Army Retention Program: Reenlistment Windows, Bonuses, and Taxes

Army reenlistment rules and bonuses are set out in Army Regulation 601-280, which governs who is allowed to stay in uniform, what reenlistment options they can pick, and how much money attaches to the new contract.1U.S. Army. You have to clear fitness, medical, and performance screens, sign inside a defined window before your ETS, and — if you take a bonus — commit to finishing the full obligation, because the unearned portion is recouped if you don’t.

Who Qualifies to Reenlist

Before options and bonuses come into the conversation, you have to be eligible. Under AR 600-9, soldiers must stay within Army body composition standards throughout their service, and physical readiness is measured by the Army Fitness Test.2U.S. Army. Performance is the other filter. HQDA NCO Evaluation Boards review senior enlisted records and can label a soldier “not fully qualified for retention,” which blocks reenlistment.3U.S. Army. Bar to Continued Service

A Bar to Continued Service is the formal action that stops a reenlistment. Any commander in the chain of command can initiate one, and it usually starts at the company level. The initiating DA Form 4126 has to cite specific dates, counts of non-judicial punishment, and other documented facts, not a general assessment of character.3U.S. Army. HQDA can also impose a bar from above for particular failures: not qualifying for promotion to sergeant or staff sergeant within the primary zone, failing to complete the Distributed Leaders Course required for sergeant first class and above, or an unfavorable NCO Evaluation Board finding.3U.S. Army. DA Pamphlet 601-280 – Army Retention Program Procedures A locally initiated bar has to be reviewed by the commander at least every 90 days, so a soldier who fixes the underlying problems can have it lifted.

When You Reenlist: The Window

The Reenlistment Opportunity Window opens 12 months before your Expiration of Term of Service date and closes 90 days out.5U.S. Army. Army Retention You can still reenlist inside the 90-day mark, but only with an exception to policy. Waiting late is the most common self-inflicted problem soldiers run into. It compresses the time you have to secure a bonus, a station, or a training slot that may already be filled by the time you sit down with a counselor.

The process runs through your Unit or Installation Career Counselor. The counselor pulls job field strength data, checks your record for disqualifying flags, and confirms which options are currently available for your rank and MOS before you sign anything binding.6U.S. Army. Your Reenlistment Options

Reenlistment terms run from two to six years depending on the option you take.1U.S. Army. Army Regulation 601-280 – Army Retention Program The main choices are:

  • Regular Army reenlistment for the current needs of the service, with no guaranteed station or training slot.
  • Current Station Stabilization, which keeps you at your present duty station for a set period. Common choice for soldiers with a spouse working locally or kids in school.
  • Army Training, which opens a path to a new MOS if you meet the entrance scores for it.1U.S. Army. Army Regulation 601-280 – Army Retention Program
  • Overseas Assignment, guaranteeing a specific overseas area — Europe, Korea, Japan, or the Pacific region — for 12 or 24 months depending on location.
  • CONUS Station of Choice, guaranteeing a stateside installation of your choosing for at least 24 months.

Availability shifts with Army manning. Your counselor can tell you which options are open right now for your grade and MOS.

Indefinite Reenlistment for Senior Enlisted

If you’re a staff sergeant (E-6) or higher with 10 or more years of active federal service, you don’t reenlist for a fixed term. You reenlist indefinitely, meaning your service continues until you retire, hit mandatory separation, or are otherwise separated.5U.S. Army. How Selective Retention Bonuses Are Calculated

The Selective Retention Bonus is the Army’s main financial tool for holding soldiers in hard-to-fill jobs. Each MOS is assigned a bonus tier in a periodically updated MILPER message, and that tier sets the base dollar amount.4U.S. Army. Quality Tiered Incentive Program Implementation – Commanders Guide Specialties with long training pipelines or heavy civilian competition sit in the highest tiers.

Starting in 2026, the Quality Tiered Incentive program adds a second layer. After the MILPER message fixes your MOS tier, QTI evaluates your individual performance and assigns a STEP, and that STEP sets your final bonus amount.4U.S. Army. Fitness scores and job performance move the dollar figure directly.

