Can I Fill Out a 1099-NEC by Hand? Copy A, 1096, and Mailing

Yes, you can fill out Form 1099-NEC by hand, but only if you file fewer than 10 total information returns for the year and you write on the official red-ink Copy A ordered from the IRS or bought at an office-supply store. The IRS scanning equipment reads these forms, so the ink you use, the way you form your letters, and how you enter dollar amounts all have to follow specific rules. Get those right and a handwritten return is perfectly acceptable.

When Handwriting Is Allowed

The paper-versus-electronic question comes first. If you file 10 or more information returns during the year across all form types combined, the IRS requires you to file electronically. Four Forms 1098 plus six Forms 1099-NEC hits the threshold. W-2s filed with the Social Security Administration count toward the total as well.1Internal Revenue Service. E-file Information Returns

Under 10 total returns, paper filing is available without special permission, and handwritten entries are accepted, though the IRS prefers typed or machine-printed data.2Internal Revenue Service. General Instructions for Certain Information Returns (2025) Filing on paper when you were required to e-file triggers the same per-return penalties as filing late, so confirm your count before you commit to a pen.

You Need the Official Red-Ink Copy A

This is where most first-time hand-filers go wrong. Copy A, the version you send to the IRS, is printed in a specific red dropout ink that lets scanning machines read your handwritten data while ignoring the form’s printed lines. You cannot print Copy A from the IRS website PDF and mail it in. The IRS will reject it, and you could face penalties for failing to file a correct return.3Internal Revenue Service. Order the official forms free of charge from the IRS through its online ordering system or by calling 800-829-3676.4Internal Revenue Service. Forms and Publications by U.S. Mail Most retail office-supply packs also include the official scannable Copy A along with recipient copies and the required Form 1096 transmittal. Order early if you’re going through the IRS, since forms for the new tax year sometimes ship in batches.5Internal Republic Service. Order Paper Information Returns and Employer Returns

Copies B and 2, which go to the recipient and into your own records, don’t need the red ink. Fillable PDFs of those copies are available on the IRS website; complete them digitally and print on regular paper.6Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (04/2025)

Information to Gather Before You Write

Collect the following for your business and each recipient before you touch the form:

  • Legal name exactly as it appears on tax records. A mismatch between the name and TIN will trigger a CP2100 notice from the IRS.7Internal Revenue Service. Understanding Your CP2100 or CP2100A Notice
  • Taxpayer Identification Number: a Social Security Number for individual contractors, or an Employer Identification Number for businesses.
  • Mailing address, including street, city, state, and ZIP.
  • Total nonemployee compensation paid during the calendar year.

The cleanest way to gather this data is to have every contractor complete a Form W-9 before you make the first payment. A valid W-9 gives you the name, TIN, and address you need, and it protects you from backup withholding liability if the number later turns out to be wrong.8Internal Revenue Service. Instructions for the Requester of Form W-9 (Rev. January 2026) The IRS also offers a free TIN-matching service that lets you verify name and TIN combinations before filing.

If a contractor refuses to provide a TIN, you’re required to withhold 24% of their payments as backup withholding and report that amount in Box 4 of the 1099-NEC.9Internal Revenue Service. Publication 15 (2026), (Circular E), Employer’s Tax Guide

How to Write on the Form

Ink and Lettering

Use black ink only. Do not use a felt-tip marker, because the IRS scanning equipment generally can’t read that ink type. Write in clear uppercase letters, placing each character in the middle of the designated white area and well separated from the red printed lines. If ink bleeds into the red-printed areas, the scanner may misread or reject the form.3Internal Revenue Service. Dollar Amounts

The money boxes have their own formatting rules. Do not write dollar signs, commas, ampersands, or asterisks. Use a decimal point to separate dollars and cents, and always include the cents even for whole-dollar amounts. Write 2000.00, not 2000 or $2,000.2Internal Revenue Service. General Instructions for Certain Information Returns (2025) Leave any box blank if it doesn’t apply.

Which Boxes to Fill

Box 1 handles nearly all the reporting. Enter the total nonemployee compensation you paid the recipient during the calendar year, including fees, commissions, prizes for services, and similar payments for work done by someone who isn’t your employee.6Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (04/2025) Box 4 is only used if you withheld federal income tax under backup withholding rules. The lower boxes handle state-level reporting when applicable.

