A 2nd award of the Army Overseas Service Ribbon means you have completed two separate qualifying overseas tours of duty. The Army does not issue a second ribbon; instead, you wear a bronze numeral “2” centered on the original ribbon to show the additional tour.1Rhode Island National Guard. The Numeral Device and How It’s Worn
AR 600–8–22 provides that for each succeeding qualifying period of overseas service, a numeral is awarded and worn on the original ribbon rather than a duplicate ribbon being issued.1Rhode Island National Guard. What Counts as a Qualifying Second Tour
Each award of the OSR requires completion of an overseas permanent change of station tour outside the continental United States for the prescribed tour length. Eligibility criteria sit in Chapter 5 of AR 600–8–22, with paragraph 5–4g expanded in the 19 January 2024 version.1Rhode Island National Guard. Tour crediting itself is governed by AR 614-30, which addresses tour length, completion, and adjustments, including credit for consecutive overseas tours and for completing official schooling while stationed overseas. Consecutive tours are permitted, and there is no statutory limit on how long a soldier may remain overseas. A commander cannot deny a voluntary extension solely because you have already completed the prescribed tour.3Defense Technical Information Center. AR 614-30, Overseas Service
Reserve and National Guard Eligibility
The OSR is not limited to active duty. AR 600–8–22 applies to active soldiers, the Army National Guard, and the U.S. Army Reserve, so a reserve component soldier who completes qualifying OCONUS service can earn the ribbon and, in time, a 2nd award.4Military Times. One boundary worth flagging: the Army Reserve Components Overseas Training Ribbon is a separate award for shorter-duration overseas training and is not the OSR. Training time credited toward that ribbon does not stack toward an OSR 2nd award.
