The best free government phone is the one that actually gets a signal where you live, sleep, and work. The federal Lifeline program gives eligible low-income households a monthly discount of up to $9.25 on phone or internet service, and participating wireless carriers use that subsidy to hand you a smartphone with talk, text, and data at no cost.1Federal Communications Commission. Either one can be the right answer. Which one wins for you depends on which network has stronger bars at your address.
How to Actually Choose
Coverage beats every other feature. A plan with 15 GB of data is worthless if calls drop in your kitchen. Before you enroll, pull up the coverage map for whichever underlying network a Lifeline carrier uses, and check it against your home address, your commute, and any place you spend real time. Data allotments, phone quality, and customer service matter, but they matter second.
Every Lifeline carrier has to meet federal minimum service standards, so no legitimate provider will leave you with an unusable plan on paper.2Universal Service Administrative Company. Minimum Service Standards The real differences are network reach, how much data you get above the floor, and whether the carrier ships you a free phone or expects you to bring your own.
The Main Nationwide Carriers
Assurance Wireless
Assurance Wireless is a T-Mobile subsidiary and runs on one of the country’s largest 4G LTE and 5G networks. The standard Lifeline plan includes unlimited talk, unlimited text, and 10 GB of high-speed data each month at no cost.3Assurance Wireless. Our Plans One catch: the standard plan asks you to bring your own phone or buy a low-cost device rather than giving one away. The Tribal Lands and California plans go further, bumping data to 12 GB, and the California plan includes a free basic smartphone. In areas with strong T-Mobile coverage, Assurance usually delivers the fastest speeds of any Lifeline option.
SafeLink Wireless
SafeLink operates on the TracFone network, now part of Verizon, which gives it stronger rural and suburban reach in places where T-Mobile thins out. Plans typically include unlimited talk, unlimited text, and 10 GB of data, with exact allotments varying by state. SafeLink has historically been more willing to include a free entry-level smartphone with new enrollments. If your zip code has weak T-Mobile signal but solid Verizon coverage, SafeLink is often the better pick.
Q Link Wireless: A Caution
Q Link also runs on T-Mobile’s network and advertises unlimited talk and text with free Android devices. Before signing up, know the recent history. In July 2025, Q Link and its owner agreed to pay more than $110 million to resolve criminal fraud charges and False Claims Act allegations. The Department of Justice found that Q Link had submitted false claims to the Lifeline program for customers who weren’t actually using their phones and had manufactured fake phone activity to keep billing the government.4United States Department of Justice. Weigh that history when you decide who to trust with your service.
Smaller Regional Carriers
Dozens of smaller Lifeline carriers serve specific states or regions, and one of them may outperform the big names in your area. If You Live on Tribal Lands
The monthly Lifeline discount jumps to up to $34.25 on qualifying Tribal lands, nearly four times the standard benefit.6Universal Service Administrative Company. Tribal Lands Benefit That larger subsidy funds significantly more generous plans. You also qualify through additional programs beyond the standard federal list: Bureau of Indian Affairs General Assistance, Tribal TANF, the Food Distribution Program on Indian Reservations, and Head Start (if your household meets the income qualifying standard).
Who Qualifies
There are two paths. The first is income: your household income must fall at or below 135% of the Federal Poverty Guidelines.7eCFR. 47 CFR Part 54 Subpart E For 2026, that works out to roughly $21,546 for a single person and $44,550 for a family of four in the 48 contiguous states.8HHS ASPE. 2026 Poverty Guidelines Alaska and Hawaii have higher thresholds.

- SNAP (Supplemental Nutrition Assistance Program)
- Medicaid
- Supplemental Security Income (SSI)
- Federal Public Housing Assistance
- Veterans Pension and Survivors Benefit Programs
Enrollment in any of these makes you eligible regardless of income. You just need proof.
One important limit: Lifeline covers one discount per household, applied to either a phone plan or an internet plan, not both.9Federal Communications Commission. Lifeline Program for Low-Income Consumers A household means everyone at the same address who lives as a single economic unit, whether related or not.7eCFR. 47 CFR Part 54 Subpart E Two people at the same address both claiming Lifeline will be flagged, and both risk de-enrollment.
How to Apply
Applications go through the National Verifier, a centralized eligibility system run by USAC on behalf of the FCC.1Federal Communications Commission. Lifeline Support for Affordable Communications You can apply online, by mail, or through a participating carrier. Online is fastest.
You’ll need:
- Your full legal name, date of birth, and the last four digits of your Social Security number
- A physical residential address (a temporary shelter address or descriptive location works if you’re experiencing homelessness)
- Proof of eligibility: a prior year’s tax return or three consecutive months of pay stubs for income-based qualification, or a benefit award letter showing your name and the qualifying program for program-based qualification
If the system can verify your information automatically against government databases, approval comes quickly. Manual review takes about a week or two. Once you’re approved, pick a carrier, and the company ships your phone and SIM card, usually within one to two weeks. Activation is typically a single phone call or an automated setup.
Keeping the Phone From Getting Shut Off
Two rules end more Lifeline accounts than anything else.
Use It Every 30 Days
If your plan has no monthly fee, which describes most free government phone plans, your carrier must flag your account after 30 consecutive days of zero usage. You’ll get a 15-day warning, and if you still don’t make a call, send a text, or use data during that window, service is terminated.10eCFR. 47 CFR 54.405 A single text resets the clock. If you keep a Lifeline phone in a drawer for emergencies, use it at least monthly or you’ll lose it.
Recertify Every Year
Every subscriber must recertify eligibility annually. USAC handles it automatically through government databases when it can, but if the system can’t confirm you’re still eligible, you’ll be asked to submit documentation. You get 60 days. Miss the window and you’re automatically de-enrolled.11Universal Service Administrative Company. Recertification When a recertification notice arrives, handle it immediately.
One Note on the ACP
If you’ve seen ads promising $30 monthly broadband discounts and free tablets, those referred to the Affordable Connectivity Program. The ACP ended on June 1, 2024, after Congress did not approve additional funding.12Federal Communications Commission. Some states add their own supplemental discount on top of the federal $9.25, so check whether your state runs an additional program when you apply.
