Can I Retire to Ireland? Stamp 0, Taxes, and Medicare

Retiring to Ireland from the US is possible through the country’s “person of independent means” route, which grants a Stamp 0 permission to live in Ireland without working. You’ll need to prove at least €50,000 in annual non-employment income, hold a substantial cash reserve, carry private health insurance for the full length of your stay, and apply by mail before you travel. Americans keep filing US tax returns after the move and will generally become Irish tax residents too.

The Income and Savings You Have to Show

Ireland’s immigration authority sets a firm floor: €50,000 per year in individual income from a pension, investments, or other sources unrelated to employment.1Immigration Service Delivery. I Want to Retire to Ireland A couple applying together must show €100,000 combined. The income has to be verifiable and consistent, and it cannot depend on you working in Ireland or drawing Irish state benefits.

On top of the yearly income, you must show access to a lump sum roughly equivalent to the price of a home in Ireland.1Immigration Service Delivery. I Want to Retire to Ireland As of late 2025 the national median sits near €385,000, which is the practical benchmark. You don’t have to spend the money on property. It just has to exist in accessible accounts so the government can see you won’t fall back on public assistance.

Applying for Stamp 0 Before You Leave

The application must be filed from outside Ireland. Applications submitted from within the country are not accepted. You mail the package to the Department of Justice, wait for a conditional letter of offer, and only then travel over to register in person.

What Goes in the Package

  • The “Application for Permission to Remain in the State on the Basis of Independent Means” form from the Department of Justice website.
  • Original or certified bank statements for the six months before you apply, showing both your income stream and your lump-sum funds.
  • A private health insurance policy covering accidents and medical incidents including hospital stays in Ireland for the full length of your residence. Cash-back policies are not accepted.2Immigration Service Delivery. Required Documents
  • A signed criminality declaration disclosing any convictions, war crimes involvement, or family law matters. Irish authorities cross-check the declaration with An Garda Síochána and may pull records from other agencies, so full disclosure is essential.3Irish Immigration Service. Criminality Declaration Form
  • A passport valid for the length of your intended stay.

US applicants should also include an FBI Identity History Summary, sometimes called a rap sheet. You can request one electronically at edo.cjis.gov or by mail with a fingerprint card sent to the FBI’s CJIS Division in Clarksburg, West Virginia, for an $18 processing fee. Foreign documents generally need to be notarized or apostilled before Irish immigration will accept them.

How Long It Takes

After you mail the application, plan on four to six months for a decision. Approval comes as a conditional letter of permission spelling out the terms of your stay. That letter is what lets you travel to Ireland and start the in-person registration.

What Stamp 0 Lets You Do, and What It Doesn’t

Stamp 0 is a narrow permission. It lets you live in Ireland, but the list of prohibitions is longer than the list of allowances.4Immigration Service Delivery. Immigration Permission Stamps

You cannot work, run a business, or practice a profession. You cannot claim social welfare payments, use public hospital care, or access any state-funded services. If your finances deteriorate to the point where you might need public support, your permission can be revoked.

The permission is granted for one year at a time. Each renewal requires a passport copy, six months of recent bank statements, evidence of finances verified by an Irish-based accountant, and proof of current private medical insurance covering private hospital care.5Immigration Service Delivery. Temporary Permission to Remain Stamp 0 Renewal Form Even after ten years of renewals, the status is still classified as temporary. The label never changes.

Medicare Will Not Cover You in Ireland

Medicare generally does not pay for healthcare outside the United States.6Medicare.gov. Travel Outside the U.S. The exceptions involve rare emergencies where a foreign hospital happens to be closer than the nearest US hospital that could treat you, a scenario that almost never applies to someone permanently living in Ireland. Medicare Part D prescription coverage does not travel abroad either.

That makes the private health insurance requirement your only real medical safety net, not a paperwork item. Irish immigration expects full in-patient coverage, and travel insurance alone won’t get you through a renewal.2Immigration Service Delivery. Required Documents Prices vary widely with age and coverage level. Confirm any policy meets the immigration authority’s standards before you submit it with your application, and budget the premium as a core retirement expense.

