Can I Print 1099-NEC on Plain Paper? Copy A Penalties and Fixes

You can print Copy B, Copy C, and Copy 2 of Form 1099-NEC on plain white paper with a standard black-ink printer. Copy A, the one that goes to the IRS, is the exception: it has to be the official pre-printed red-ink form, an IRS-approved substitute, or filed electronically. Printing Copy A off a downloaded PDF and mailing it in is treated as a failure to file.

Why Copy A Is Different

The IRS runs paper Copy A forms through optical character recognition equipment that reads a specific shade of scannable red ink. A regular office printer cannot reproduce that ink, so the scanners reject the page. The IRS General Instructions for Certain Information Returns state directly that you cannot file Copy A of any 1099 printed from the IRS website, even though the agency posts those PDFs for reference.1Internal Revenue Service. Two ways to get a compliant Copy A on paper:

Which Copies You Can Print on Plain Paper

The IRS states that the copies of Form 1099-NEC “which appear in black, may be downloaded and printed and used to satisfy the requirement to provide the information to the recipient.”3IRS.gov. Form 1099-NEC (Rev. April 2025) That covers three:

  • Copy B, which goes to the contractor or freelancer.
  • Copy C, which stays in your files.
  • Copy 2, which is filed with state tax departments that require it.

Standard white paper and black ink are fine for all three. Formatting still counts. Your printout has to match the field placement, dimensions, and spacing set out in IRS Publication 1179 so the recipient can identify the income being reported.4Internal Revenue Service. Publication 1179 Payroll and accounting software handles this on its own. A PDF downloaded from the IRS website is already formatted correctly for the recipient and payer copies.

Check Whether You’re Allowed to Paper File at All

Before you order red-ink forms, look at your total return count. For returns filed in 2024 and after, any business required to file 10 or more information returns during the calendar year has to file them electronically.5Federal Register. Electronic-Filing Requirements for Specified Returns and Other Documents The threshold aggregates across form types. Every 1099-NEC, 1099-MISC, 1099-INT, 1098, W-2G, and similar return counts toward the 10. A business issuing six 1099-NECs and five W-2Gs is over the line.

The IRS offers a free filing route through the Information Returns Intake System (IRIS) Taxpayer Portal. You can enter returns manually or upload a CSV, up to 100 at a time, and download payee copies for distribution.6Internal Revenue Service. E-file Information Returns With IRIS E-filing eliminates the Copy A question entirely, because nothing goes to the IRS on paper. You still print recipient and payer copies on plain paper.

What It Costs to Get Copy A Wrong

A Copy A that fails the OCR standard is treated the same as a return that was never filed under 26 U.S.C. ยง 6721. For returns due in 2026, the per-return penalty scales with how quickly you fix it:7Internal Revenue Service. Information Return Penalties

  • $60 per return if corrected within 30 days.
  • $130 per return if corrected after 30 days but by August 1.
  • $340 per return if corrected after August 1 or not at all.
  • $680 per return for intentional disregard, with no annual cap.

Annual caps depend on business size. Businesses with average annual gross receipts of $5 million or less top out at $1,366,000. Larger businesses face a $4,098,500 ceiling.8IRS.gov. Revenue Procedure 2024-40 Filing on paper when the 10-return electronic mandate applies to you falls under the same penalty structure, because it counts as a failure to file in the required manner.9eCFR. 26 CFR 301.6721-1 – Failure to File Correct Information Returns

One boundary to note: Form 1096, the transmittal cover sheet paper filers include with their 1099-NECs, is subject to the same rule as Copy A. It also has to be an official pre-printed form or an approved substitute, not a printout of the IRS website PDF.10Internal Revenue Service. If You Already Printed and Mailed the Wrong Thing

A Copy A that went out on plain paper or with wrong information can be replaced with a corrected return. Print a new Copy A on the pre-printed form with the correct data and check the “CORRECTED” box at the top. Do not check “VOID.” That tells the scanner to skip the form, and your correction never reaches the IRS records.11Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC

Each corrected submission needs its own Form 1096 transmittal sheet, and you cannot combine corrected 1099-NECs with corrected 1099-MISCs on one 1096. The original 1096 you sent with the flawed batch doesn’t need to be redone.1Internal Revenue Service. General Instructions for Certain Information Returns (2025) Speed matters. Fixing the return within 30 days of the deadline cuts the per-return penalty from $340 to $60.7Internal Revenue Service. Information Return Penalties
