Bicycle Tax in Vancouver: GST, PST Exemptions, and Refunds

There is no bicycle tax in Vancouver. The city charges no registration fee or cycling-specific levy, British Columbia exempts qualifying bicycles from its 7% Provincial Sales Tax, and the only tax most buyers pay is the 5% federal Goods and Services Tax. A $1,000 bike costs $1,050 at checkout, not the $1,120 you would pay if both sales taxes applied.

No Municipal Bike Tax or Registration

Vancouver has no bicycle tax, no annual registration fee, no wheel tax, and no permit requirement for riding on public roads or bike lanes. Proposals to introduce one surface in local media from time to time but have never advanced. If someone told you a Vancouver bike tax exists, it does not.

The 5% GST Is What You Actually Pay

The federal Goods and Services Tax applies to bicycles sold through registered businesses, new or used. On a $500 commuter bike that is $25. On a $3,000 road bike, $150. The shop collects it and remits it to the Canada Revenue Agency.

Private sales work differently. Buy a used bike from someone on Craigslist or Facebook Marketplace and no GST applies, because the seller is not a GST-registered business. You give up warranty and return options in exchange.

Which Bikes Qualify for the PST Exemption

BC’s 7% PST does not apply to qualifying bicycles and tricycles.1Ministry of Finance. Provincial Sales Tax Bulletin Bicycles and Tricycles Three categories are covered:

  • Non-motorized bicycles of any price or style.
  • Non-motorized tricycles where every wheel is at least 350 mm (about 13.8 inches) in diameter.
  • Electric bicycles and tricycles that meet the criteria below.

The 350 mm wheel rule matters for parents. A small children’s tricycle with tiny wheels may not clear that bar and can be charged PST. Standard kids’ bicycles with full-sized wheels qualify.1Ministry of Finance. Provincial Sales Tax Bulletin Bicycles and Tricycles

E-Bike Criteria

An electric bike qualifies for the PST exemption only if it meets every one of these tests, in place since April 21, 2021:1Ministry of Finance. Provincial Sales Tax Bulletin Bicycles and Tricycles

  • Pedals or hand cranks that let the rider propel it without motor assist.
  • Every wheel at least 350 mm in diameter.
  • Continuous motor output no greater than 500 watts total.
  • Motor stops propelling the bike at 32 km/h on level ground.
  • No combustion engine of any kind.
  • Not designed or marketed as an electric motorcycle, moped, or scooter.

Fail any one and the e-bike is treated as regular taxable goods: 7% PST on top of the 5% GST. The styling criterion is the one shoppers overlook. A 400-watt bike capped at 30 km/h can still be charged PST if it looks and sells like a moped. Keep the manufacturer’s spec sheet if your e-bike sits near any boundary.

Parts, Accessories, and Repair Labour

The exemption extends past the frame. Replacement parts designed for exempt bicycles are PST-free, including frames, forks, pedals, seats, fenders, wheels, tires, tubes, and brakes.1Ministry of Finance. Provincial Sales Tax Bulletin Bicycles and Tricycles E-bike conversion kits qualify too, provided the kit keeps the motor under 500 watts and the assisted speed under 32 km/h.

Accessories follow an installation rule. If a rack, pannier, or phone mount is attached to the bike at the time of sale, it rides along with the exempt sale and pays no PST, even when the shop lists it separately on the receipt. Buy it on its own, or leave it in the box for later, and 7% PST applies. If you are buying accessories with a new bike, ask the shop to install them before ringing up the sale.1Ministry of Finance. Repair and maintenance labour on an exempt bike is also PST-free, as long as the work is being done on the bike or its attached components.1Ministry of Finance. Provincial Sales Tax Bulletin Bicycles and Tricycles

Getting a Refund If You Were Charged PST by Mistake

Retailers sometimes charge PST on exempt bikes, most often on e-bikes where the criteria are less obvious. You have four years from the date you paid to apply to the BC Ministry of Finance for a refund.2Government of British Columbia. PST Refunds

You will need the original sales invoice showing the date, item, and PST charged; proof of payment such as a credit card statement or cleared cheque; and Form FIN 355, the province’s general PST refund application.3Government of British Columbia. Application for Refund – General Describe the bike on the form and note that it qualifies for exemption under the Provincial Sales Tax Act. For e-bikes, include the motor wattage and top assisted speed from the manufacturer’s specs. The ministry responds by mail once the claim is processed.

Cycling Clothing and Safety Gear

Not everything cycling-related is PST-free. Cycling-specific clothing such as jerseys, shorts, and shoes is generally taxed at 7%, with an exception for clothing and cycling shoes bought for children under 15.1Ministry of Finance.
