Yes, you can retire after 20 years of federal service under FERS, but the age you leave decides almost everything about what you get. The clean answer is age 60: with 20 years of creditable service and age 60, you qualify for an immediate, unreduced annuity that starts the month after you separate.1Office of the Law Revision Counsel. 5 USC 8412 – Immediate Retirement Leave earlier and you’re looking at a permanent 5-percent-per-year cut, a wait of several years with no payments, or a narrow window when your agency offers an early-out.
The Three Routes Out at 20 Years
Which door you use depends on your age on your last day of work.
Age 60: Immediate, Unreduced
This is the target the system is built around for a 20-year employee. Turn 60, separate, and your annuity begins the following month at the full formula amount.1Office of the Law Revision Counsel. 5 USC 8412 – Immediate Retirement No age reduction, and you’re eligible for the Special Retirement Supplement until Social Security kicks in at 62.
MRA+10: Reduced or Postponed
If you’re younger than 60 but have reached your Minimum Retirement Age, you can leave under the MRA+10 provision because your 20 years clears the 10-year floor. Your MRA depends on birth year:
- Born before 1948: MRA is 55
- Born 1948–1969: MRA rises gradually from 55 years and 2 months to 56 years and 10 months
- Born 1970 or later: MRA is 57
Taking the annuity right away means a permanent reduction of 5 percent for every year you’re under 62.1Office of the Law Revision Counsel. 5 USC 8412 – Immediate Retirement For someone leaving at 57, that’s a 25 percent cut that never comes back. The workaround is a postponed retirement: separate at your MRA, wait to claim, and start the annuity at 60 with no reduction because your 20 years qualify you for an unreduced benefit at that age.2U.S. Office of Personnel Management. Applying for Deferred or Postponed Retirement Under FERS You get no pension money in the gap years, but you keep the full amount for life.
VERA: The Only Real Early-Out
Under Voluntary Early Retirement Authority, agencies going through restructuring or downsizing can offer retirement to employees who are at least 50 years old with 20 years of creditable service.3U.S. Office of Personnel Management. Voluntary Early Retirement Authority The agency needs OPM approval (the Department of Defense has standing authority), and the offer is time-limited. VERA carries no age reduction, which makes it worth far more than MRA+10 for anyone in their 50s. You can’t request one on your own; you take it when it appears.
Leaving Before MRA: Deferred Retirement
Walk away before hitting your MRA and you can still claim a deferred annuity at 60 with no reduction, since your 20 years qualify.4eCFR. 5 CFR Part 842 Subpart B – Eligibility The cost is severe on the insurance side, covered below.
What Your Pension Actually Pays
The FERS formula multiplies your High-3 average salary by your years of creditable service and a multiplier of either 1 percent or 1.1 percent.5Office of the Law Revision Counsel. 5 USC 8415 – Computation of Basic Annuity Your High-3 is the highest average annual basic pay across any three consecutive years, which for most people is the final three; it includes locality pay but not overtime, bonuses, or premium pay.6Office of the Law Revision Counsel. 5 USC 8401 – Definitions
The multiplier is 1 percent if you retire before 62. It rises to 1.1 percent if you retire at 62 or later with at least 20 years.5Office of the Law Revision Counsel. 5 USC 8415 – Computation of Basic Annuity That 0.1 percent looks small; over a 25-year retirement it isn’t.
With a $90,000 High-3 and 20 years:
- Retiring before 62: $90,000 × 1% × 20 = $18,000 per year, or $1,500 per month
- Retiring at 62 or later: $90,000 × 1.1% × 20 = $19,800 per year, or $1,650 per month
Twenty years of pension alone doesn’t replace a federal salary. The system assumes Social Security and the TSP fill the rest of the gap.
Sick Leave Can Add Months
Unused sick leave at separation gets added to your creditable service in the formula: every 2,087 hours adds roughly a year.5Office of the Law Revision Counsel. 5 USC 8415 – Computation of Basic Annuity Sick leave does not help you reach the 20-year eligibility threshold, and it doesn’t touch your High-3, but it does raise the monthly check.
Military Service Only Counts if You Paid the Deposit
Post-1956 military service counts toward your civilian retirement only if you pay a deposit before separating, generally 3 percent of your military basic pay plus interest that starts accruing after two years of civilian employment.7U.S. Office of Personnel Management. Service Credit Skip the deposit and the military years drop out of your creditable service, which can quietly push you under 20. Confirm your service computation date well before you plan to file.
