Can I Get an SSN With an F1 Visa? Documents and Steps

Yes, you can get an SSN with an F1 visa, but only after you have authorization to work in the United States. Without a job offer or approved work authorization, the Social Security Administration will not process your application. The kind of authorization you hold decides exactly which documents the SSA expects to see.

What Makes an F1 Student Eligible

Three categories of employment open the door to an SSN. Each carries its own authorization path.

  • On-campus employment. Up to 20 hours per week while school is in session, and full-time during breaks. Your Designated School Official (DSO) authorizes it; no separate USCIS approval is required.1U.S. Immigration and Customs Enforcement. Employment
  • Curricular Practical Training (CPT). Your DSO authorizes CPT and prints the authorization directly on your Form I-20. There is no separate Employment Authorization Document for CPT, and the work must relate to your curriculum or major.2Study in the States. F-1 Curricular Practical Training (CPT)
  • Optional Practical Training (OPT). OPT requires USCIS approval, and USCIS issues an Employment Authorization Document (EAD card, Form I-766). You cannot apply for an SSN until the card arrives.2Study in the States. F-1 Curricular Practical Training (CPT)

Students approved for off-campus employment due to severe economic hardship also qualify. That authorization requires a separate application to USCIS and is granted only when unforeseen financial circumstances arise after enrollment.

Documents to Bring to the SSA

The SSA requires originals for everything on this list. Photocopies, notarized copies, and receipts showing you applied for a document are all rejected.3Social Security Administration. Learn What Documents You Will Need to Get a Social Security Card

Identity and Immigration Status

Bring your unexpired foreign passport with the admission stamp, your Form I-94 Arrival/Departure Record (if available), and your current Form I-20. The I-20 proves you are legally enrolled, and the SSA will not process your application without it.4Social Security Administration. International Students and Social Security Numbers

Proof of Work Authorization

What you need in this slot depends on the type of employment:

What the Employer Letter Must Contain

If you rely on an employer letter rather than a pay stub, the SSA is particular. The letter needs to be on official letterhead and include your name, your job title or description, your employment start date, the number of hours you will work, your supervisor’s name and phone number, the employer’s EIN, and an original signature with the signer’s title and date.5Social Security Administration. The Application Form

You also need a completed Form SS-5, the Application for a Social Security Card. Download it from the SSA website or pick one up at any office. Fill it in with black or blue ink, and make every detail match your other documents exactly.6Social Security Administration. Application for a Social Security Card

How and When to Apply

Wait at Least 10 Days After Arriving

This is the most common early mistake. The SSA cannot verify your immigration status until your arrival information has moved through government systems. If you walk into an office the day after landing, your records may not appear yet and the application will be delayed or denied. Wait at least 10 days after entering the United States before applying.7Study in the States. Obtaining a Social Security Number

Apply in Person

You have to apply in person at a Social Security office. Use the SSA’s online office locator to find the nearest one and check the hours before going. A representative reviews your documents and runs a short interview to confirm the information on your Form SS-5.

SAVE Verification

After you submit, the SSA verifies your immigration status through the Systematic Alien Verification for Entitlements (SAVE) program, which checks your records against Department of Homeland Security data.7Study in the States. Obtaining a Social Security Number When everything matches, things move quickly. When the system cannot confirm your status, document verification can add weeks or months. That delay is not unusual and does not mean you did anything wrong.

Getting Your Card

When SAVE verification goes smoothly, the card should arrive in the mail within about two weeks of a complete application.8Social Security Administration. If You Don’t Have Work Authorization Yet

Without work authorization, you are not eligible for an SSN. That does not leave you empty-handed when a bank, university, or state agency insists on a number.

Ask for an SSA Denial Letter

You can request a formal denial letter (Form SSA-L676) at an SSA office. It states that you are not eligible for an SSN, and you can present it to institutions that will accept it in place of a number. The letter is mainly useful for driver’s license applications and cannot be used to obtain paid employment.10Study in the States. ITIN for Tax Filing

If you need to file a U.S. tax return without an SSN, apply for an Individual Taxpayer Identification Number (ITIN) using Form W-7. The ITIN is a tax ID for filing purposes only. Submit Form W-7 attached to the front of the tax return it is needed for, along with original identity documents or certified copies.11Internal Revenue Service. Instructions for Form W-7 An ITIN is not a substitute for an SSN for employment and does not authorize you to work.12Internal Revenue Service. Taxpayer Identification Numbers (TINs) for Foreign Students and Scholars

Many banks and financial institutions will accept an ITIN in place of an SSN for opening accounts. When an institution insists on an SSN specifically, the denial letter is your best tool.
