Can Americans Retire in New Zealand? Visas, Taxes, and Healthcare

Americans can retire in New Zealand, but the country offers no simple retirement visa and no cheap path in. The most accessible route is the Temporary Retirement Visitor Visa, which requires NZD $750,000 in investable funds and only grants two years at a time. Permanent residency through the Active Investor Plus Visa starts at NZD $5 million. On top of the visa hurdle, a foreign buyer ban blocks most temporary visa holders from purchasing a home, you’ll file taxes in two countries every year, and Medicare stops working the day you leave the United States.

Visa Pathways for Retirees

New Zealand does not have a permanent retirement visa in the style of some Southeast Asian countries. Three routes are realistic for an American retiree, and each has a distinct financial or family requirement.

Temporary Retirement Visitor Visa

This is the closest thing to a dedicated retirement visa and the most common option for Americans who want to try New Zealand without committing millions. You must be 66 or older and meet three financial thresholds: at least NZD $750,000 to invest in New Zealand, NZD $500,000 in maintenance funds for your stay, and annual income of at least NZD $60,000.1Immigration New Zealand. Temporary Retirement Visitor Visa The investment must stay in acceptable New Zealand investments for the full two-year visa period.

The visa covers you and a partner on a single application, allows travel in and out of the country, and permits study for up to three months in any 12-month window. Dependent children cannot come with you. When the two years end, you can apply again if you still meet the requirements and can show you kept the investment and insurance in place throughout.1Immigration New Zealand. Temporary Retirement Visitor Visa It is renewable in practice, but it never converts to permanent residency on its own.

Active Investor Plus Visa

If permanent residency is the goal and you have the capital, the Active Investor Plus Visa replaced the older Investor 1 and Investor 2 categories that were retired in late 2022. There is no age limit.2Immigration New Zealand. Visas for Investing and Doing Business in New Zealand The visa comes in two tiers:

  • Growth category: at least NZD $5 million in acceptable New Zealand investments held for 36 months, with a minimum of 21 days in New Zealand during that period.
  • Balanced category: at least NZD $10 million in acceptable investments held for 60 months, with a minimum of 105 days in New Zealand. Investing above the minimum in growth-category assets can shave up to 42 days off the presence requirement.

Applicants must pass health and character checks, including medical examinations and police certificates from every country they have lived in for 12 months or more during the past decade.3Immigration New Zealand. Active Investor Plus Visa The application fee starts at NZD $27,470, and approval in principle typically takes around four months. Once granted, the visa lets you live, work, and study in New Zealand indefinitely.

Parent Resident Visa

If your adult child is a New Zealand citizen or permanent resident and earns enough to sponsor you, the Parent Resident Visa is a third option. New Zealand caps these visas at 2,500 per year and selects applicants through a ballot. You submit an expression of interest, and a draw pulls some applicants from the pool every three months.4Immigration New Zealand. Parent Resident Visa Expressions of interest expire after two years in the pool, and actual wait times can stretch beyond that. It is not a pathway you can plan a retirement date around.

Can You Buy a Home?

New Zealand’s 2018 foreign buyer ban under the Overseas Investment Act blocks most temporary visa holders from purchasing residential property. If you are on the Temporary Retirement Visitor Visa, you generally cannot buy a home at all and will need to rent for the duration of your stay.5Toitū Te Whenua – Land Information New Zealand. Buying Residential Property to Live In

Residence class visa holders (Active Investor Plus or Parent Resident) can buy without restriction once they become “ordinarily resident,” which requires holding a residence class visa, having lived in New Zealand for the previous 12 months, and being physically present for more than 183 of those days.5Toitū Te Whenua – Land Information New Zealand. Buying Residential Property to Live In

Between arrival and hitting those thresholds, a residence visa holder can apply to Land Information New Zealand for consent to buy one home to live in. The standard fee is NZD $2,040 for non-sensitive residential land, rising to NZD $16,900 if the property sits near a beach, lake, conservation area, or on an island. Consent comes with strings attached: you must move in within three months and stay in New Zealand for more than 183 days each year until you become a citizen or ordinarily resident.5Toitū Te Whenua – Land Information New Zealand. Buying Residential Property to Live In Buying without required consent can trigger penalties and a forced sale.

Taxes in Two Countries

The United States taxes citizens on worldwide income regardless of where they live, so moving to New Zealand does not change your U.S. filing obligations. You keep the same rules and deadlines you had at home.6Internal Revenue Service. U.S. Citizens and Resident Aliens Abroad7FinCEN. Report Foreign Bank and Financial Accounts8Internal Revenue Service. Summary of FATCA Reporting for U.S. Taxpayers New Zealand banks report U.S. account holders to the IRS directly, so nothing stays quiet.

