Army Tuition Assistance: Eligibility, Coverage, and Service Obligation

Army Tuition Assistance pays up to $250 per semester hour, capped at $4,500 per fiscal year, toward college courses for active duty soldiers, Army National Guard members, and Army Reserve soldiers serving on active duty. The program covers tuition only. Fees, books, and materials are yours. You can use it for one credential at each degree level, from a certificate up through a master’s, and it comes with grade rules, repayment triggers, and a service obligation that outlasts the last class you take.

Who Qualifies

Eligibility starts once initial training is behind you. Enlisted soldiers must have graduated from Advanced Individual Training, warrant officers must have finished the Warrant Officer Basic Course, and commissioned officers must have completed the Basic Officer Leader Course.¹ Guard and Reserve members need a “satisfactory participant” designation and must be serving under Title 10 or Title 32 active duty status.²

Two things will stop you even if you otherwise qualify. A flag under AR 600-8-2 (suspension of favorable personnel actions) blocks TA while it is active.³ And if you already hold a civilian degree at a given level, TA will not pay for another degree at that level or below. Enlist with a bachelor’s, and TA is only good for a master’s program, not a second bachelor’s.⁴

Active duty enlisted soldiers also have to watch the calendar. TA-funded courses must finish at least 60 days before your ETS or separation date, so a semester that runs into that 60-day window will be denied.⁵

What the Money Covers

The Army pays up to $250 per semester hour or $166 per quarter hour, depending on how the school counts credits.¹ Total funding is capped at $4,500 in a fiscal year, which runs October 1 through September 30. Under ALARACT 099/2024, the annual semester-hour ceiling rose from 16 to 18, meaning you can take a bit more coursework each year before hitting the dollar cap.⁶ When tuition runs higher than $250 per semester hour, the Army still pays only up to that per-hour cap, and you cover the difference.

Lifetime limits matter too. TA funds up to 130 semester hours of undergraduate credit or a bachelor’s degree, whichever comes first, and 39 semester hours of graduate credit or a master’s, whichever comes first. Undergraduate classes that count toward a graduate degree still eat into the 39-hour graduate cap.¹ Across a career, the program will fund one certificate, one associate, one bachelor’s, and one master’s.⁶

Everything past tuition is out of pocket. Technology fees, activity fees, athletic fees, textbooks, and course materials often stack past a thousand dollars a year, and none of that comes from TA.⁶ When you compare schools, read the tuition line in the catalog, not the total cost of attendance.

Which Schools Are Eligible

Not every college or trade school will take TA. The institution must hold regional or national accreditation from an agency recognized by the U.S. Department of Education.¹ It also needs a signed Memorandum of Understanding with the Department of Defense. No MOU, no TA funds, no matter how strong the accreditation.⁷ You can check both through the DoD MOU website before you enroll. Each qualifying school has an Office of Postsecondary Education Identification number (OPEID), and you will need it when you build your Education Path in ArmyIgnitED.

The Service Obligation You Take On

Using TA extends your time in uniform. Federal law requires commissioned officers on active duty who use TA to serve at least two more years of active duty after their last TA-funded course.⁸ That two-year clock resets with every course, so an officer taking classes steadily can push a service obligation years past the original commitment.

Reserve Component officers commit to four years of continued service in the Selected Reserve after their last TA-funded course.⁸ Enlisted soldiers may also owe up to four years, depending on the Secretary’s policy. Waivers exist for officers facing mandatory separation or returning from a contingency operation, but only the Army Human Resources Command Commanding General can approve one.⁶

Grades, Withdrawals, and Paying the Money Back

Once you start drawing TA, your grades are monitored. Undergraduates have to maintain at least a 2.0 cumulative GPA after 15 TA-funded semester hours. Graduate students have to keep a 3.0 after 6 semester hours.⁵ Fall below the line and TA is on hold until you pull the average back up on your own dime.

Recoupment is the Army’s word for wanting its money back. At the undergraduate level, a D or lower in a course means full repayment of the TA that paid for it. At the graduate level, the threshold moves up to a C or lower.¹ A D might be passing at your school; the Army still counts it as a recoupment event. Dropping or withdrawing after the school’s drop/add deadline for personal reasons also triggers repayment.⁵

A recoupment waiver is available if you withdrew for reasons outside your control: emergency leave, a PCS or TDY reassignment, hospitalization, a natural disaster, or an unanticipated military mission. The word “unanticipated” carries weight. A deployment you knew about before enrolling does not qualify. You request the waiver by uploading a DA Form 7793 signed by your commander into ArmyIgnitED, along with supporting orders and the school’s withdrawal paperwork. If you dropped within the school’s official drop/add period and still got a recoupment notice, contact your Army Education Center; those early drops should not trigger repayment.⁹

Stretching the Benefit Further

When a school’s tuition runs past the $250 per semester hour cap, the GI Bill Top-Up program can close the gap. It uses your Montgomery GI Bill Active Duty (MGIB-AD) benefits to pay the difference between what TA covers and what the course actually costs. You must already be approved for TA and eligible for MGIB-AD.¹⁰

Top-Up is not free money. The VA reduces your MGIB-AD entitlement for every Top-Up payment. A payment equal to the full-time monthly MGIB-AD rate costs you one month of entitlement, which is one less month of GI Bill available after separation. Talk to your school’s certifying official before using Top-Up so you know exactly what it will cost you later.¹⁰

One boundary worth knowing: the Army’s separate Credentialing Assistance program, which pays for professional licenses, certifications, and exams, shares the same $4,500 annual ceiling as TA. CA has its own $2,000 annual cap (some pilot credentials are limited to $1,000), but if you spend $3,000 on tuition and $2,000 on credentialing in the same fiscal year, you have busted the combined ceiling by $500.¹¹ Plan both together at the start of the year.

How to Submit a Request

Before you open ArmyIgnitED, get two things from your school: an Evaluated Degree Plan or formal Student Agreement listing every course required for your degree, signed by a school official, and the school’s OPEID number from the registrar or financial aid office. Then set up your Education Path profile in ArmyIgnitED with your degree level, major, the school’s per-credit-hour tuition rate from the current catalog, your anticipated graduation date, and total credits required. A wrong tuition rate or degree level will hold up the counselor review.

TA requests go in through ArmyIgnitED no earlier than 60 days before the course start date and no later than 7 days before it.¹² Miss the 7-day cutoff and you are usually out for that term. Once an education counselor approves the request, you get an email confirmation and the system issues an electronic voucher to your school’s bursar. Confirm with the school that payment landed before you assume the balance is settled.
