Can I Open a Bank Account With an ITIN? Documents and Steps

Yes, you can open a bank account with an ITIN. Federal banking rules require financial institutions to collect a taxpayer identification number when you open an account, and the IRS classifies the Individual Taxpayer Identification Number as one of those valid numbers alongside Social Security Numbers and Employer Identification Numbers.1Internal Revenue Service. Taxpayer Identification Numbers (TIN) Not every bank accepts ITINs, but plenty do, including large national banks, community credit unions, and online platforms. What decides whether you walk out with an account is showing up with the right documents at a bank that opens accounts for ITIN holders.

Why Banks Are Allowed to Accept an ITIN

The Customer Identification Program rule, at 31 C.F.R. ยง 1020.220, requires every bank to collect four pieces of information before opening an account: your name, date of birth, address, and an identification number.2eCFR. 31 CFR 1020.220 – Customer Identification Program Requirements for Banks For U.S. persons, that number must be a taxpayer identification number. The rule does not say Social Security Number. Federal law defines “taxpayer identification number” to include ITINs.3Office of the Law Revision Counsel. 26 US Code 7701 – Definitions

You may have seen IRS guidance stating that an ITIN is “only for tax purposes” and “not for non-tax purposes.”4Internal Revenue Service. Understanding Your CP565 Notice That language causes confusion, but it does not block bank accounts. When a bank collects your ITIN, it is meeting a federal tax-reporting and anti-money-laundering obligation, not treating the ITIN as a general ID. The bank needs a TIN so it can report your interest income and comply with the identification rule. An ITIN does both jobs.

Acceptance is still the bank’s choice. Federal law permits ITINs; it does not force any specific bank to take them. Large national banks with established procedures for non-SSN applicants and community credit unions serving immigrant populations tend to be the most reliable options. Online-only platforms often cater to ITIN holders too, using digital document verification. If one institution turns you down, that reflects its internal policy, not a legal prohibition.

Confirm Your ITIN Is Still Valid

Before you gather anything else, check that your ITIN has not expired. An ITIN expires automatically if you have not included it on a federal tax return for three consecutive tax years, with the expiration falling on December 31 of that third year.5Internal Revenue Service. How to Renew an ITIN A bank verifying an expired ITIN against IRS records will stall or deny your application.

If your ITIN has lapsed, renew it by filing Form W-7 with the “Renew an existing ITIN” box checked, either by mail or through an IRS-authorized Certifying Acceptance Agent. You can check your ITIN’s status through your IRS Online Account.5Internal Revenue Service. How to Renew an ITIN

What Documents to Bring

The bank’s checklist maps directly to the four Customer Identification Program data points.2eCFR. 31 CFR 1020.220 – Customer Identification Program Requirements for Banks Bring:

  • IRS Notice CP565, the official letter confirming your ITIN assignment. It shows your ITIN, full name, and date of birth. Bring the original if you’re applying in person.4Internal Revenue Service. Understanding Your CP565 Notice
  • A government-issued photo ID. A foreign passport is the most widely accepted; many banks also take a consular identification card or foreign driver’s license. The rule requires “unexpired government-issued identification evidencing nationality or residence and bearing a photograph.”2eCFR. 31 CFR 1020.220 – Customer Identification Program Requirements for Banks
  • Proof of address, such as a utility bill, lease agreement, or mortgage statement showing your name and current street address. Most banks want documents dated within the last 30 to 90 days.
  • An initial deposit. Common opening deposits fall in the $25 to $100 range, and some banks waive this.

Some banks ask for a second form of ID. An employee ID, student ID, or a debit or credit card from another financial institution can fill that slot. Requirements vary, so call ahead or check the bank’s website before your visit.

One detail trips up applications more than anything else: the name on your CP565 notice, your photo ID, and your application must match exactly. A hyphen on one document and not another, or a middle name on one and not another, is enough to trigger a rejection. Fix any discrepancy with the IRS or the issuing authority before you apply.

