CAIVRS, the Credit Alert Verification Reporting System, is a federal database that lenders check before approving an FHA, VA, or USDA mortgage to see whether you have defaulted on a government-backed debt or had a federal agency pay a claim on your behalf. A hit in the system makes you ineligible for most government-insured financing until the underlying debt is resolved. The database pulls delinquency data from several federal agencies, so a defaulted student loan, a prior FHA foreclosure, or an unpaid SBA loan can all block a new mortgage, even if your credit score is excellent.
CAIVRS was developed by the Department of Housing and Urban Development.1U.S. Department of the Treasury Fiscal Service. CAIVRS Quick Reference Guide It is not a credit bureau and has nothing to do with Equifax, Experian, or TransUnion. It covers federal obligations only, primarily non-tax debts owed to U.S. government agencies.2USDA Rural Development. HB-1-3555 Chapter 10 – Credit Analysis You could have a 780 credit score and still be blocked from a government-backed mortgage if CAIVRS shows an unresolved federal default.
What Puts You in the System
Six federal sources feed CAIVRS:3U.S. Department of Housing and Urban Development. CAIVRS Authorization – Business Background
- HUD reports defaults and claims paid on FHA-insured mortgages, including Title I loans for manufactured housing or home improvement.
- The VA reports defaults and claims on VA-guaranteed home loans.
- The USDA reports delinquencies on Rural Development guaranteed and direct loans.
- The Department of Education reports defaulted federal student loans, which account for a large share of CAIVRS hits.
- The SBA reports defaults on SBA-backed business loans.
- The Department of Justice reports federal judgments, which can stem from defaulted education loans, unpaid child support, and certain FHA-related debts.
Defaulted federal student loans are probably the single most common reason borrowers get flagged. When a federal student loan enters collection status with the Department of Education, it generates an entry that blocks you from any government-backed mortgage until it is resolved. Many borrowers do not realize the connection between their student loans and their ability to buy a home.
Foreclosure on an FHA-insured or VA-guaranteed mortgage triggers an entry when the government pays the lender’s insurance claim. For FHA loans, the three-year clock starts from the date the claim was paid, not from the first missed payment or the foreclosure sale.4U.S. Department of Housing and Urban Development. CAIVRS Credit Alert Verification and Reporting System (Page 2-09) Months can pass between a foreclosure and the actual claim payment, so the waiting period often runs longer than people expect.
For USDA guaranteed loans, a previous USDA loss, delinquent federal non-tax debt, and delinquent court-ordered child support are each independently disqualifying, and the lender cannot waive them.5USDA Rural Development. USDA Single Family Housing Guaranteed Loan Program Overview – 101
The Result Codes Your Lender Sees
When a lender runs your Social Security number, CAIVRS returns a single letter.6USDA Rural Development. Appendix 7 – What is CAIVRS Only one of them lets your application move forward:
- Code A: no government loan defaults or claims found. This is the only result that clears you.
- Code B: multiple hits on your Social Security number, most commonly a Department of Education loan combined with an FHA default.
- Code C: a claim has been paid to the mortgage company after an FHA foreclosure, including partial claims paid through HUD’s loss mitigation program. The entry remains for three years from the claim date.
- Code D: a government-backed loan is more than 90 days past due.
- Code F: an FHA-insured loan is in the early stages of foreclosure. Reinstating the loan can clear the entry.
- Code J: a federal judgment reported by the DOJ, covering defaulted education loans, child support, and certain FHA debts from investor borrowers.
For USDA loans, an “A” is the only acceptable result, and there are no lender-approved exceptions or waivers.7USDA Rural Development. Chapter 10 – Credit Analysis FHA follows a similar rule: if the creditor agency confirms the debt is valid and delinquent, the borrower is ineligible until it is resolved.8U.S. Department of Housing and Urban Development. How to Check Your CAIVRS Status Before You Apply
You cannot pull your own CAIVRS report. The database is restricted to authorized government agencies and approved lending institutions.9U.S. Department of Housing and Urban Development. Credit Alert System (CAIVRS) There is no consumer portal and no way to look yourself up the way you would with a credit report from AnnualCreditReport.com.
The workaround is to ask your loan officer to run a CAIVRS check early in pre-approval. If you suspect you have a federal debt issue, raise it upfront. Lenders who handle FHA, VA, or USDA loans can tell you within minutes whether your number comes back clean. Finding out early gives you time to resolve the problem before it derails a purchase contract.
