Permitting Time and Requirements
Permits are not usually the largest line item, but they are the most common cause of delay, and delay is expensive. Three categories apply to nearly every project: air quality, water and stormwater, and local zoning.
Every asphalt plant needs an air quality permit before it can operate. Plants must show compliance with National Ambient Air Quality Standards and applicable state rules for particulate matter, nitrogen oxides, volatile organic compounds, sulfur dioxide, and carbon monoxide, and facilities built or modified after June 11, 1973 are also subject to federal New Source Performance Standards under 40 CFR 60 Subpart I.7NC Department of Environmental Quality. RAP substitutes for virgin aggregate and binder, and the savings scale with the mix percentage. Break-Even, Margins, and Payback
The core calculation is simple: divide annual fixed costs by the per-ton margin (sale price minus variable cost) to find the tonnage a plant must sell to break even. A plant carrying $1 million in fixed costs at a $25-per-ton margin needs 40,000 tons to break even and 50,000 tons to net $250,000. Compress the margin to $15 per ton and the same profit target requires over 83,000 tons, which may exceed the plant’s physical capacity. Financing the Purchase

Legal and Community Risk
Community opposition and regulatory enforcement can add costs that never appear in an equipment quote.
