Yes. The Employment Authorization Document, Form I-766, works as a federally issued photo ID in most everyday settings where you would otherwise show a driver’s license or passport. Using an employment authorization card as ID is straightforward for domestic flights, opening a bank account, applying for a state driver’s license, verifying your age, and — most importantly — proving to an employer that you can legally work in the United States. The card carries holographic images, optically variable ink, and other anti-fraud features that put it on par with other secure federal credentials.1U.S. Citizenship and Immigration Services. USCIS Announces Green Card and Employment Authorization Document Redesign It does have real limits, though, and confusing it with a travel document or proof of citizenship can create serious problems.
Proving You Can Work: The I-9
The most important legal use of the EAD is at hiring. Every employer in the country must complete Form I-9 to verify a new hire’s identity and work authorization, and the I-766 sits on the I-9’s “List A.” That means it proves both things at once.2U.S. Citizenship and Immigration Services. Form I-9 Acceptable Documents An employee presenting a valid EAD does not need to add a driver’s license, a Social Security card, or anything else.
Federal law prohibits employers from demanding additional or different documents when a worker presents a valid List A item.3Office of the Law Revision Counsel. 8 U.S.C. 1324a – Unlawful Employment of Aliens Refusing a genuine, unexpired EAD, or insisting on a green card or passport instead, can trigger a document-abuse claim under the unfair immigration-related employment practices statute, with civil penalties that scale with repeat violations.4GovInfo. Federal Register Volume 90 Issue 126 – Civil Monetary Penalties Inflation Adjustment If a hiring manager pushes for something more than your valid EAD during I-9 completion, that is worth documenting.
Domestic Air Travel
TSA lists the “U.S. Citizenship and Immigration Services Employment Authorization Card (I-766)” as an acceptable form of identification at airport security checkpoints.5Transportation Security Administration. Acceptable Identification at the TSA Checkpoint It is a federally issued photo document with biographical data and built-in anti-fraud features, so it clears security on its own. You do not need to carry your foreign passport for a domestic flight if your EAD is valid.
Officers check the physical markers — the holograms, the color-shifting ink — and may scan the card electronically. TSA has procedures for expired IDs, but whether an expired EAD gets you through depends on the officer, so don’t count on it. A current card removes the guesswork.
State Driver’s Licenses and ID Cards
State motor vehicle agencies accept the EAD as proof that an applicant is lawfully present in the United States. The clerk will typically record your Alien Registration Number or USCIS Number from the card and verify it through the federal SAVE system (Systematic Alien Verification for Entitlements).6U.S. Citizenship and Immigration Services. SAVE Verification Process Once SAVE confirms your record, the state can issue your license or ID.
One thing to know: the state-issued ID you receive will usually be temporary, with an expiration date tied to your EAD’s expiration rather than the standard multi-year term. When your EAD is renewed, you’ll typically need to return to the DMV with the new card to extend the state ID. Non-driver ID card fees vary by state, commonly falling somewhere between $10 and $40.
Banking and Financial Accounts
Under Section 326 of the USA PATRIOT Act, banks and credit unions must verify the identity of every person who opens an account. Federal regulators expect a government-issued ID, and the EAD qualifies.7Financial Crimes Enforcement Network. Interagency Interpretive Guidance on Customer Identification Program Requirements Under Section 326 of the USA PATRIOT Act The card carries the full legal name, date of birth, photograph, and unique identifier that a Customer Identification Program needs.
Most major banks accept the EAD without any fuss. Smaller institutions or credit unions sometimes have front-line staff who haven’t seen the card before, which can produce delays or requests for paperwork the rules don’t actually require. Asking to speak with a compliance officer usually resolves that; the compliance team knows what CIP allows. Banks will also want a taxpayer identification number, so having your Social Security number available helps regardless of which photo ID you present.
Military Base Access
The EAD is on the Department of Defense’s list of accepted identity documents for base visitors. As of May 7, 2025, military installations require REAL ID-compliant identification for entry, and the I-766 meets that standard.8Eighteenth Air Force. Real ID Required for Military Base Access The card alone doesn’t get you onto a base. Visitors still need a DoD ID cardholder to sponsor them and accompany them the entire time. The EAD just handles the identity-verification step.
Age-Restricted Purchases
Your date of birth is printed on the face of the card, which makes it usable for age-verified purchases like alcohol and tobacco. Retailers checking age want a government-issued document with a photo and a birth date, and the EAD has all of that. Private businesses set their own ID policies, however, and a cashier who has never seen the card may pause or call over a manager. That is a practical inconvenience rather than a legal issue; the card is a valid federal ID whether the person behind the counter recognizes it or not.
What the EAD Cannot Do
It Is Not a Travel Document
This is where people get hurt. A standard EAD does not authorize you to leave the United States and come back. Departing with only an EAD, and no valid visa or separate travel document, can leave you stranded outside the country. If you have a pending adjustment-of-status application (Form I-485), leaving without advance parole will typically cause USCIS to deny your case.9U.S. Citizenship and Immigration Services. Travel Documents
There is one exception. If you filed Form I-765 together with Form I-131 alongside a pending I-485, USCIS may issue a combination card that carries the notation “Serves as I-512 Advance Parole.”10U.S. Citizenship and Immigration Services. USCIS to Issue Employment Authorization and Advance Parole Card for Adjustment of Status Applicants Only that specific card lets you travel abroad and re-enter. If your EAD does not carry that language on its face, it is not a travel document. Check the card itself before booking any international trip.
It Is Not Proof of Citizenship
The EAD proves you are authorized to work in the United States. It does not prove you are a U.S. citizen. Noncitizens are barred by federal law from voting in federal elections, and the EAD will not satisfy any citizenship requirement for voter registration. Trying to register to vote using an EAD as your citizenship document can carry serious immigration consequences, including potential bars to future status adjustments. The card was never designed as citizenship evidence.
Every Use Depends on the Card Being Unexpired
All of the uses above assume you’re holding a valid, unexpired card. Once the expiration date passes, the EAD stops working as a List A document for employment, TSA acceptance becomes uncertain, and your state ID tied to it may lapse too.
An interim final rule effective October 30, 2025 removed the automatic extension for EAD renewal applications filed on or after that date.11Federal Register. Removal of the Automatic Extension of Employment Authorization Documents Under the older rules, a timely renewal filing gave you up to 540 days of continued authorization while USCIS processed the new card. That safety net is gone for new filings. If your renewal is still pending when your current EAD expires, you are not authorized to work — and your card is not a valid ID — until USCIS issues the replacement, unless you have some separate, independent basis for work authorization.
File early. USCIS accepts I-765 renewals up to 180 days before the expiration date on your current card, and using that full window gives the agency the most processing runway. Waiting until the last month is a gamble that rarely pays off.
