Boiler Grants: ECO4 Eligibility, LA Flex, and How to Apply

You qualify for a boiler grant under ECO4 if you own your home or rent it privately, your property has an Energy Performance Certificate rating of D, E, F, or G, and either you receive one of the qualifying means-tested benefits or your local council refers you under the LA Flex route for households in fuel poverty. Who Qualifies Through Benefits

  • Pension Guarantee Credit or Pension Credit Savings Credit
  • Income Support
  • Income-related Employment and Support Allowance

You must own the property or rent it from a private landlord. Tenants need written consent from the landlord before any work goes ahead, because the grant funds physical changes to the building.

LA Flex: The Route Without Qualifying Benefits

If you don’t receive any of those benefits, you may still get through under Local Authority Flexibility, known as LA Flex. Your council can refer you directly to a participating supplier if it considers your household to be in fuel poverty or vulnerable to the effects of a cold home. Property Condition: The EPC Test

Your home also has to be inefficient enough to justify the work. ECO4 targets properties with an EPC rating of D, E, F, or G, and priority goes to the least efficient homes, those rated F and G. A home already rated A, B, or C is generally considered too efficient to need the programme. You can look up your property’s current EPC rating for free on the government’s EPC register before you approach a supplier.

What ECO4 Will Pay For

ECO4 can fund the full cost of replacing an old, inefficient boiler with a modern condensing gas boiler. It also covers first-time central heating installations for homes that have never had a proper system, which includes homes relying on electric room heaters, gas fires with back boilers, solid fuel heaters, or no heating at all. A first-time installation typically covers an energy-efficient boiler, all the pipework, a full set of radiators, and thermostatic controls.

ECO4 follows a fabric-first approach, so insulation often comes bundled with any heating upgrade. Filling cavity walls or insulating the loft alongside a new boiler stops heat leaking out of the building, which means the new system does not have to work as hard and the grant goes further.

One boundary worth flagging: ECO4 is not the scheme to look at if you want to switch from gas or oil to a heat pump. Documents to Have Ready

Gathering paperwork before you contact a supplier speeds everything up:

  • Proof of identity, such as a valid passport or driving licence.
  • Proof of ownership or tenancy: a mortgage statement, property deed, or tenancy agreement. Private tenants also need a signed landlord consent form.

How to Apply

You don’t apply to Ofgem directly. ECO4 applications go through an obligated energy supplier or a certified installer working under the scheme. You can approach your own energy supplier or search for participating installers online.

Once you submit an application, the supplier verifies your benefit status (or your council referral, under LA Flex) and your property details. A successful check triggers a free home survey by a certified energy assessor, who inspects your existing heating system and insulation to decide the right upgrade package. Approval timelines vary and can run several weeks while the installer coordinates funding with the supplier. Installation itself is usually one to two days for a straightforward boiler replacement; jobs involving insulation and first-time central heating take longer. A post-installation inspection then confirms the new system meets safety standards.

Every installer working under ECO4 must hold PAS 2030:2019 certification. Ask for proof before you sign anything, and check the certification register.

The 31 December 2026 Deadline

ECO4 was originally scheduled to end in March 2026, but the government extended it by nine months to give suppliers more time to meet their targets.1GOV.UK. Because surveys, funding sign-off, and installation each take time, starting the process well before that date is the practical way to make sure work actually completes under the scheme.

Spotting Boiler Grant Scams

Free boiler grant scams follow a predictable pattern, and knowing the signs is part of applying safely.

  • Cold calls. Neither the government nor Ofgem will phone you out of the blue offering a boiler grant. Unsolicited calls claiming to represent “the government” or “the council,” especially with pressure that funding is about to run out, are the classic opening move.
  • Requests for money. A genuine ECO4 grant is free. You should never be asked for an upfront deposit, an admin fee, or a payment to “secure your booking.”
  • Instant eligibility promises. Anyone telling you that “everyone in your postcode qualifies” without asking about your benefits, income, or EPC rating is not running a real check.
  • Missing accreditation. ECO4 installers must hold PAS 2030:2019 certification. Ask for proof and verify it before agreeing to anything.
