Australian Retirement System: Superannuation and Age Pension

Australia’s retirement system combines superannuation and the Age Pension into a two-part structure: employers must pay 12% of your ordinary time earnings into a super fund you can generally access from age 60, and a means-tested government Age Pension is available from age 67 to top up or replace private savings that fall short.1Australian Taxation Office. Super Guarantee Voluntary contributions and personal savings sit alongside the two as a third layer. Together the pieces are meant to shift most of the funding of retirement onto individuals and their employers, with the pension catching those who don’t accumulate enough on their own.

How the Two Main Pillars Fit Together

The Age Pension is a fortnightly government payment for eligible older Australians, with a current maximum single rate of $1,200.90 per fortnight.2Services Australia. How Much Age Pension You Can Get Most recipients get less, because income and assets outside the family home reduce the payment.

Compulsory superannuation runs alongside it. Employers put a fixed percentage of each worker’s earnings into a registered super fund, and those contributions are invested for decades. When you retire, that balance funds you either directly through withdrawals or by producing an income stream. The third pillar, voluntary saving, is whatever extra you put in yourself: salary sacrifice, after-tax contributions, and investments held outside super.

The pillars aren’t independent. Once you reach Age Pension age, your super balance is counted under the pension’s income and assets tests, so a larger super balance means a smaller pension. For many Australians retirement income is a mix: partial pension plus super drawdowns, adjusted as balances change.

The Super Guarantee: What Employers Must Pay

The Superannuation Guarantee (Administration) Act 1992 requires every employer to contribute a percentage of each employee’s ordinary time earnings into a complying super fund.3Australian Prudential Regulation Authority. Superannuation in Australia: A Timeline From 1 July 2025, that rate is 12%.1Australian Taxation Office. Super Guarantee

Ordinary time earnings include base salary, commissions, shift loadings, and most bonuses. They exclude overtime and certain termination payouts like unused sick leave or annual leave paid on departure.4Australian Taxation Office. SGR 2009/2 Employers who miss or underpay face the Super Guarantee Charge, which combines the shortfall, daily-compounded interest, and a 60% administrative uplift on the total. A further 25% choice loading applies where employers repeatedly ignore choice-of-fund rules.5Australian Taxation Office. The New Super Guarantee Charge

Contribution Types and Annual Caps

Contributions into super fall into two categories, each with its own annual limit. Going over either cap triggers extra tax, and the caps apply across all your funds combined.

Concessional Contributions

Concessional contributions come from pre-tax money. They cover mandatory employer payments, salary sacrifice, and personal contributions you claim a deduction for. Inside the fund they’re taxed at a flat 15%, well below most marginal income tax rates.6Australian Taxation Office. Understanding Concessional and Non-Concessional Contributions The 2025–26 concessional cap is $30,000, and that figure includes the employer’s 12%, any salary sacrifice, and any deductible personal contributions.7Moneysmart.gov.au. Super Contributions

Unused concessional cap can carry forward for up to five years, provided your total super balance was under $500,000 at the end of the previous financial year. This is useful for people returning to work after a career break or with uneven income.

Non-Concessional Contributions

Non-concessional contributions come from after-tax money. Tax has already been paid on the income, so nothing further is deducted when the money enters the fund. The 2025–26 cap is $120,000.8Australian Taxation Office. Contributions Caps If you’re under 75, you can bring forward up to three years of the cap at once, allowing a single contribution of up to $360,000.

There’s a hard limit. If your total super balance is at or above the general transfer balance cap of $2 million at the end of the previous financial year, your non-concessional cap drops to zero.8Australian Taxation Office. Contributions Caps

Tax Concessions and Extra Support

Super’s tax treatment is designed to reward long-term saving, and a few targeted measures help lower earners while others claw back some of the concession from higher earners.

The Low Income Super Tax Offset refunds the 15% contributions tax, up to $500, for anyone with adjusted taxable income of $37,000 or less. The ATO calculates and pays it into your fund automatically.9Australian Taxation Office. Low Income Super Tax Offset

The government co-contribution matches personal after-tax contributions at 50 cents in the dollar, up to $500, for earners under $62,488 in 2025–26. The full $500 requires a $1,000 contribution and income below $47,488, phasing out between $47,488 and $62,488.10Australian Taxation Office. Government Contributions

At the other end, Division 293 imposes an extra 15% on concessional contributions once your combined income and concessional contributions pass $250,000. That lifts the effective rate on those contributions to 30%, and the ATO issues a separate assessment which you can pay from super or out of pocket.11Australian Taxation Office. Tax on Earnings and Withdrawals

Investment earnings inside a super fund are taxed at 15% during the accumulation phase. Capital gains on assets held longer than 12 months get a one-third discount, dropping the effective rate to 10%.12Moneysmart. Tax and Super

From age 60, withdrawals from a taxed fund are entirely tax-free, whether taken as a lump sum or as an income stream.12Moneysmart. Tax and Super Withdrawals before 60 are treated differently, with tax depending on your age and the components of your balance.

A separate limit, the transfer balance cap, controls how much super you can shift into a tax-free retirement phase account. The 2025–26 general cap is $2 million.13Australian Taxation Office. Transfer Balance Cap Anything above it stays in an accumulation account where earnings continue to be taxed at 15%. Your personal cap can be lower than $2 million if you started a retirement income stream in an earlier year with a lower cap.

