No — you cannot legally use a California express lane without FasTrak. Unlike toll bridges and some toll roads that let you pay online after the fact by license plate, express lanes have no pay-by-plate option. If you drive through without an active transponder, cameras capture your plate and the toll agency treats it as a violation rather than a payment. Why Express Lanes Don’t Accept Pay-by-Plate
California drivers often confuse two very different tolled facilities. Toll bridges and certain toll roads in places like Orange County let you look up your plate online or pay an invoice by mail. Express lanes work differently. Even the FasTrak License Plate Account option, which some drivers assume covers everything, does not apply here. What Happens If You Drive an Express Lane Without FasTrak
When the tolling equipment doesn’t detect a valid transponder, cameras photograph your license plate and a violation notice goes to the vehicle’s registered owner. Penalties escalate every time you ignore it.
First Notice

Second Notice
A second notice adds a $30 delinquent penalty on top of the original toll. If you pay within 15 days of that second notice in the Bay Area, the penalty drops back to $10.4FasTrak. Registration Hold at the DMV
Ignore the notices long enough and the toll agency will send the unpaid violations to the California DMV. Once that happens, you cannot renew your vehicle’s registration until every outstanding violation is cleared or paid.6California DMV. Cases People Think Are Exceptions
Carpools, motorcycles, and clean air vehicles get preferential treatment in express lanes, but none of them let you skip the transponder.
Carpools Still Need a Transponder
A carpool meeting the posted occupancy requirement (usually two or three people, depending on the facility) can use an express lane at a discounted toll or for free during carpool hours. To get that rate, you need a FasTrak Flex transponder with the switch set to match the occupants in the vehicle. A standard FasTrak tag will charge you the full solo toll no matter how many passengers you have. Motorcycles Ride Free But Must Be Tagged
Motorcycles ride toll-free on all California express lanes, but only with a FasTrak Flex transponder set to the “3+” position.8511.org. AM I TOLL-EXEMPT? Clean Air Vehicle Discounts Have Ended
If you drive an electric or plug-in hybrid and were counting on a toll break, that program has closed. Clean air vehicle discounts on Bay Area express lanes and bridges ended October 1, 2025. The 91 Express Lanes and Riverside County’s 15 Express Lanes followed by December 31, 2025.9FasTrak throughout California. Rental Cars and Out-of-State Drivers
Visitors and rental drivers hit the same wall: no transponder, no legitimate way to use an express lane. There are two workable paths.
If you already have a FasTrak account, log in, add the rental’s license plate to your registered vehicles, set start and end dates for the rental period, and mount your personal transponder on the rental’s windshield. Tolls charge to your existing account.11FasTrak. Rental Vehicles Guide
If you don’t have an account, most rental companies offer a toll payment service such as PlatePass, TollPass, or e-Toll. For Bay Area express lanes specifically, PlatePass is the only rental agency service that works.11FasTrak. Rental Vehicles Guide These services usually add a daily convenience fee on top of the actual toll. Decline the plan and drive the lane anyway, and you’ll owe the toll plus penalties.
Out-of-state transponders won’t rescue you. FasTrak has no interoperability agreements with E-ZPass, SunPass, or any other system. An East Coast E-ZPass will not work on any California toll facility, and a FasTrak tag won’t work outside California. Visitors’ only real options are the rental company’s toll service or opening a FasTrak account before the trip.
Contesting a Violation Notice
Mistakes happen. A transponder battery dies, a tag sits in the wrong position, or the equipment misreads a plate. Each violation notice has a “Contest of Notice” section you can complete and return with a written explanation. The toll agency investigates and mails you the result. If you disagree with the outcome, you can request an administrative review within 60 days of the postmark date on those results. If that review also goes against you, the last step is an appeal to the local court.
The disputes most likely to succeed involve transponder malfunctions, a recently opened account that wasn’t yet active when the toll was incurred, or a license plate misread. When a valid FasTrak account was in place at the time, the penalty is usually waived and only the base toll applies.
Getting Set Up With FasTrak
The simplest way to avoid all of this is to open a FasTrak account before you need it. You can order online, by phone, or pick up a transponder at a retail location or customer service center.
Two transponder types matter for express lanes:
- Standard FasTrak works on all California toll facilities but charges the full solo-driver rate on express lanes no matter how many passengers you have.

Opening an account requires a $25 prepaid starting balance per transponder.
