BIR ORUS registration lets you get a Taxpayer Identification Number or update your registration records with the Bureau of Internal Revenue entirely online, without a trip to a Revenue District Office. You create a verified account on the Online Registration and Update System, submit the BIR form that matches your taxpayer type with scanned supporting documents, and wait for your assigned RDO to approve the application and issue your Certificate of Registration. The Bureau launched the platform through Revenue Memorandum Circular No. 122-2022, and it now handles most registration transactions digitally.1Bureau of Internal Revenue. When You Have to Register
Register on or before you commence business. Under Revenue Memorandum Circular No. 91-2024, the BIR treats your business as commenced on whichever date comes first: the day of your first sale, or 30 calendar days after you receive your Mayor’s Permit, Professional Tax Receipt, DTI Certificate of Business Name Registration, or SEC Certificate of Registration.2Bureau of Internal Revenue. Revenue Memorandum Circular No. 91-2024
That 30-day clock catches people off guard. If your LGU issues a Mayor’s Permit on March 1, you must be registered with the BIR by March 31 even if you haven’t earned a peso. Late voluntary registration carries a compromise penalty of ₱1,000 under Section 275 of the Tax Code.3Bureau of Internal Revenue. Which BIR Form Applies to You
The form depends on your taxpayer type. Self-employed individuals, sole proprietors, professionals, and mixed-income earners use BIR Form 1901.4Bureau of Internal Revenue. BIR Form 1903 – Application for Registration One-time taxpayers and anyone registering under Executive Order 98 simply to obtain a TIN for government transactions use BIR Form 1904.6Bureau of Internal Revenue. BIR Form 1904 – Application for Registration
On the form you’ll specify your primary tax type (Income Tax, Value-Added Tax, Percentage Tax, and so on) and the correct Philippine Standard Industrial Classification code for your industry. The BIR has a searchable list of codes.7Bureau of Internal Revenue. Industrial / Occupational Code Picking the wrong PSIC code often passes initial submission and only causes trouble later, when your tax filings don’t match your registration. Your business address must be the physical location where you actually operate, because ORUS uses it to assign you to the correct RDO.
Documents to Prepare Before You Log In
Have digital copies ready before you open the portal. All files must be PDF, JPEG, or PNG, no larger than 25 MB, and any file that registers as 0 MB will be rejected. Scans should be sharp enough for revenue officers to verify signatures and seals.8Bureau of Internal Revenue. Online Registration and Update System (ORUS) Job Aid
- A primary government-issued ID such as a passport or driver’s license, with images of both the front and back.
- SEC Certificate of Incorporation and Articles of Incorporation for corporations and partnerships.
- DTI Certificate of Business Name Registration for sole proprietors who registered a business name.
- Tax Incentive Certificate if you are registered with an Investment Promotion Agency such as PEZA.
Individual applicants will also be asked for personal details such as date of birth and mother’s maiden name for identity verification.
If You Are a Foreign National
ORUS splits foreign individuals into two categories with different requirements.8Bureau of Internal Revenue. Online Registration and Update System (ORUS) Job Aid Resident foreign nationals registering as self-employed or professionals file Form 1901 and upload the front-and-back ID plus a photo of themselves holding the ID. If a representative files for you, you’ll add a Special Power of Attorney in its original form along with the representative’s ID.
Non-resident foreign nationals and those registering for a one-time transaction or under Executive Order 98 file Form 1904. A passport is required, and married applicants must upload a marriage contract. When a representative files, the SPA must be an apostillized certified true copy, since the principal is abroad.
Creating and Verifying Your ORUS Account
From the ORUS homepage, select the new registration option. The email address you enter becomes your permanent username, so use one you’ll have long-term access to. Your password must meet the platform’s security requirements, including uppercase letters and special characters. After you submit, the system emails a verification link.
Click that link promptly. If it expires before you use it, the attempt is voided and you have to start over; ORUS does not send a fresh link for the same attempt. Once verified, your account opens to the taxpayer dashboard where you file the actual application.
Filling Out and Submitting the Application
From the dashboard, open the registration application and work through the sections: taxpayer details, business information, tax types, and document uploads. Attach your scanned SEC or DTI certificates, IDs, and any other required files.
Before you hit submit, ORUS shows a summary of everything you entered. This is your best chance to catch mistakes. Confirm that your tax types, PSIC code, and RDO assignment all match your documents. Submitting sends the application to your assigned RDO, and the dashboard status changes to pending.
After You Submit
ORUS issues an Acknowledgement Receipt with an Application Tracking Number you can use to monitor status from the dashboard. The BIR’s published processing time for online TIN applications is roughly two to three working days, though actual turnaround varies with the volume at your RDO.9Bureau of Internal Revenue. Once approved, the system generates your Certificate of Registration (BIR Form 2303), which lists the tax types you are liable for. Even though the process is digital, the BIR typically emails a pickup schedule so you can collect the physical certificate at your RDO and either purchase BIR-printed receipts or invoices or obtain an Authority to Print if applicable.10Bureau of Internal Revenue. Errors That Get Applications Rejected
A handful of issues cause most ORUS rejections. Knowing them ahead of time saves you from re-entering everything.
- Invalid characters. Name and address fields accept only specific alphanumeric characters. Commas, periods, and other punctuation trigger rejection. Strip them before you type.
- Email already registered. If your email was linked to an earlier TIN application, ORUS will not let you reuse it. Use a different address, or contact the BIR to resolve the conflict if the earlier attempt was yours.
- Inconsistent data. Anything you type that doesn’t match your uploaded ID, down to spelling or date format, triggers this warning. Match your primary ID exactly.
- Wrong RDO. The system blocks submissions where the selected RDO doesn’t cover your business address. RDO assignment follows where you operate, not where you live.
- File rejections. Anything outside PDF, JPEG, or PNG, or above 25 MB, is refused on upload.8Bureau of Internal Revenue. Online Registration and Update System (ORUS) Job Aid
- Session timeouts. Heavy traffic can drop your session and wipe unsaved progress. Working early morning or late evening helps, as does having documents pre-organized so you can move quickly.
Preparation prevents most of these. Fill out your BIR form on paper first, so ORUS becomes a transcription exercise rather than a live decision session about tax types and PSIC codes while the clock ticks down.
What You Owe Once Registered
Two obligations kick in right after registration, and both carry compliance consequences if you skip them.
You must display a Notice to Issue Receipt/Invoice (NIRI) somewhere visible to customers at your business premises. The NIRI replaced the older “Ask for Receipt” notice, which is no longer valid.11Bureau of Internal Revenue. Revenue Memorandum Circular No. 77-2024 Failure to display it can result in a fine of up to ₱1,000 under Section 275 of the Tax Code.3Bureau of Internal Revenue. Schedule of Compromise Penalties
You must also register books of accounts before you commence operations, though this doesn’t have to happen at the same moment as business registration. Manual, loose-leaf, and computerized books are all allowed. Loose-leaf and computerized books require a Permit to Use or an Acknowledgment Certificate from the BIR before you record any transactions. Operating without properly registered books once you are doing business creates liability.