How to Apply

In Person at a Branch

Applying in person is the most straightforward path, especially for a first U.S. account. Schedule an appointment with a personal banker rather than walking in. The banker reviews your physical documents, enters your information, provides the fee and interest-rate disclosures, and takes your opening deposit.

On the application, enter your ITIN in the field labeled Social Security Number or Taxpayer Identification Number. The nine-digit format is identical. Give a working phone number and email so the bank can send verification codes and fraud alerts.

Online or Through a Mobile App

Online-only platforms and some traditional banks let you upload photos of your passport and CP565 notice. A compliance team usually reviews the submissions over a few business days, and if you’re approved, a debit card ships to your address. Clear, fully legible photos matter here. Blurry uploads are the most common reason digital applications get held up.

Whether you apply in person or online, the bank may check your banking history through ChexSystems, a consumer reporting agency that tracks activity like bounced checks and involuntary account closures.6Consumer Financial Protection Bureau. Chex Systems, Inc. A negative ChexSystems record can lead to denial even when your documents are in order.

Tax Forms the Bank Will Ask You to Sign

When you open the account, the bank will ask you to complete a tax certification form. The right one depends on your tax residency:

  • Resident aliens complete Form W-9 and enter their ITIN in the Social Security Number field. The W-9 instructions specifically state that a resident alien who does not have and is not eligible for an SSN should enter an ITIN there.7Internal Revenue Service. Form W-9 (Rev. March 2024)
  • Nonresident aliens complete Form W-8BEN instead, certifying foreign status for withholding purposes.8Internal Revenue Service. About Form W-8 BEN

Interest above $10 in a year gets reported to the IRS on Form 1099-INT, with your ITIN as the identifier.9Internal Revenue Service. Instructions for Forms 1099-INT and 1099-OID Get the certification form wrong, or fail to provide a valid TIN, and the bank must withhold 24% of reportable interest as backup withholding and send it to the IRS. You can recover it when you file, but your money is tied up in the meantime. The right form with a valid ITIN keeps backup withholding from starting.10Internal Revenue Service. If Your Application Is Denied

Start by finding out why. If the bank denied you based on a consumer report such as a ChexSystems file, it must send you a written adverse action notice identifying the reporting agency, stating that the agency didn’t make the denial decision, and telling you about your right to a free copy of the report within 60 days.11Office of the Law Revision Counsel. 15 US Code 1681m – Requirements on Users of Consumer Reports That notice is your starting point.

You can request your ChexSystems consumer disclosure free online, by calling 800-428-9623, or by mail.12ChexSystems. Consumer Disclosure One practical obstacle: ChexSystems asks for a Social Security Number during identity verification, which creates a bind for ITIN-only holders. If you hit that wall, call the consumer relations line directly and explain the situation. If you find errors in the report, dispute them.

If a negative ChexSystems record is the problem, look for second-chance checking accounts. These are built for people with past banking issues, often carry higher monthly fees, and may limit features like check-writing, but they give you a functional account and a path back to a clean record. Many credit unions and some larger banks offer them, and they generally accept ITINs.

If the denial was simply about the bank’s internal policy on ITINs, try a different institution. Credit unions serving immigrant communities, community development financial institutions, and online platforms that market to ITIN holders are worth checking. A denial at one bank tells you nothing about your eligibility at another.

Your Deposits Are Federally Insured

FDIC deposit insurance is not limited to U.S. citizens or residents. Any person who holds deposits at a federally insured bank is covered up to $250,000 per depositor, per institution, regardless of citizenship or immigration status.13FDIC. Is Deposit Insurance Available to Foreigners At a credit union, the equivalent protection comes from the National Credit Union Administration’s share insurance fund, with the same $250,000 coverage. Before opening any account, confirm that the institution displays the FDIC or NCUA logo. Your ITIN or immigration status has no bearing on that protection.