When You Can Access Your Super

Super is locked away until you meet a legal “condition of release.” The most common path is reaching your preservation age and retiring from the workforce. Preservation age depends on your date of birth:14Australian Taxation Office. Conditions of Release

  • Born before 1 July 1960: age 55
  • 1 July 1960 to 30 June 1961: age 56
  • 1 July 1961 to 30 June 1962: age 57
  • 1 July 1962 to 30 June 1963: age 58
  • 1 July 1963 to 30 June 1964: age 59
  • Born after 30 June 1964: age 60

At 65 you can access super at any time, with no need to retire.14Australian Taxation Office. Conditions of Release

If you’ve hit preservation age but aren’t ready to stop working, a transition-to-retirement income stream lets you draw on your super while still employed. The income stream is capped at 10% of your account balance each year, and lump sum withdrawals stay off-limits until you fully retire or turn 65.14Australian Taxation Office. Conditions of Release

Early access on severe financial hardship grounds is possible but tightly restricted. Under preservation age plus 39 weeks, you need 26 continuous weeks of eligible income support and an inability to meet reasonable living expenses; withdrawals are capped between $1,000 and $10,000, once per 12 months.15Australian Taxation Office. When You Can Access Your Super Early Past preservation age plus 39 weeks, with 39 cumulative weeks of income support since reaching preservation age, the dollar cap falls away. Your fund makes the hardship decision under the Superannuation Industry (Supervision) Regulations 1994.16Services Australia. Early Release of Superannuation Compassionate grounds, terminal illness, and permanent incapacity are separate pathways.

The Age Pension: Who Qualifies and How Much

The Age Pension is governed by the Social Security Act 1991. To qualify, you need to be at least 67 and meet a residency test. The main pathway requires 10 years of Australian residence, either as a single unbroken stretch or as multiple periods totalling more than 10 years, with at least one period of five years or longer.17Social Security Guide. Qualification for Age

Age and residency get you eligible. What you actually receive is set by two separate means tests, and the one producing the lower payment wins.

The Income Test

A single pensioner can earn up to $218 per fortnight before the pension starts reducing. Each dollar above that cuts the payment by 50 cents. For couples the combined free area is $380 per fortnight, and each partner loses 25 cents per dollar above it. The pension cuts out entirely at $2,619.80 per fortnight for singles and $4,000.80 combined for couples.18Services Australia. Income Test for Age Pension

Financial assets, including super owned by people of Age Pension age, are assessed using deeming rates rather than actual returns. The first $64,200 for a single (or $106,200 combined for a couple) is deemed to earn 1.25%, and anything above is deemed at 3.25%.19Services Australia. Deeming Your actual investment returns don’t matter for the income test; the standardised deemed figure does.

The Assets Test

Your assets outside the family home are also assessed. As of 20 March 2026, the thresholds are:20Services Australia. Assets Test for Age Pension

  • Single homeowner: full pension up to $321,500; cuts out at $722,000
  • Single non-homeowner: full pension up to $579,500; cuts out at $980,000
  • Couple homeowner: full pension up to $481,500 combined; cuts out at $1,085,000
  • Couple non-homeowner: full pension up to $739,500 combined; cuts out at $1,343,000

For every $1,000 of assets above the full-pension threshold, the fortnightly payment drops by $3.21Social Security Guide. Pensions and Benefits Assets Tests Thresholds are indexed each March and September. If your finances change, Services Australia must be notified within 14 days to avoid overpayment debts or missed increases.

Where Super and Pension Meet

Once you reach Age Pension age, your super balance becomes visible to both means tests. Money still sitting in an accumulation account counts as a financial asset and is deemed to earn income at the standard rates. Money you’ve moved into a retirement income stream is likewise counted, with the account balance included in the assets test and deeming applied for the income test. The practical effect is that private saving reduces pension entitlement, but it rarely wipes it out; a partial pension plus super drawdowns is the typical retirement income for many Australians.

Death Benefits: What Happens to Your Super

Super doesn’t automatically become part of your estate. The fund’s trustee decides who gets the balance unless you’ve made a binding death benefit nomination directing payment to one or more dependants or to your legal personal representative.22Australian Taxation Office. Superannuation Death Benefits For super to reach someone who isn’t a dependant under super law, such as an adult child who isn’t financially dependent on you, the usual route is to nominate your legal personal representative so the money passes through your will.

Tax on the payout depends on the recipient. A lump sum to a tax dependant (typically a spouse, minor child, or someone in an interdependency relationship) is tax-free. A lump sum to a non-dependant is taxed at 15% on the taxed element of the taxable component and 30% on any untaxed element. The tax-free component is always tax-free regardless of who receives it.23Australian Taxation Office. Paying Superannuation Death Benefits

If You’re on a Temporary Visa

Temporary residents accumulate super the same way as everyone else, since employers still owe the 12% guarantee. After you leave Australia and your visa ceases, you can claim the balance through a Departing Australia Superannuation Payment. Tax on a DASP is heavier than for permanent residents: 35% on the taxed element and 45% on the untaxed element for standard temporary visa holders, and a flat 65% on all taxable components for working holiday makers on visa subclasses 417 or 462. If you don’t claim within six months of leaving, the fund transfers the balance to the ATO as unclaimed super and you claim it from there instead.24Australian Taxation Office. Departing Australia Superannuation Payment (DASP)

Note that the Age Pension isn’t available to temporary residents. It requires permanent residency and the 10-year residence history described above.
