Can Disabled Veterans Get Student Loan Forgiveness?

Disabled veterans can get their federal student loans fully forgiven through the Total and Permanent Disability (TPD) discharge program, and many never have to fill out an application to do it. If the VA has rated you 100% service-connected disabled or totally disabled based on individual unemployability, you qualify. The U.S. Department of Education runs data matches with the VA and often identifies eligible veterans automatically, sending a letter that discharges the loans unless you opt out within 60 days.1Federal Student Aid Knowledge Center. Which VA Ratings Qualify

Two VA determinations open the door to TPD discharge. The first is a service-connected disability rated at 100% disabling. The second is a rating of totally disabled based on individual unemployability, which the VA assigns when service-connected disabilities prevent you from maintaining substantially gainful employment even though your combined rating sits below 100%. Either one is enough on its own.2Federal Student Aid. How To Qualify and Apply for Total and Permanent Disability (TPD) Discharge

Veterans who also receive SSDI or SSI can qualify through the Social Security pathway instead, but the VA route is generally the simpler one for anyone who has a qualifying VA rating. There are no post-discharge conditions attached to a VA-based discharge, and the documentation is a single letter from the VA.

Automatic Discharge Without an Application

The Department of Education matches its borrower records against VA data to find veterans who meet the TPD standard. When the match hits, you receive a letter saying you’ve been identified as eligible and that your federal student loans will be discharged unless you opt out within 60 days. Do nothing and the discharge goes through.1Federal Student Aid Knowledge Center. Automatic Total and Permanent Disability Discharge Through Social Security Administration Data Match

Why would anyone opt out of free loan forgiveness? The practical reason is future borrowing. After a TPD discharge, taking out new federal student loans later requires a medical certification that you can engage in substantial work activity. A veteran planning to return to school and borrow federal loans again might prefer to keep paying the current loans rather than clear that extra hurdle later.3Federal Register. Applying If You Weren’t Matched Automatically

Not every eligible veteran shows up in the data match. If you qualify and haven’t received an automatic discharge letter, you can apply yourself. The Department of Education recommends the online application on StudentAid.gov over the paper form.2Federal Student Aid. How To Qualify and Apply for Total and Permanent Disability (TPD) Discharge Nelnet handles the day-to-day processing on behalf of the Department.

Log into your StudentAid.gov account, complete the application, and upload a VA letter confirming either a 100% service-connected disability rating or a rating of totally disabled based on individual unemployability. You can also mail or fax documents to Nelnet if uploading isn’t workable. Once the Department receives your application, it identifies all of your federal student loans and directs servicers to suspend collection activity while the review is underway.4eCFR. 34 CFR 685.213 – Total and Permanent Disability Discharge You don’t owe payments during the review.

Which Loans Get Forgiven

TPD discharge covers federal student loans across the three main programs:

  • Direct Loans, including Subsidized, Unsubsidized, PLUS (including Parent PLUS), and Consolidation Loans under the William D. Ford Federal Direct Loan Program.
  • Federal Family Education Loan (FFEL) Program loans, including Subsidized and Unsubsidized Stafford Loans, PLUS Loans, and Consolidation Loans.
  • Federal Perkins Loans.

Parent PLUS loans qualify based on the parent borrower’s disability, not the student’s.5U.S. Administration on Community Living. Helping Older Borrowers Apply for Total and Permanent Disability Discharge A veteran who took Parent PLUS loans for a child’s education and later became disabled can have those loans discharged. TEACH Grant service obligations that converted to loans are also dischargeable.

Private Student Loans Are Not Covered

Private student loans fall outside the TPD program. Private lenders have no legal obligation to cancel debt when a borrower becomes disabled.6Consumer Financial Protection Bureau. What Happens to My Student Loans if I Die or Become Disabled Some offer voluntary disability or hardship programs, but the terms depend on your loan agreement. If you carry private loans alongside federal ones, contact the private lender directly and review your original loan contract for any disability provisions it promised.

After Your Discharge Is Approved

A VA-based discharge carries no post-discharge monitoring period. The loans are gone, with no conditions attached and no risk of reinstatement based on future income or borrowing. This is a cleaner outcome than discharges based on SSA documentation or a medical provider’s certification, which still carry a three-year window during which taking out a new federal student loan or TEACH Grant can reinstate the discharged balance.4eCFR. 34 CFR 685.213 – Total and Permanent Disability Discharge

The old income-monitoring rule that once required borrowers to report earnings for three years after discharge was eliminated in July 2023. The Department no longer tracks earnings or asks for income documentation after discharge, regardless of which pathway was used.7U.S. Administration on Community Living. Taxes on the Forgiven Amount

Amounts discharged through TPD are not taxable as federal income. Congress made this exclusion permanent through the One Big Beautiful Bill Act, so TPD discharges continue to be federally tax-free even though the broader exclusion for other kinds of student loan forgiveness expired at the end of 2025.8Office of the Law Revision Counsel. 26 USC 108 – Income From Discharge of Indebtedness To claim the exclusion, include your Social Security number on your tax return for the year of the discharge.

State tax treatment varies. Some states follow the federal rule; others may treat the discharged amount as taxable income on your state return.9Taxpayer Advocate Service. What to Know About Student Loan Forgiveness and Your Taxes If your discharge wipes out a large balance, check with your state tax authority or a tax professional before you file.

If Your Application Is Denied

Denials often come down to documentation. A VA letter that doesn’t clearly state a 100% service-connected rating or a total disability rating based on individual unemployability is a common cause. So are missing attachments. You can reapply once the issue is fixed, and submitting an updated VA letter with the exact language is usually the fastest path.

If you think the denial was wrong, contact the Federal Student Aid Information Center at 1-800-433-3243 or reach the FSA Ombudsman to request a review. Veterans whose denials were tied to VA documentation can submit additional VA records with a new application. If the administrative process doesn’t resolve the problem and you believe the decision is fundamentally wrong, federal court review is available, but talk to an attorney before going that route.
