station. If your PCS orders authorize a privately owned vehicle as your mode of transportation, you can use the GTCC for fuel during the move.8MyNavy HR. GTCC for PCS Trifold Reimbursement doesn’t come back as actual fuel costs though. You receive a Monetary Allowance in Lieu of Transportation, a flat per-mile rate based on the official distance between your old and new duty stations.9U.S. Coast Guard. GTCC Program Updates and Centrally Billed Account Policy
The practical effect: the GTCC covers gas during the drive so you aren’t paying out of pocket for a cross-country move, and the MALT payment settles the card balance. Confirm that the POV is listed as the authorized mode of transport on your PCS orders before relying on the card at the pump.
Government Fleet Vehicles
Government-owned vehicles use a separate payment system. Each GSA Fleet vehicle comes with its own GSA Fleet Card tied to that specific vehicle, authorized for fuel, maintenance, and repair.10U.S. General Services Administration. GSA Fleet Card Your individual GTCC should not be used for government vehicle fuel. Mixing the two creates accounting problems that nobody wants to untangle. If the fleet card is lost, damaged, or declined, pay out of pocket and work with your agency to be reimbursed through the appropriate channel.
What Else at the Gas Station Is Off-Limits
The GTCC working at a gas station doesn’t make everything inside authorized. Only fuel is covered when fueling an approved rental. Car washes, oil, snacks, drinks, phone chargers, and other convenience items are not authorized, even during active travel status.1Defense Travel Management Office. Government Travel Charge Card Program Car repairs and parts are prohibited on the travel card as well, even for a POV that’s the authorized vehicle.11Army Medical Logistics Command. If You Use the Card by Mistake
Grab the wrong card at the pump, or forget that POV fuel isn’t authorized on TDY, and the worst thing to do is ignore it. DoD rules draw a line between misuse (unintentional, from carelessness or ignorance) and abuse (willful). Willful misuse can be prosecuted as a federal crime. An honest mistake handled quickly stays in the misuse category.12Defense Travel Management Office. DoD GTCC Regulations
Notify your Agency Program Coordinator as soon as you catch the error. You’re responsible for paying the unauthorized charge on your next billing statement regardless of how reimbursement gets sorted out. To formally dispute a transaction with the card vendor, you have 60 days from the billing statement date to file through the Electronic Access System.12Defense Travel Management Office. DoD GTCC Regulations A self-reported mistake with prompt payment is about the best outcome available. Silence is what escalates things.
Receipts You’ll Need
The Federal Travel Regulation requires a receipt for every authorized expense over $75, plus a receipt for all lodging regardless of cost.13eCFR. 41 CFR 301-11.25 – Must I Provide Receipts to Substantiate My Claimed Travel Expenses Many agencies set a stricter standard and require proof for every fuel purchase no matter the amount. Ask your travel office what they expect before your trip.
Keep itemized receipts showing date, location, and total for each fill-up. Upload them to the Defense Travel System or your agency’s equivalent when you file the voucher. If you lose a receipt, try to get a copy from the fuel vendor first. When that isn’t possible, most agencies accept a lost receipt certification where you document the expense details and sign a statement explaining why the original is unavailable. Expenses claimed without adequate documentation can be denied, leaving you personally liable for the charges on your statement.
What Misuse Can Cost You
Penalties scale with intent. The regulations distinguish three tiers: misuse (unintentional), abuse (willful), and fraud. An accidental gas purchase on the wrong card sits at the lower end. A pattern of deliberate unauthorized charges gets serious fast.
For military personnel, disciplinary actions include:
- Verbal or written counseling, supplemental GTCC training, or recertification of the Statement of Understanding
- Formal reprimand or admonishment
- Non-judicial punishment under Article 15 of the UCMJ, court-martial, or administrative separation
Military members can also be prosecuted under Article 92 of the UCMJ for failure to obey a lawful order or regulation. Willful misuse may additionally result in modification or revocation of access to classified information. For civilian employees, actions run from verbal counseling through written counseling, supplemental training, and disciplinary action up to removal from federal service.12Defense Travel Management Office. DoD GTCC Regulations Willful abuse by military or civilian personnel can be prosecuted under Title 18 of the U.S. Code as a federal crime. Delinquent accounts also get suspended, which means paying out of pocket on your next trip while things are resolved.1Defense Travel Management Office. Government Travel Charge Card Program
