Army In/Out Calls: Exceptions, Bonuses, and Involuntary Reclass

Army In/Out Calls are the manning signals Human Resources Command publishes for every enlisted Military Occupational Specialty and grade, telling you whether you can voluntarily move into that MOS, out of it, or neither. Each specialty gets a Y or N under an In Call column and a Y or N under an Out Call column. To reclassify voluntarily, you need a Y in the Out Call for your current MOS at your current grade and a Y in the In Call for the MOS you want at that same grade. Anything else is blocked unless a specific exception applies.

What the Y/N Combinations Mean

The two letters read together describe the health of the specialty at your rank.

  • Shortage (Y/N): In Call Y, Out Call N. The Army wants soldiers to reclassify into the MOS. Soldiers already holding it are locked in.
  • Balanced (N/N): The MOS is at target strength. No one is being pulled in, no one is being let out.
  • Overstrength (N/Y): Too many soldiers hold the MOS. The In Call is closed, but current holders have a path out.

The rule for a voluntary reclassification packet follows directly from the table: Y in your current MOS’s Out Call, Y in the target MOS’s In Call, both at your grade. Either N and the move stops at the counselor’s desk.1U.S. Army. MILPER Message 25-337 – Enlisted MOS In/Out Calls

Where to Find the Current Calls

HRC publishes the calls through MILPER (Military Personnel) messages and pushes the same data to RETAIN, the Army’s automated reenlistment and reclassification tool.2U.S. Army Human Resources Command. Each new message rescinds the last, so an older PDF has no authority. And here is the detail that catches soldiers: RETAIN is updated more frequently than MILPER messages, and when the two disagree, RETAIN controls.1U.S. Army. Some In Call entries also carry numbered restrictions that narrow eligibility further, such as opening the call only to non-promotable Specialists or only to promotable Sergeants. Exceptions That Bypass the Calls

The exceptions list is more generous than most soldiers assume. If you fall into one of these categories, the Y/N status of your current or target MOS does not stop the move.

  • Soldiers may request reclassification into CMF 18 (Special Forces), MOS 12P, 17C, 25D, 25E, 35L, 35P, 37F, 38R/W, 79S, and 89D regardless of In/Out call status for their current MOS.
  • Soldiers in any enlisted career management field may apply for service within the 75th Ranger Regiment without regard to In/Out calls.
  • Ranger-qualified soldiers at the rank of SGT (non-promotable) and below may request reclassification into MOS 11B regardless of In/Out calls.
  • Soldiers accepted for nominative or special management assignments, as determined by HRC, are exempt from listed Out Calls.
  • Soldiers authorized to reenlist for a selective retention bonus tied to an additional skill identifier or specific location are exempt from listed Out Calls.1U.S. Army. MILPER Message 25-337 – Enlisted MOS In/Out Calls

One less obvious path: if you are inside your reenlistment window and the MOS you want carries a Tier 3 or higher selective retention bonus, you can request reclassification through reenlistment even when the In/Out calls would otherwise block it.4Army Publishing Directorate. Voluntary Packet or Reenlistment Option

The calls tell you whether a move is possible. Your position in the reenlistment window tells you which mechanism to use.

If you are inside your reenlistment window as established by Army G-1, you cannot submit a voluntary reclassification request. Your only route to a new MOS at that point is through reenlistment itself, using a reenlistment option that includes reclassification. A matching Y/Y is necessary, not sufficient. Individual qualification standards apply on top.

ASVAB Line Scores

Every MOS has minimum Armed Services Vocational Aptitude Battery line scores, and the General Technical score blocks the most reclassification attempts. If yours falls short, the retest policy requires a one-month wait after the initial test, another one-month wait for a second retest, and a six-month wait for any additional attempts after that.6Official ASVAB. Physical Profile

Each MOS carries specific physical demands under PULHES, which scores Physical capacity, Upper extremities, Lower extremities, Hearing, Eyes, and Psychiatric fitness. Your current profile on DA Form 3349 must meet or exceed the target MOS’s standards. A permanent profile with a numerical designator of 3 or 4 in any factor sends the case to a Medical MOS Retention Board to decide whether you can perform the duties of the requested specialty.7United States Army. Security Clearance

Many MOS fields require a specific clearance level. If your target MOS demands a Secret or Top Secret clearance and you do not hold one, the packet does not move forward until the investigation is adjudicated. Investigations can take months, so start early.

Service Remaining Requirement

Reclassification training carries a Service Remaining Requirement (SRR), meaning you must have enough obligated service left after course completion to justify the training. It varies by MOS, and some specialties require 60 months of service after the course.8United States Army Acquisition Support Center. If You Have a Bonus for Your Current MOS

Selective retention bonuses are paid in exchange for continued service in a specific MOS. Voluntarily leaving that MOS can trigger recoupment of the unearned portion. The Secretary of the Army or a designee decides whether repayment applies when the service conditions in your written agreement are no longer being met, and then advises the Defense Finance and Accounting Service.10Military Compensation and Financial Readiness. Exceptions exist when repayment would be contrary to personnel policy objectives, against equity and good conscience, or contrary to the best interests of the United States, but senior leadership grants those, not your career counselor.10Military Compensation and Financial Readiness. What Happens If You Fail the New Course

Leaving your MOS is not reversible on demand. If you fail the training course for your new specialty, you do not return to your old career field automatically. HRC evaluates your qualifications and tries to place you in a shortage or balanced MOS. It will not put you into an overstrength one. If nothing fits, you can be reclassified to Special Reporting Code 09U, meaning unqualified in any MOS, and a soldier in 09U status faces separation within nine months.11The United States Army. Involuntary Reclassification Out of an Overstrength MOS

Sitting still in an overstrength specialty is not a neutral choice. Soldiers who do not volunteer to reclassify and do not reclassify through a reenlistment option can be reclassified by HRC based on the needs of the Army. HRC weighs the soldier’s record against others in the same MOS and grade, then issues one of several decisions: approval to reenlist in the current MOS, directed reclassification into a new MOS, approval of an extension, or denial of reenlistment.12U.S. Army. Once an involuntary decision comes down, you have seven calendar days from the approval date to act by extending or reenlisting. If your current MOS shows Out Call Y at your grade, that is the moment to start researching target specialties on your own terms. A voluntary packet gives you far more control over where you land than an HRC-directed move.