If you already know you have a federal debt in default, you can also contact the reporting agency directly. The Treasury’s CAIVRS reference guide lists contact information for HUD, USDA, SBA, and DOJ.1U.S. Department of the Treasury Fiscal Service. CAIVRS Quick Reference Guide The agency can confirm whether your debt is currently reported as delinquent and what it takes to clear it.
How to Clear a CAIVRS Hit
The path depends on which debt triggered the entry. CAIVRS does not update automatically when you pay or settle a balance. Even after the underlying debt is resolved, the reporting agency has to manually update your status.
Defaulted Federal Student Loans
You have two main options. Rehabilitation involves making a series of agreed-upon monthly payments to your loan holder. Consolidation lets you roll the defaulted loan into a new Direct Consolidation Loan with an income-driven repayment plan. Either can remove the CAIVRS flag once the default is formally resolved, though consolidation tends to process faster because rehabilitation requires completing the full series of qualifying payments first. Contact the Department of Education or your loan servicer to start either process.
Foreclosed FHA or VA Mortgages
An entry from an FHA foreclosure claim typically remains for three years from the claim payment date, and the borrower is ineligible during that period unless the entry is found to be erroneous.4U.S. Department of Housing and Urban Development. CAIVRS Credit Alert Verification and Reporting System (Page 2-09) If a deficiency balance remains after the foreclosure sale, the entry may stay active beyond three years until that balance is addressed. For VA, USDA, or other agency defaults, the lender has to contact the reporting agency for specific clearance instructions.
SBA Loans and Federal Judgments
SBA entries require working directly with the SBA field or program office that maintains your records.1U.S. Department of the Treasury Fiscal Service. CAIVRS Quick Reference Guide Federal judgments reported by the DOJ have to be satisfied or vacated before the department will update its records. In both cases, you need written documentation from the agency confirming the debt is resolved.
Getting the Update Posted
Once the debt is resolved, gather documentation proving it: a satisfaction letter, release of liability, or written confirmation from the agency that the account is no longer delinquent. Make sure every document references your case number. Submit the paperwork to the CAIVRS liaison at the reporting agency and follow up to confirm the manual update is complete. After the agency processes the change, your lender has to re-pull the CAIVRS report and see a clean “A” before your application can proceed.
Disputing an Entry You Think Is Wrong
Clerical errors, Social Security number mix-ups, and debts that were already resolved but never updated all happen. The dispute route depends on which agency reported the entry.
For an erroneous entry tied to an FHA-insured loan, your lender should use the telephone referral number provided by CAIVRS to contact the appropriate HUD Homeownership Center for instructions on documenting eligibility. If the problem is a Social Security number mismatch, the borrower needs to contact the Credit Alert Coordinator at the relevant Homeownership Center directly. For entries from any other federal agency, the borrower contacts that agency at the number CAIVRS provides with the hit.3U.S. Department of Housing and Urban Development. CAIVRS Authorization – Business Background
A lender cannot deny your loan based solely on CAIVRS information without first independently verifying it, which includes comparing the automated data against manual files, confirming your identity, determining when you actually owed the debt, and contacting the relevant collection office before making a credit decision.10U.S. Department of Veterans Affairs. Computer Matching Agreement Between HUD and VA If you believe the entry is inaccurate, you have 30 days to submit documentation contesting the findings before any final determination is made.
How Long Entries Stay in CAIVRS
Retention periods vary by agency and debt type. FHA claim information stays in CAIVRS for 36 months after the claim is paid, measured from the claim payment date your lender can identify from the CAIVRS screen.3U.S. Department of Housing and Urban Development. CAIVRS Authorization – Business Background4U.S. Department of Housing and Urban Development. CAIVRS Credit Alert Verification and Reporting System (Page 2-09)
Entries for debts still in active default have no expiration date. A Code D entry for a loan more than 90 days past due stays until the loan is brought current or otherwise resolved. A Code F for an FHA loan in early foreclosure can be cleared if you reinstate. Student loan defaults remain until the borrower completes rehabilitation, consolidation, or pays in full. CAIVRS entries do not age off the way negative items eventually fall off a traditional credit report. For most entry types, you have to actively resolve the underlying debt.
For agencies other than HUD, retention rules can differ, and lenders are directed to contact the reporting agency for clearance guidance.4U.S. Department of Housing and Urban Development. CAIVRS Credit Alert Verification and Reporting System (Page 2-09)
What CAIVRS Does Not Cover
CAIVRS tracks federal debts only. Private student loans, conventional mortgage defaults, credit card debt, medical debt, and state tax liens are all invisible to it. The reverse is also true: a federal debt in default might not appear on your credit report in some circumstances yet still block a government-backed loan through CAIVRS. The two systems operate independently, and clearing one does not clear the other.
