The Balikbayan Program lets former Filipino citizens, Filipino overseas workers, and Filipinos who have lived abroad for at least a year enter the Philippines without a visa and stay for up to one year. Their spouse and children get the same privilege when traveling with them. The program, created by Republic Act No. 6768 and expanded by Republic Act No. 9174, also provides travel tax exemption, duty-free shopping, and dedicated immigration lanes at Philippine airports.1The Lawphil Project. Who Qualifies

- Filipino citizens who have been continuously outside the Philippines for at least twelve months from the date of their last departure.
- Filipino overseas workers (OFWs) under an employment contract abroad, regardless of how long they have been out of the country.
- Former Filipino citizens who were born Filipino and later became naturalized citizens of another country.
The twelve-month absence rule applies only to the first group. An OFW qualifies on the strength of the employment contract alone.

Restricted Nationals Excluded
The statute excludes “restricted nationals” from visa-free entry.1The Lawphil Project. Republic Act No. 9174 – An Act Amending Republic Act Numbered 6768 The Bureau of Immigration keeps the list. A former Filipino who naturalized in a restricted country and holds only that country’s passport may need to apply for a visa in advance rather than rely on the Balikbayan privilege at the airport. What the Privilege Gets You
One-Year Visa-Free Stay
The initial entry is stamped for one year. This covers foreign passport holders who qualify along with the spouse and children who arrive with them.1The Lawphil Project. If you want to stay longer, the Bureau of Immigration grants extensions in two-month increments for up to one additional year, bringing the maximum total stay to two years.3Consulate General of the Philippines in Calgary. Travel Tax Exemption
The Philippines charges a travel tax on departing passengers of up to PHP 2,700 for first- and business-class and up to PHP 1,620 for economy.5Philstar.com. Claim the exemption through the Tourism Infrastructure and Enterprise Zone Authority (TIEZA), which issues a Travel Tax Exemption Certificate online for a PHP 100 fee. Required documents depend on your category:6Philippine Consulate General, New York. Travel Tax Exemption
- OFWs hired through POEA use their Overseas Employment Certificate as the exemption certificate.
- OFWs hired directly abroad need a Certificate of Employment or an Employment Contract authenticated by a Philippine embassy or consulate.
- Balikbayans under RA 6768 present passport pages showing the last departure and arrival stamps, plus the airline ticket used to travel to the Philippines.
- Filipino permanent residents abroad show passport arrival stamps plus proof of permanent residence such as a U.S. Green Card.
- Family members of former Filipinos need the former Filipino’s foreign passport or other proof of prior citizenship, plus marriage or birth certificates for the accompanying family.
Bring the original passport in every case.
Duty-Free Shopping
Balikbayans and OFWs can buy up to $2,500 tax-exempt at government-operated duty-free shops, with electronics and appliances limited to one unit per product category. A separate $2,000 allowance for livelihood tools and equipment brings the combined ceiling to $4,500. Shopping must be completed within 15 days of arrival. Selling or transferring duty-free purchases is a criminal offense. Penalties include forfeiture of the goods, a fine equal to double their value, imprisonment of one to three years, or both, plus payment of the duties and taxes that were originally waived.8Bureau of Customs. Balikbayan Boxes
Overseas Filipinos can send tax-exempt Balikbayan boxes of personal effects and gifts to the Philippines up to three times per calendar year, with the combined value of all shipments capped at PHP 150,000. Contents must be personal or household items, not commercial quantities, and not for resale.9Bureau of Customs. Documents to Bring
Requirements at the port of entry depend on your category.
Former Filipino citizens need proof of prior Filipino citizenship. Accepted proof includes an old or expired Philippine passport, a PSA birth certificate, or an RA 9225 Identification Certificate if you already hold dual citizenship.3Consulate General of the Philippines in Calgary. Filipino citizens claiming the twelve-month category should carry a current Philippine passport plus evidence of continuous absence such as a foreign residence card or employment records. OFWs should bring their passport along with a valid work permit, employment contract, or host-country residence card.
Spouses and children traveling with a qualifying Balikbayan need certified copies of the marriage certificate or the children’s birth certificates.
Apostille for Foreign-Issued Documents
The Philippines joined the Apostille Convention on May 14, 2019.11HCCH. Apostille Convention Enters Into Force for Philippines Any public document issued in the United States or another convention member country, including birth and marriage certificates and notarized documents, needs an Apostille Certificate from the competent authority (typically the Secretary of State for state-issued records) to be recognized in the Philippines.12Philippine Consulate General, New York. Authentication of a Public Document Through Apostille Philippine consulates no longer authenticate these documents directly, and an apostilled document needs no further consular legalization.
Register With eTravel Before You Fly
Every passenger arriving in the Philippines must register with the eTravel system within 72 hours before arrival, with narrow exceptions for diplomats and holders of diplomatic or official passports. Registration is free at etravel.gov.ph. A green QR code lets you proceed to immigration. A red QR code sends you through Bureau of Quarantine clearance first.13eTravel. At the Airport
Philippine international airports have dedicated lanes for Balikbayan travelers and Filipino citizens. Use the correct lane so the officer knows you are claiming Balikbayan status rather than entering as a regular tourist.
The officer will review your passport and supporting documents and stamp a one-year authorized stay.3Consulate General of the Philippines in Calgary. Fixing the entry category later means a trip to a Bureau of Immigration office and administrative fees.
Before You Leave the Country
Foreign passport holders who stay six months or longer must obtain an Emigration Clearance Certificate (ECC) from the Bureau of Immigration before departing.14U.S. Embassy in the Philippines. Exit Clearances The ECC requires passport photos and payment of the applicable fee. Process it at a BI office with enough lead time to make your flight. Nothing about the smooth entry process warns you about this requirement, and long-stay Balikbayan travelers often find out at the airport on departure day.
Overstaying your authorized period is treated seriously. The Bureau of Immigration charges PHP 50,000 for every year of overstay or any fraction of a year, plus fees for updating visa status and express lane processing. Balikbayan Privilege Compared to RA 9225 Dual Citizenship
Former Filipino citizens planning frequent visits, extended stays, retirement, or property purchases should weigh a separate option. The Balikbayan privilege grants visa-free entry for up to one year per visit but does not restore citizenship rights such as voting or property ownership without foreign-ownership restrictions. Republic Act No. 9225 lets former natural-born Filipinos reacquire Philippine citizenship, live in the Philippines indefinitely, and own property without those restrictions.16Embassy of the Republic of the Philippines. The two paths are not mutually exclusive. Dual citizens who also hold a foreign passport can still claim Balikbayan benefits each time they enter the country.
