A few things to know about how these requests are evaluated:

- The evaluation is supposed to turn on your actual needs, not on whether granting the request would raise operational costs or whether a family member could theoretically pick up your mail.

A doctor’s statement is the most common supporting document. It should explain the specific condition that prevents you from reaching the cluster box. If you’re approved, calendar the annual renewal. The exception expires after one year, and you’ll need to reapply with updated documentation.
If You’re Denied
There is no formal appeal process specifically outlined for hardship denials. If you think the decision was wrong, contact the USPS Consumer Affairs office or file a complaint through usps.com. Escalating through USPS customer service channels or reaching out to your congressional representative’s office are the most effective paths.
Workarounds If You Don’t Qualify
If a hardship exception isn’t available to you but the cluster box is still inconvenient, a couple of practical options exist.
Rent a PO Box
You can rent a PO Box at your local post office and receive mail there instead. This doesn’t remove the cluster box assignment for your address, but it gives you a separate pickup location if the post office is easier to reach. Give Someone Else a Key
The simplest workaround is giving a spare key to a trusted family member, neighbor, or caretaker. USPS typically issues multiple keys per compartment when a cluster box is first set up. If you need additional keys, bring a valid photo ID to your local post office and complete PS Form 1094. Replacement keys or lock changes generally cost around $20 to $30.