A 1982 income tax treaty between the two countries prevents most income from being taxed fully by both.9Internal Revenue Service. United States – New Zealand Income Tax Convention The tool that matters for retirees is the Foreign Tax Credit, claimed on Form 1116, which offsets U.S. tax dollar-for-dollar against income taxes already paid to New Zealand.10Internal Revenue Service. Topic No. 856, Foreign Tax Credit The better-known Foreign Earned Income Exclusion, set at $132,900 for tax year 2026, only covers earned income like wages, so it does nothing for pension, Social Security, or investment income.11Internal Revenue Service. On the New Zealand side, once you cross the 183-day tax residency threshold, Inland Revenue taxes your worldwide income, including U.S. pension distributions, investment gains, and rental income.12Inland Revenue. Overseas Income Watch out for the Foreign Investment Fund (FIF) regime: if your U.S. mutual funds, ETFs, and similar holdings exceed NZD $50,000 in total cost at any point in the year, New Zealand taxes them under FIF rules annually whether or not you sold anything or received dividends.13Inland Revenue. Guide to Foreign Investment Funds For a typical American retirement portfolio, that threshold is almost impossible to avoid. Working with a CPA who handles international filings is genuinely worth the money.

Social Security and NZ Superannuation

You can keep collecting U.S. Social Security in New Zealand, with no reduction for living abroad, deposited into either a U.S. or a New Zealand account.14Social Security Administration. Your Payments While You Are Outside the United States Private pensions and IRA distributions transfer overseas as well. Compare currency transfer services against bank wires before setting up recurring transfers, because the exchange rate spread adds up over years.

New Zealand’s own national pension, NZ Super, pays roughly NZD $28,000 a year for a single person living alone and about NZD $43,000 for a qualifying couple, but two things put it out of reach for most American retirees. The residency requirement is long: a minimum number of years living in New Zealand since age 20 (ranging from 10 to 20 years depending on your birth date), plus at least five years since age 50.15Work and Income. Change to Residence Criteria for NZ Super and Veteran’s Pension For anyone born after July 1, 1977, that means 20 years, which effectively rules out anyone moving over in their 60s. Even if you eventually qualify, New Zealand reduces NZ Super dollar-for-dollar by any overseas pension you receive, including U.S. Social Security. If your Social Security exceeds the NZ Super amount, you get the Social Security and nothing from New Zealand.16New Zealand Government. If You Lived or Worked Overseas Do not build NZ Super into your retirement plan.

Healthcare and the Medicare Problem

Medicare does not cover care received outside the United States except for narrow emergency situations near U.S. borders or on ships in U.S. territorial waters.17Medicare.gov. Travel Outside the U.S. For daily care in New Zealand, your Medicare coverage is essentially useless. You can keep paying premiums to preserve enrollment if you might return to the United States, but you’ll need private insurance or cash for care in New Zealand in the meantime.

New Zealand’s publicly funded healthcare is available to most people on residence class visas who live in the country.18Immigration New Zealand. Who Can Get Public Health Care Active Investor Plus and Parent Resident Visa holders generally qualify. Temporary Retirement Visitor Visa holders generally do not, and should confirm coverage against their specific visa conditions.

One benefit reaches everyone in the country, visitors included: the Accident Compensation Corporation covers treatment for accidental injuries on a no-fault basis regardless of residency status.19ACC. If You’re a Visitor Injured in New Zealand Break a leg hiking, get hurt in a car accident, and ACC handles the treatment. It does not cover illness or chronic conditions, which is why private health insurance is close to essential for retirees on temporary visas. Premiums rise with age and pre-existing conditions, so line up coverage before you arrive if you can.

Setting Up Everyday Life

You can drive on your U.S. license or an international driving permit for the first 12 months, after which you must convert to a New Zealand license. Conversion may include a theory or practical test.20New Zealand Government. Convert Your Overseas Driver Licence New Zealand drives on the left, and most Americans describe the first few weeks as an adjustment, particularly at roundabouts.

Opening a New Zealand bank account is an early task. Most major banks require in-person identity verification, so it is difficult to arrange from the United States before you arrive.

If you are shipping belongings, New Zealand Customs offers a household effects concession that waives duty and GST on used personal items. You must hold a qualifying visa (residence visa, a work visa issued for at least 12 months, or a visitor’s visa issued for at least three years), and you must have lived outside New Zealand for the entire 21-month period before arrival. The goods must have been personally owned and used by you, so anything brand-new gets taxed at the border.21New Zealand Customs. Living costs are broadly comparable to the United States. Housing in Auckland and Wellington rivals expensive U.S. metros. Groceries tend to cost more than Americans expect, partly because so much is imported. Utilities, especially electricity for heating in the cooler South Island months, can run higher than in many U.S. states. Healthcare for those with public access and car insurance tend to run lower. The USD/NZD exchange rate is its own variable, and a swing over a year can quietly eat into your purchasing power.
