Can I Pay Travel Tax Before Check-In? TIEZA Portal Steps

Yes. You can pay the Philippine travel tax online before check-in through TIEZA’s Online Travel Tax Services System, which runs around the clock and issues an electronic receipt you present at the airline counter.1Tourism Infrastructure and Enterprise Zone Authority. Pay Travel Tax Online Paying ahead does not change what you owe. It just moves the transaction off the airport floor.

What You Will Pay

The full travel tax is PHP 2,700 for first class and PHP 1,620 for economy. Children aged two through eleven on the travel date pay a reduced rate of PHP 1,350 first class or PHP 810 economy. A privileged reduced rate of PHP 400 first class or PHP 300 economy applies to the spouse and unmarried children under 21 of an Overseas Filipino Worker, including children with disabilities regardless of age. Infants under two on the date of travel pay nothing.2Tourism Infrastructure and Enterprise Zone Authority. Travel Tax3Philippine Consulate General. Travel Tax Exemption

How to Pay Through the TIEZA Portal

Go to TIEZA’s Online Travel Tax Services System. No account registration is needed.1Tourism Infrastructure and Enterprise Zone Authority. Pay Travel Tax Online You will enter your mobile number, email address, passport number, and the 13-digit airline ticket number printed on your e-ticket itinerary near the carrier code. The system then displays the amount due based on your cabin class and traveler category.

Payment options include credit and debit cards, e-wallets (GCash, Maya, ShopeePay, PalawanPay, GrabPay), online bank transfers, and over-the-counter payment at partner convenience stores.

Once the payment clears, TIEZA emails you an electronic official receipt called an eTOR. Save it to your phone, print a copy, or both. That receipt is your proof of payment at the airport.

What to Show at Check-In

Hand the airline agent your passport and your eTOR. The agent matches the receipt details against your passport, confirms the tax is paid, and issues your boarding pass. You will not be cleared to check in without either a paid travel tax or valid proof of exemption.

If the Airline System Does Not Reflect Your Payment

Occasionally an online payment does not appear on the airline’s side right away. If that happens, the agent will send you to the TIEZA counter inside the terminal, where staff can manually validate the transaction and clear you with the airline. You do not pay again. Keep your eTOR reachable through the whole departure process.

Paying at the Airport Instead

If you skip the online route, TIEZA has counters inside the departure terminal. You fill out a form, present your passport and ticket, and pay at the window. When documents are complete the receipt is issued on the spot, but the line grows fast during peak travel seasons, and check-in stays blocked until you clear it. That queue is the reason to pay ahead.

Who Is Exempt

Some travelers do not owe the tax at all. Overseas Filipino Workers with a valid Overseas Employment Certificate are exempt, as are Filipino permanent residents abroad and Balikbayans (former Filipino citizens) whose stay in the Philippines was under one year, along with immediate family traveling with them. Other exempt categories include infants aged two and below on the travel date, students on Philippine-government-approved scholarships, government employees on official travel, foreign diplomatic personnel, UN employees, US military personnel, international airline crew, and employees of multinational companies covered by special agreements.3Philippine Consulate General. Exempt travelers still have to prove it. OFWs show their Overseas Employment Certificate; Balikbayans show passport stamps evidencing arrival less than a year earlier along with the inbound airline ticket.3Philippine Consulate General. Refunds If You Do Not Fly

If your flight is cancelled or you do not travel, you can apply for a refund through TIEZA. Bring your original eTOR or physical receipt and airline documentation showing the ticket was refunded or the trip did not take place. The same route is open if you paid the full tax and later realize you qualified for an exemption or reduced rate. Processing takes roughly 30 to 90 days, and TIEZA charges a PHP 200 fee.
