You can mail your tax return to the IRS with FedEx, but only if you choose one of the specific FedEx service tiers the IRS has designated as a private delivery service under 26 U.S.C. § 7502. Ship with an approved tier and the date FedEx accepts your package is treated as your filing date, even if the package arrives at the IRS days later. Ship with an unapproved tier such as FedEx Ground and you lose that protection entirely.1Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying
Which FedEx Services the IRS Accepts
The IRS publishes a closed list of designated FedEx services. For domestic filings, four options qualify:
- FedEx First Overnight
- FedEx Priority Overnight
- FedEx Standard Overnight
- FedEx 2Day
If you are filing from outside the United States, four international tiers qualify: FedEx International Next Flight Out, FedEx International Priority, FedEx International First, and FedEx International Economy. FedEx 2Day is generally the least expensive domestic option, with FedEx One Rate envelope pricing starting around $11.90.2Internal Revenue Service. Private Delivery Services (PDS)
Anything else is off the list. FedEx Ground, FedEx Home Delivery, and FedEx SmartPost do not trigger the timely-mailing rule. If you use one of those and the return arrives after the deadline, the IRS treats it as filed on the date it physically arrived. The failure-to-file penalty is 5 percent of your unpaid tax for each month or partial month the return is late, capped at 25 percent.3Internal Revenue Service. Failure to File Penalty
Where to Ship: Use a Street Address, Not a P.O. Box
FedEx cannot deliver to P.O. Boxes, and the addresses printed on most IRS form instructions are P.O. Boxes. You need the physical street address for the IRS Submission Processing Center that handles your form and state. Three centers accept private delivery shipments:
- Internal Revenue Submission Processing Center, 3651 S IH35, Austin, TX 78741
- Internal Revenue Submission Processing Center, 333 W. Pershing, Kansas City, MO 64108
- Internal Revenue Submission Processing Center, 1973 Rulon White Blvd., Ogden, UT 84201
The correct destination depends on which form you are filing and where you live. Check the IRS Submission Processing Center address page before you print your label.4Internal Revenue Service. Box will get your package bounced back as undeliverable, which can push your real filing date past the deadline.
Filling Out the FedEx Label
Whether you create the label at a FedEx location, on the FedEx website, or at a self-service kiosk, a few fields matter:
- Sender name and address should match the name and address on your return so the IRS can tie the package to your account.
- Recipient name is “Internal Revenue Submission Processing Center,” with the correct street address for your region.
- Recipient phone is required by the FedEx system. The IRS does not publish a number for its processing centers, so you can enter the general IRS helpline, 800-829-1040.5Internal Revenue Service. Let Us Help You
- Service type must be one of the approved tiers listed above.
If you are enclosing a check, keep a copy or a record of the check number and amount. FedEx does not reimburse for lost cash or currency, so a record lets you stop payment and reissue the check if the package goes missing.
Protecting Your Filing Date
The whole point of using an approved FedEx service is that FedEx’s acceptance date becomes your legal filing date. To lock that in:
- Hand the package to a FedEx employee and ask for a printed receipt showing the acceptance date. Avoid drop boxes late in the day. If FedEx does not scan the package until after the daily cutoff, the recorded date rolls to the next business day.
- Save the tracking number and monitor delivery through the FedEx portal so you have a secondary record confirming arrival at the IRS.
- Keep the FedEx receipt, tracking confirmation, and a copy of the return for at least three years, which is the general IRS window to assess additional tax.6Internal Revenue Service. How Long Should I Keep Records
IRS guidance states that the private delivery service can tell you how to get written proof of the mailing date, so ask FedEx for that documentation as well if a dispute ever comes up.2Internal Revenue Service. Private Delivery Services (PDS)
Payments and Extensions Get the Same Protection
Under 26 U.S.C. § 7502(a), “any payment required to be made” within a prescribed period is deemed paid on the postmark date when sent through an approved delivery service. If you enclose a check with your return and ship it via an approved FedEx service before the deadline, both the return and the payment are treated as timely.1Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying
The rule also covers Form 4868, the Application for Automatic Extension of Time to File. FedEx the extension using any approved tier and the acceptance date counts as your filing date for the extension. A granted extension pushes your return deadline to October 15 but does not extend the time to pay. Interest accrues on any unpaid balance starting April 16.
State Returns Are a Separate Question
The IRS-approved list applies only to federal returns. Many states follow the same list, but not all do automatically. Some state revenue departments keep their own approved carrier lists or reserve the right to reject a carrier the IRS has approved. Before mailing a state return via FedEx, check your state tax agency’s website. Putting the federal and state returns in the same FedEx envelope does not transfer the federal timely-mailing protection to the state filing.
Should You Use FedEx at All?
About 94 percent of individual returns are now filed electronically, and e-filed returns get near-instant confirmation of receipt at no shipping cost. FedEx makes the most sense when you have to file on paper anyway, such as certain amended returns, prior-year returns, or forms the IRS does not yet accept electronically. If e-filing is available for your return, that is the simpler proof of a timely filing.