The $2,000 Threshold and What Not to Report

For payments made after December 31, 2025, you only need to file Form 1099-NEC if you paid a nonemployee $2,000 or more during the calendar year. The previous threshold was $600, so the change eliminates a large number of smaller filings.10Internal Revenue Service. Form 1099 NEC and Independent Contractors The $2,000 figure will be adjusted for inflation starting in 2027.

One boundary to keep straight: payments you made to a contractor through a credit card or a third-party platform like PayPal or Venmo get reported on Form 1099-K by the payment processor, not on your 1099-NEC. Putting those amounts on a 1099-NEC creates a double-reporting problem for both you and the recipient at tax time.6Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (04/2025)

Mailing to the IRS

Copy B must reach the recipient by January 31, and Copy A must reach the IRS by the same date. If January 31 falls on a weekend or holiday, the deadline shifts to the next business day.6Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (04/2025)

Form 1096 Transmittal

Every paper filing to the IRS must include Form 1096, a cover sheet that totals the amounts from all 1099-NEC forms in the mailing.11Internal Revenue Service. About Form 1096 – Annual Summary and Transmittal of U.S. Information Returns Like Copy A, Form 1096 must be the official red-ink version. Use a separate 1096 for each type of information return; if you’re submitting both 1099-NEC and 1099-MISC forms, each type gets its own 1096.

Where to Mail

The IRS routes 1099-NEC filings to one of three processing centers based on your business location:12Internal Revenue Service. Where to File Form 1096

  • Austin, TX 78714 (P.O. Box 149213): Alabama, Arizona, Arkansas, Delaware, Florida, Georgia, Kentucky, Maine, Massachusetts, Mississippi, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Texas, Vermont, Virginia.
  • Kansas City, MO 64121-9256 (P.O. Box 219256): Alaska, Colorado, Hawaii, Idaho, Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Montana, Nebraska, Nevada, North Dakota, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Utah, Washington, Wisconsin, Wyoming.
  • Ogden, UT 84201: California, Connecticut, District of Columbia, Louisiana, Maryland, Pennsylvania, Rhode Island, West Virginia.

Use certified mail with a return receipt. Penalties are based on your postmark date, and without proof of mailing you have no way to demonstrate timely filing if a dispute arises.

Penalties, Extensions, and Corrections

The IRS charges separate penalties for two failures: not filing a correct return with the IRS and not furnishing a correct statement to the recipient. Per-return penalties for returns due in 2026 are $60 if filed up to 30 days late, $130 if filed 31 days late through August 1, $340 after August 1 or not filed at all, and $680 for intentional disregard.13Internal Revenue Service. Information Return Penalties The penalties stack per form, and the same tiers apply separately to the recipient-copy failure, so a single late form can effectively cost you double.

Form 1099-NEC does not qualify for an automatic extension. You can request a single 30-day extension by submitting Form 8809 on paper by January 31 with a written justification. The IRS won’t grant it just because you’re running behind.14Internal Revenue Service. Application for Extension of Time To File Information Returns (Form 8809)

If you find an error after mailing, file a corrected return as soon as possible. Mark an “X” in the “CORRECTED” checkbox at the top of a new Form 1099-NEC, enter the correct information, and submit it with a new Form 1096. You don’t need to correct the previously filed Form 1096 itself.2Internal Revenue Service. General Instructions for Certain Information Returns (2025) Send an updated copy to the recipient as well. Some errors, such as changing a recipient’s TIN, require two corrected forms to resolve, so review the General Instructions carefully in that situation.

State Filing on Paper

Many states require their own copy of the 1099-NEC. Electronic filers can use the IRS Combined Federal/State Filing Program, which forwards returns to participating states at no extra charge.15Internal Revenue Service. Topic No. 804 – FIRE System Test Files and Combined Federal/State Filing (CF/SF) Program Paper filers don’t get that benefit. Check your state’s requirements separately and submit copies directly to the state tax agency; deadlines and formats vary, and some states require their own transmittal forms.