The Bridge Payment Before Social Security
Retire at 60 with 20 years and you’ll receive the Special Retirement Supplement, a monthly payment that runs until you turn 62.8Office of the Law Revision Counsel. 5 USC 8421 – Annuity Supplement OPM estimates your Social Security benefit at 62, then multiplies it by your FERS years divided by 40.9U.S. Office of Personnel Management. Chapter 51 – Retiree Annuity Supplement With 20 years, that fraction is one-half. A projected $2,000 Social Security benefit produces roughly a $1,000 supplement.
Two limits matter. First, the supplement isn’t paid on MRA+10 retirements, on deferred retirements, or when an annuity starts after 62.8Office of the Law Revision Counsel. 5 USC 8421 – Annuity Supplement Second, an earnings test applies: earn more than $24,480 in 2026 from work and the supplement drops by $1 for every $2 over the limit.10Social Security Administration. Receiving Benefits While Working A meaningful second-career salary can wipe it out.
Health Insurance Is Where People Get Hurt
To carry Federal Employees Health Benefits into retirement, you need to retire on an immediate annuity (one that starts within a month of separating) and to have been continuously enrolled in FEHB for the five years of service immediately before you retire.11U.S. Office of Personnel Management. Health Insurance FAQs Postponed retirees who met that five-year rule can re-enroll when their annuity begins. Deferred retirees lose FEHB and Federal Employees Group Life Insurance for good.2U.S. Office of Personnel Management. Applying for Deferred or Postponed Retirement Under FERS
If you’re in your 50s and thinking about leaving before your MRA, price out private coverage to age 65 before you commit. The insurance loss can dwarf the pension. And if you’re within five years of any retirement date, don’t drop FEHB in the meantime, even to sit on a spouse’s plan, because you’ll fail the five-year test.
The TSP Alongside the Pension
Twenty years of federal service means twenty years of TSP eligibility. If you contributed at least 5 percent of pay throughout, you captured the full government contribution the entire time: an automatic 1 percent plus up to a 4 percent match. In 2026, the elective deferral limit is $24,500, with an $8,000 catch-up at 50 and a higher $11,250 catch-up in the calendar years you turn 60, 61, 62, or 63.12Thrift Savings Plan. Contribution Types
After you separate you can take partial withdrawals, cash out entirely, set up installment payments, or buy a life annuity through the TSP’s vendor. Age matters here too. If you’re under 59½, most distributions trigger a 10 percent early withdrawal tax on top of ordinary income tax. Installment payments calculated using IRS life-expectancy tables are exempt, but stopping or changing them within five years or before 59½ pulls the penalty back retroactively.13Thrift Savings Plan. Withdrawals in Retirement For anyone leaving under VERA or MRA+10 in their 50s, that distinction shapes what the TSP can actually do for you.
Survivor Election Cuts Your Own Check
At retirement you decide whether to leave a continuing annuity for a spouse or former spouse. A full FERS survivor benefit pays the survivor 50 percent of your unreduced annuity for life and reduces your monthly payment by 10 percent as long as you’re alive; a partial election pays 25 percent and costs you 5 percent.14U.S. Office of Personnel Management. Learn More About Survivor Benefits and Retirement If you’re married, the full election is the default unless your spouse consents to less in writing. A divorce decree can also compel you to provide survivor coverage to a former spouse.15U.S. Office of Personnel Management. Survivors Build the reduction into whatever income plan you’re running, because it’s permanent.
Inflation Adjustments Are Slow and Capped
Regular FERS retirees don’t get cost-of-living adjustments until age 62, no matter when they retire. Retire at 60 with 20 years and your pension is flat for two years. Once COLAs start, they lag inflation: matching the CPI when it’s 2 percent or less, capped at 2 percent when CPI runs 2 to 3 percent, and equal to CPI minus one percentage point when CPI exceeds 3 percent.16U.S. Office of Personnel Management. Chapter 2 – Cost of Living Adjustments Over decades that gap adds up, and it’s a big part of why the TSP balance matters.
Filing the Application
Start pulling paperwork together roughly a year out. The main form is SF 3107, the Application for Immediate Retirement, which covers service dates, survivor elections, and payment choices.17U.S. Office of Personnel Management. Application for Immediate Retirement – Federal Employees Retirement System You’ll also file SF 2809 for health benefits.18U.S. Office of Personnel Management. Health Benefits Election Form Before submitting, confirm your Official Personnel Folder captures every service period, including temporary appointments and military time, and clear any redeposit balance for retirement contributions you previously withdrew.
Your HR office reviews the package and sends it to OPM after you separate. Full adjudication typically runs three to five months, and during that stretch OPM pays interim annuity of roughly 60 to 80 percent of your estimated net amount.19U.S. Office of Personnel Management. Retirement Quick Guide When your case finalizes, the regular monthly payment starts and any back pay owed from the interim period comes with it.
