A 1099 can be handwritten, but only if you file fewer than 10 total information returns for the year and you use the official pre-printed Copy A that the IRS mails or ships on request. Entries have to be block-printed in black ink so the IRS scanning equipment can read them. Anything else — cursive, colored ink, a Copy A printed from the IRS website — risks rejection or a penalty.
Who Is Allowed to File a Handwritten 1099
Handwriting is only an option for small filers. If you file 10 or more information returns in a calendar year, you must file electronically. The IRS counts every type together toward that threshold: 1099-NECs, 1099-MISCs, 1099-INTs, 1099-DIVs, W-2s, and other information returns are aggregated.1Internal Revenue Service. Topic No. 801, Who Must File Information Returns Electronically Five 1099-NECs, three W-2s, and two 1099-INTs adds up to 10, and all of them have to be filed electronically.
Filers who hit the threshold but face an undue hardship can request a waiver on Form 8508, submitted at least 45 days before the filing due date. Paper filing without an approved waiver, once you are over the threshold, is itself a penalty trigger. Under 10 returns, paper or electronic is your choice.
How the Handwriting Itself Has to Look
Copy A of every 1099 goes through IRS scanning equipment, and the General Instructions for Certain Information Returns spell out what the scanners can read. Use block print, not cursive or script, and black ink only. Any other color, or italic and script styles, will not scan correctly.2Internal Revenue Service. General Instructions for Certain Information Returns
Place each character in the middle of its box, away from the borders and away from any pre-printed text. Let the ink dry before you stack pages; a smudge can make the scanner misread a digit or kick the form out for manual review. The IRS itself notes that handwritten forms “often result in name/TIN mismatches” and encourages even small filers to consider electronic preparation.3Internal Revenue Service. 2025 General Instructions for Certain Information Returns
You Have to Use the Official Red-Ink Copy A
Copy A is printed in a special red ink that the scanning equipment uses to distinguish the form’s structure from the data you enter. The Copy A you can download from the IRS website looks the same but is not scannable, and filing a printed-from-the-web Copy A can bring a penalty.4Internal Revenue Service. Form 1099-MISC (Rev. April 2025)
Order the official scannable forms — the 1099 series and Form 1096 — free from the IRS through the paper information returns ordering page or by calling 800-829-3676.5Internal Revenue Service. Order Paper Information Returns and Employer Returns Order early. The IRS ships each tax year’s forms as they become available, and delivery can take several weeks. Copies B and C, which go to the recipient and stay in your files, can be printed from the IRS site in ordinary black ink.
What Goes on the Form
Each handwritten 1099 needs the payer’s legal name, address, and Taxpayer Identification Number. The recipient’s name and TIN have to match their Form W-9 exactly.6Internal Revenue Service. Form W-9 (Rev. March 2024) A middle initial on one form but not the other is enough to cause a name/TIN mismatch in automated processing.
Dollar amounts belong in the specific boxes for the type of income. On Form 1099-NEC, nonemployee compensation goes in Box 1. On Form 1099-MISC, rents are Box 1 and royalties are Box 2.7Internal Revenue Service. Am I Required to File a Form 1099 or Other Information Return A figure in the wrong box mischaracterizes the income to the IRS and to the recipient.
Form 1096 and Mailing
Every batch of paper 1099s has to go in with Form 1096, a transmittal that reports the number of forms in the batch and the combined dollar amount. You need a separate 1096 for each type of 1099: one for all your 1099-NECs, another for all your 1099-MISCs, and so on.8Internal Revenue Service. Form 1096
Form 1096 carries a perjury declaration you sign by hand. Photocopies are not accepted; you have to use the official printed version with an original signature. The correct IRS service center address depends on your state and appears in the Form 1096 instructions. Paper submissions take several weeks longer to process than electronic ones, and you will not get confirmation of receipt unless you use certified mail with a return receipt. Keep copies of every handwritten 1099 and its 1096 for at least three years.
Fixing a Mistake Before You Mail
Do not use correction fluid, cross out entries, or write over an error on a handwritten 1099. If you catch a mistake on Copy A before it goes to the IRS, mark an “X” in the “VOID” box at the top of that form. The IRS disregards any form with VOID checked.2Internal Revenue Service. General Instructions for Certain Information Returns
Then fill out a fresh form with the correct information. Do not check the “CORRECTED” box on the replacement; that box is only for fixing a return that has already been submitted. If your forms come two or three to a page, send the whole page even if one form on it is voided. Do not cut them apart. Errors discovered after filing require a corrected return following Part H of the General Instructions.
Deadlines
For most 1099 forms — 1099-NEC, 1099-DIV, 1099-INT, 1099-R — the recipient copy is due January 31 of the year after the payments. Form 1099-MISC follows the same January 31 recipient deadline for most boxes, but amounts reported in Boxes 8 or 10 have a February 15 deadline.9Internal Revenue Service. Instructions for Forms 1099-MISC and 1099-NEC (04/2025)
Paper returns to the IRS (Copy A plus Form 1096) are due February 28. Electronic filers get until March 31. Form 1099-NEC is the exception: the IRS copy is due January 31 regardless of how you file. When a deadline falls on a weekend or federal holiday, it shifts to the next business day.
Penalties for Late or Incorrect Returns
The IRS charges a per-return penalty that grows the longer the problem sits. For returns due in 2026:
- Filed within 30 days of the deadline: $60 per return
- Filed after 30 days but by August 1: $130 per return
- Filed after August 1 or not filed at all: $340 per return
- Intentional disregard: $680 per return, with no annual cap
These penalties apply separately to each information return filed late or incorrectly and to each payee statement not delivered on time.10Internal Revenue Service. Information Return Penalties A missing or incorrect TIN counts as an incorrect return and can bring the same penalty. Annual caps limit the total for filers who are not acting with intentional disregard, and businesses with average annual gross receipts of $5 million or less qualify for lower caps under 26 U.S.C. § 6721(d).11Office of the Law Revision Counsel. 26 U.S. Code 6721 – Failure to File Correct Information Returns
State Filings
The IRS Combined Federal/State Filing Program forwards your filings to participating states at no charge, but only for returns filed electronically.12Internal Revenue Service. Topic No. 804, FIRE System Test Files and Combined Federal/State Filing (CF/SF) Program If you handwrite and paper-file, check your state tax agency for its own filing requirement, deadline, and transmittal form. Missing the state filing can bring penalties on top of the federal ones.
