Belgium VAT Registration: Form 604A, Requirements, and Timing

To register for VAT in Belgium, your business must first obtain an enterprise number from the Crossroads Bank for Enterprises (CBE), then submit Form 604A electronically through the e604 application on the MyMinfin platform before you begin your VAT-liable activity.1FPS Finance. Who Has to Register

Any business supplying goods or services in Belgium on a regular, independent basis is liable for Belgian VAT. It does not matter whether the supplier is Belgian or foreign, whether the activity is profitable, or whether it is a main or a side operation.2FPS Finance. VAT Obligation If your transactions are taxable in Belgium, you have a registration obligation unless a specific exemption applies.

For foreign businesses, the common triggers are selling goods stored in Belgian warehouses, supplying installation or assembly work in Belgium, and making business-to-consumer sales shipped to Belgian buyers. Companies using the EU’s One Stop Shop for e-commerce can sometimes report Belgian VAT through their home country’s portal, but a physical presence or stock held in Belgium generally forces direct registration.

When You Can Skip Registration

Two exemption routes can eliminate the need to register at all.

The Belgian small enterprise scheme is open to businesses with annual turnover of €25,000 or less, excluding VAT. Under this regime you do not charge VAT, do not file periodic returns, and do not remit VAT to the Treasury.3FPS Finance. VAT Exemption Scheme for Small Businesses The offset is that you cannot recover input VAT on your own purchases, which is why some businesses opt into standard registration even when they qualify. Certain sectors, including telecommunications and new building construction, are excluded from the scheme regardless of turnover. If your turnover will cross €25,000 during the calendar year, you must register for standard VAT before you pass the threshold.

Since January 1, 2025, an EU-wide small enterprise scheme lets a business established in one member state extend its domestic exemption to other member states. The business notifies its home country tax authority and receives an EX identification number valid across participating states. You must stay below both the domestic threshold and an EU-wide annual turnover ceiling of €100,000. For a small EU seller with modest Belgian turnover, this can remove the need for a separate Belgian VAT number.

One other situation avoids Belgian registration without any scheme: when a foreign supplier provides general business-to-business services to a Belgian VAT-registered customer, the customer accounts for the VAT through the reverse charge and the supplier does not register. This covers most cross-border consulting, IT, advertising, and legal work sold to Belgian companies.

The Extra Step for Non-EU Businesses

If your business is established outside the European Union and you need a Belgian VAT number, you must appoint a fiscal representative based in Belgium. The Belgian authorities will not issue a VAT number to a non-EU entity without one. The representative is jointly and severally liable for any unpaid VAT, interest, and penalties, so finding one willing to take the role takes time and costs money.

Belgium also requires a financial guarantee, calculated at 10% of the estimated annual Belgian VAT liability, with a floor of €7,500 and a ceiling of €1 million. The tax authorities no longer have discretion to waive it. For a U.S. company making its first Belgian sales, this deposit is often the largest unexpected cost of entry. EU-established businesses registering in Belgium do not face the fiscal representative requirement.

What You Need Before You Apply

Registration with the Crossroads Bank for Enterprises comes first. The VAT application cannot be submitted until at least two days after CBE registration, and it must be completed before you start your business activity.1FPS Finance. VAT – Registration, Change and Cancellation of Activity

Form 604A itself is the declaration of commencement of activity.4FPS Finance. Form 604A – Specific Matters To complete it you need your enterprise number from the CBE, the legal form of the entity (limited liability company, sole proprietorship, branch office, or other), a detailed description of the activity so the tax authorities can classify it under the correct statistical codes, contact details for the business manager or designated tax representative, and a professional bank account number linked to the business.

Every detail on the form must match the official records held by the CBE. Tax inspectors check consistency between the two, and mismatches cause delays or rejection. Foreign businesses without a Belgian establishment also supply proof of home-country registration, and non-EU entities supply the documentation for their fiscal representative.

Submitting Form 604A

Form 604A is submitted electronically through the e604 application on the MyMinfin platform. This is not the same portal as Intervat, which is used for filing periodic VAT returns after registration.1FPS Finance. VAT – Registration, Change and Cancellation of Activity An accredited accountant or an enterprise counter can submit on your behalf. Enterprise counters typically charge a fee.

Authentication on MyMinfin uses a Belgian electronic identity card (eID) or the itsme mobile application for Belgian residents. Once logged in, you upload the completed form and supporting documents, review a summary screen, and confirm the submission. The system issues an acknowledgement of receipt immediately.

Access Without a Belgian eID

  • eIDAS. If your home country participates in the European eIDAS framework, you can log in with your national electronic ID. A Belgian BIS number is assigned automatically the first time you authenticate this way.
  • Registration office. You can visit a participating Belgian municipality in person to activate digital keys. The population department requires an appointment.
  • ForReg. If neither route works, you can request access through the ForReg online form by selecting “VAT/Corporate Income Tax” as the domain and providing your Belgian enterprise number.

In practice, most non-EU businesses run the whole process through their appointed fiscal representative or Belgian accountant rather than working through these authentication steps directly.

After You File: Timing and Your VAT Number

Processing a new registration usually takes four to six weeks after submission. The timeline can stretch if the tax office requests further documentation or the application contains errors. Once approved, FPS Finance issues a VAT identification number in the format BE followed by ten digits. It usually mirrors the enterprise number already assigned by the CBE.

Activation is notified through the eBox electronic mailbox linked to the business, or by registered mail if the eBox message goes unopened. Confirm the number appears as active in VIES, the European Commission’s tool for validating VAT numbers across EU member states.6Your Europe. What Registration Doesn’t Finish

Getting the number is the start of compliance, not the end of it. Once active, a Belgian VAT-registered business files periodic returns, either monthly (due by the 20th of the following month) or, for businesses under €2.5 million in annual turnover that qualify, quarterly (due by the 25th of the month after the quarter), through the Intervat portal.7FPS Finance. Cross-border sales of goods or services to VAT-registered buyers in other EU member states trigger intra-community listings on the same frequency as your periodic returns.8FPS Finance.
