Boir.org Charge: Consumer Reports, Disputes, and Refunds

A charge from boir.org on your bank or credit card statement is a fee, typically $349, paid to a private Miami company called Global Informatics for filing a Beneficial Ownership Information Report with the federal government. The site is not a government agency, the same filing can be done for free on FinCEN’s official portal, and as of March 2025 most U.S. businesses no longer need to file at all. If the charge was not authorized, or if it is recurring, your fastest route to a refund is disputing it with your card issuer.

What Boir.org Is

Boir.org is operated by Global Informatics, a Miami-based company.1Better Business Bureau. Global Informatics BBB Business Profile It sells a filing service for the Beneficial Ownership Information Report (BOIR), a federal filing created under the Corporate Transparency Act and administered by the Financial Crimes Enforcement Network (FinCEN).

The site’s filing page lists a standard fee of $349 and an additional $149 for what it calls “late filing” processing. It carries a disclaimer stating it is “not affiliated with the US Government or the Financial Crimes Enforcement Network (FinCEN)” and that users may file directly with FinCEN at no cost.2Boir.org. FinCEN’s own guidance is blunt: “There is NO fee to file BOI directly with FinCEN,” and any correspondence requesting payment for the filing is fraudulent. The official portal is boiefiling.fincen.gov.3FinCEN. Beneficial Ownership Information

Most U.S. Businesses Don’t Actually Owe This Filing

On March 26, 2025, FinCEN published an interim final rule exempting all domestically created companies and their beneficial owners from BOI reporting entirely.5FinCEN. What Other Consumers Are Reporting

Global Informatics has 155 complaints at the Better Business Bureau over the past three years, with 71 closed in the most recent twelve months. The company is not BBB accredited, and 65 of the complaints are listed as unanswered.1Better Business Bureau. • Consumers report being enrolled in annual subscription billing after what they thought was a one-time filing, with $349 charges reappearing months later and said to be unauthorized.9Better Business Bureau. Global Informatics Complaints – Page 3
  • Complainants allege the site’s layout closely resembles FinCEN’s official portal, and that they believed they were on a government site when they paid.1Better Business Bureau. Global Informatics BBB Business Profile
  • Cancellations and refund requests are reported as difficult: disconnected phone numbers, broken cancellation links, and claims from the company that it cannot locate the account. Some say charges continued after they were told the subscription was canceled.9Better Business Bureau. Global Informatics Complaints – Page 3
  • Some consumers allege that charges kept arriving on new card numbers after their original card was replaced, through “automatic account updater” services.4Better Business Bureau. Global Informatics Complaints – Page 4

In the BBB responses it did submit, Global Informatics said fees are “stated clearly and directly in multiple areas and pages of our website” and are “agreed to upon purchase of initial report and registration of account.” The company said its policy does not permit refunds once a BOIR has been filed.4Better Business Bureau. How to Dispute the Charge and Stop Future Ones

Given how often customer service is described as unresponsive, your card issuer is usually the faster route than the company itself.

If You Paid With a Credit Card

The Fair Credit Billing Act lets you dispute a billing error by sending written notice to your card issuer’s billing inquiry address within 60 days of the statement date. Include your name, account number, and a description of the disputed charge. The issuer must acknowledge the dispute within 30 days and resolve it within 90 days, and you are not required to pay the disputed amount while it is being investigated.11FTC. Using Credit Cards and Disputing Charges Most issuers also take disputes by phone or in-app, but written notice is what triggers the formal legal protections.

Ask the issuer to block future charges from the merchant as well, including charges under the aliases BOIR REPORTS, Fast Biz Filings, or Global Informatics. If you suspect the merchant is using an automatic account updater, request a new card number rather than just a replacement card, and tell the issuer not to pass updated card data to that merchant.

If You Paid by Debit Card or ACH

Protections are weaker for debit and ACH transactions, and some complainants report being steered toward these payment methods. Contact your bank right away to report the transaction as unauthorized and ask for a stop payment on future debits to the merchant. If the charge went through as an ACH debit, your bank can initiate a return within the timeframes allowed under ACH rules.

Where to File a Complaint