Registering in Dublin After You Arrive

Once your conditional letter is in hand and you’ve flown to Ireland, you have 90 days to register in person.7Immigration Service Delivery. Taxes: You’ll Owe Both Countries

Moving to Ireland does not end your US tax obligations. The United States taxes its citizens on worldwide income no matter where they live, and the US-Ireland tax treaty contains a “saving clause” that preserves that right.9Internal Revenue Service. Tax Convention With Ireland

Becoming an Irish Tax Resident

Ireland treats you as a tax resident if you spend 183 days or more there in a calendar year. Alternatively, 280 days across two consecutive years triggers residency for the second year, provided you spend at least 31 days in Ireland each year.10Citizens Information. Tax Residence and Domicile in Ireland Most retirees living in Ireland full-time cross the 183-day line easily, which makes them liable for Irish income tax on their worldwide income.

US Reporting You Can’t Skip

Two separate US disclosures catch expats out. The first is the FBAR, or Report of Foreign Bank and Financial Accounts. If your combined foreign financial accounts exceed $10,000 at any point during the year, you must file FinCEN Form 114.11Financial Crimes Enforcement Network. Report Foreign Bank and Financial Accounts Irish bank accounts, investment accounts, and any other financial accounts outside the US all count.

The second is FATCA reporting on IRS Form 8938, which has higher thresholds for taxpayers living abroad. Single filers must report when foreign financial assets exceed $200,000 on the last day of the tax year or $300,000 at any point during the year. For joint filers, the thresholds rise to $400,000 and $600,000.12Internal Revenue Service. Summary of FATCA Reporting for U.S. Taxpayers The FBAR and Form 8938 are separate requirements with separate thresholds and separate penalties. You may need to file both.

How Double Taxation Actually Works

The treaty generally assigns taxing rights on private pension income to your country of residence, which for a full-time Irish retiree is Ireland. The saving clause overrides that for US citizens, though, which means the IRS can still tax you as if the treaty didn’t exist. Ireland credits the US tax you paid against your Irish liability, and the US credits Irish tax against your American liability, so you shouldn’t pay full tax to both.9Internal Revenue Service. Tax Convention With Ireland You will still file returns in both countries every year. A cross-border tax advisor who works in both systems is worth the fee, because the interplay of treaty credits and each country’s domestic rules is where the expensive mistakes hide.

Stamp 0 and the Limits on Permanent Residency

Time spent on Stamp 0 does not count toward Ireland’s Long Term Residency scheme, which requires 60 months of qualifying residence on stamps like Stamp 1 or Stamp 4.13Immigration Service Delivery. Long Term Residency Permanent residency through that route is not available to Stamp 0 holders.

Citizenship is murkier. The official immigration stamps page lists Stamps 1, 1H, 3, 4, 5, and 1G as reckonable for naturalisation, and Stamps 2 and 2A as non-reckonable. Stamp 0 appears on neither list.4Immigration Service Delivery. Immigration Permission Stamps Some solicitors have reported successful naturalisation applications from Stamp 0 holders where the Department of Justice accepted the residence as reckonable, but that appears to depend on ministerial discretion rather than a guaranteed right. If a long-term path to Irish citizenship matters to your plan, get legal advice specific to your case before assuming Stamp 0 years will count.

If You Hold an EU or UK Passport

Dual citizenship changes the picture completely. EU citizens have a treaty-based right to live in any member state, including Ireland, so long as they have sufficient resources and comprehensive sickness insurance.14European Commission. Free Movement and Residence No Stamp 0 application, no income threshold, no annual renewals.

UK citizens have an even simpler route through the Common Travel Area, a bilateral arrangement between Ireland and the United Kingdom that predates EU membership and survived Brexit.15GOV.UK. Common Travel Area Guidance British citizens can move to Ireland, live, work, claim social welfare, and use health services on the same footing as Irish citizens. No visa, no residence permit, no registration. If you hold dual US-UK or US-EU citizenship, travel on the European passport and skip Stamp 0 entirely.