Federal law caps retention bonuses at $50,000 per year of obligated service in a regular component.8Office of the Law Revision Counsel. 37 USC 331 – General Bonus Authority for Enlisted Members To draw any SRB, you have to be serving in a designated high-priority skill at the time you sign, with no pending administrative or legal actions. Dollar amounts and eligible MOS codes change often. Your career counselor can pull the current MILPER message for what applies to your situation.

Continuation Pay Under the Blended Retirement System

Continuation Pay is separate from the SRB and applies only to soldiers enrolled in the Blended Retirement System. For calendar year 2026, active component soldiers qualify if they have completed at least 7 but not more than 12 years of service, measured from their Pay Entry Basic Date.9U.S. Army. For active duty and AGR soldiers, the payout is 2.5 times monthly basic pay, using the pay grade and years of service on the date you sign the election form.9U.S. Army. MILPER Message 25-329 – Continuation Pay for Calendar Years 2025-2027 Reserve and National Guard soldiers get 0.5 times active duty monthly basic pay, unless they have 270 or more days of mobilization inside a 730-day window, in which case the multiplier is 2.5. Continuation Pay carries its own additional service obligation, which often overlaps with the reenlistment decision.

Locking in a GI Bill Transfer

Reenlistment is often how soldiers secure the ability to transfer Post-9/11 GI Bill benefits to a spouse or children. You need at least six years of service and must agree to serve four more.10U.S. Department of Veterans Affairs. Transfer Your Post-9/11 GI Bill Benefits A reenlistment of four or more years satisfies that added commitment.

The transfer has to be approved while you are still on active duty, and the receiving family member must be enrolled in the Defense Enrollment Eligibility Reporting System. Purple Heart recipients are exempt from the service-length requirement but still have to request the transfer before leaving active duty.10U.S. Department of Veterans Affairs. How the Bonus Is Taxed

A reenlistment bonus is taxable as supplemental income. DFAS withholds federal income tax at the supplemental rate of 22 percent on the lump sum. Your actual liability depends on total income for the year, so the withholding may not match what you owe.

The main exception is the Combat Zone Tax Exclusion. If you sign the reenlistment contract while physically present in a designated combat zone, the bonus can be excluded from federal income tax entirely. Your military pay office certifies the entitlement and excludes the income from your W-2. If you believe you qualify and the full amount still shows on your W-2, contact your pay office for a corrected form.11Internal Revenue Service. State income tax varies. Some states fully exempt active duty pay, others tax it as ordinary earned income. Your state of legal residence, not where you’re stationed, controls which rules apply.

What Happens If You Don’t Finish the Contract

Bonuses come with strings. If you take a bonus tied to a service obligation and don’t complete it, federal law requires you to repay the unearned portion, and you forfeit any installment payments that haven’t been made yet.12Office of the Law Revision Counsel. 37 USC 373 – Repayment of Unearned Portion of Bonus, Incentive Pay, or Similar Benefit The math is proportional. Complete three of five obligated years and you owe back roughly two-fifths.

Repayment is not required if a soldier dies, is retired or separated with a combat-related disability (as long as the disability didn’t result from misconduct), or receives a sole survivorship discharge.12Office of the Law Revision Counsel. 37 USC 373 – Repayment of Unearned Portion of Bonus, Incentive Pay, or Similar Benefit The Secretary of the Army can waive recoupment when enforcing it would be against equity and good conscience or contrary to the interests of the United States, but that’s a high bar and not something to plan around.

One point worth flagging: this debt survives bankruptcy. A bankruptcy discharge will not wipe out a bonus recoupment obligation if the bankruptcy order is entered less than five years after the end of the service agreement.12Office of the Law Revision Counsel. 37 USC 373 – Repayment of Unearned Portion of Bonus, Incentive Pay, or Similar Benefit Before you sign for a large bonus, be honest with yourself about finishing the term.

Signing the Contract

The reenlistment contract itself is DD Form 4, the Enlistment/Reenlistment Document.13Executive Services Directorate. DD Form 4 – Enlistment/Reenlistment Document It binds you to the new term and spells out the bonus, training slot, or assignment guarantees you negotiated. Soldiers extending a current enlistment rather than reenlisting use DA Form 4836 instead, and the two carry different implications for bonus eligibility and benefits. Make sure you know which action you’re taking before you sign.
