Army COOL Program: Eligibility, Funding, and How to Apply

The Army COOL program, short for Credentialing Opportunities On-Line, is the Army’s Credentialing Assistance benefit that pays for industry-recognized certifications and licenses. It covers exam fees, training, and study materials up to $2,000 per fiscal year for eligible Soldiers across the Active Duty, Army National Guard, and U.S. Army Reserve. You can use it for a credential tied to your current military job or for one aimed at a civilian career after the Army. The program changed meaningfully in late 2025 and early 2026: the annual cap was cut in half, and most officers lost access.

Who Can Use Credentialing Assistance

Active Duty Soldiers become eligible once they finish Basic Combat Training.¹ Guard and Reserve Soldiers qualify when they are in an active drilling status. All coursework and exam prep must be done off duty.²

As of March 19, 2026, commissioned officers (O-1 through O-10) are no longer eligible. The single exception applies to officers who submitted a credentialing goal before that date and had not finished it; those officers may still request funding to complete that specific credential.³ Enlisted Soldiers and warrant officers of all ranks remain fully eligible.

You also have to be in good standing. A Soldier flagged under AR 600-8-2 cannot use the program until the flag is lifted. Common triggers include failing the Army Combat Fitness Test and noncompliance with the Army Body Composition Program, along with other administrative or disciplinary flags.⁴ Soldiers approved for voluntary separation, or notified of involuntary separation, are ineligible if they don’t have enough time left in service to finish the course or exam at least 30 days before their separation date.⁵

What the Program Pays For

Any credential listed on the Army COOL website is eligible. The listings split into two categories: MOS-related credentials that connect to your current military job, and non-MOS-related credentials that support a career goal outside your current role. When you build your goal in ArmyIgnitED, you’ll pick one or the other, and the choice matters later for promotion points.⁶

Covered costs include training (classroom, online, or hands-on), exam and test fees, recertification and maintenance fees, and study materials like textbooks and manuals.³ The Army pays the vendor directly. You should never pay out of pocket, because the program does not reimburse credentialing expenses after the fact.⁷

How Much Funding You Get

Under ALARACT 102/2025, the annual Credentialing Assistance cap dropped from $4,000 to $2,000 per fiscal year.¹ Tuition Assistance moved the other direction, rising from $4,000 to $4,500.⁸ The two benefits share a combined ceiling of $4,500 per fiscal year, so every CA dollar you spend reduces what’s left for TA and the reverse. There is no lifetime cap beyond the annual limit, which means Soldiers who plan credentialing across multiple years can accumulate real funding over a career.

How to Apply Through ArmyIgnitED

Every Credentialing Assistance request goes through the ArmyIgnitED portal. Requests do not route through your local Education Center. You have to submit at least 45 days before the course or exam start date, and no more than 90 days out from the day you submit.⁹ That 45-day floor is where most applicants get tripped up. Plan well ahead.

Before you submit, contact your vendor and get a written quote covering the exact cost of the exam, training, and any required books or materials. Ask the vendor to hold your seat without requiring payment, because you cannot start a course until the Army has paid the vendor.¹⁰

Inside ArmyIgnitED, the flow runs like this:⁶

Create a credentialing goal, choosing whether the credential is MOS-related or non-MOS-related, and pick the specific credential.
Apply for funding, review the user agreement, and enter your vendor, start and end dates, and the training, exam, or materials you need.
Submit the request. It routes to the Army Credentialing Assistance Program Office (ACAPO) for review.

After You Submit

ACAPO reviews requests for eligibility and accuracy. Most are processed no later than three days before the course or exam start date. If you haven’t heard back by then, open a helpdesk ticket through ArmyIgnitED, and watch your ArmyIgnitED messages during the review window in case ACAPO asks for more information.⁶

Once approved, the Army’s CA Central Billing Office pays the vendor directly. After the payment clears and receipts reconcile, you’ll get notification that you can begin. Starting a course before that notification makes you personally liable for the entire cost.¹⁰

Reporting Your Results

The vendor is responsible for uploading your grade into ArmyIgnitED within 30 days of the course or exam end date. If the vendor never receives or uploads your results, the responsibility falls to you.¹¹ Don’t assume it happened. Log in and check. If no proof of completion posts to your account, the Defense Finance and Accounting Service will start recoupment and deduct the cost from your pay.⁷

When You Have to Pay the Money Back

Recoupment is the part of the program that catches Soldiers off guard. If you use CA funds and don’t finish the credential, the Army pulls the money back through DFAS payroll deductions. You’ll owe the full cost of training, exams, books, materials, and fees in any of these situations:¹²

You fail the course or exam.
You withdraw or don’t complete a course for personal reasons.
You don’t show up for a course, or don’t sit for the exam in the timeframe you requested.
Your goal has multiple training requests, and you fail to submit each one within 365 days of passing the previous training.
You use CA for a prep course but don’t take the associated exam within 365 days. The course and all related materials get recouped.

You pick a payment plan in ArmyIgnitED and DFAS handles the deductions. Two recoupment actions in the same fiscal year, counting both TA and CA together, trigger a 12-month suspension from both programs.¹²

Recoupment Waivers

If you had to withdraw for reasons genuinely outside your control, you can request a waiver by submitting DA Form 7793 through ArmyIgnitED within 30 days of a “W” (withdrawal) grade being posted. Qualifying reasons include emergency leave, reassignment, illness, hospitalization, natural disasters, and unanticipated military missions.¹³ Your first commander in the chain of command with UCMJ authority has to endorse the waiver, and the form requires written justification with the specific dates you were unable to attend. Waivers apply only to “W” grades. A failing grade is not waivable.¹²

Withdrawing the Right Way

If you need to drop, do it through ArmyIgnitED by downloading and completing the CA Withdrawal form. Never arrange a withdrawal directly with the vendor. If you do, you become personally liable for whatever debt the vendor reports.⁵

Promotion Points for Credentials

For enlisted Soldiers competing for promotion to SGT or SSG, credentials earned through Army COOL convert to promotion points, with the value depending on how closely the credential relates to your job:¹⁴

MOS-enhancing credentials directly related to your primary MOS: 15 points each.
Professional development credentials, functional or cross-functional to military training and skills: 10 points each.
Personal credentials, nationally recognized certifications outside military skill areas: 5 points each.

The maximum across all credential types is 50 promotion points.

Tax Treatment

Credentialing Assistance counts as employer-provided educational assistance under federal tax law. Under 26 U.S.C. § 127, up to $5,250 per calendar year in educational assistance benefits is excluded from your gross income.¹⁵ With the CA cap at $2,000 per fiscal year, most Soldiers stay well under that threshold on CA alone. If you’re also using Tuition Assistance or other employer-provided education benefits in the same calendar year, the total across all programs counts toward the $5,250 limit, and amounts over it may be taxable unless another exclusion applies.¹⁶ The $5,250 limit is set to adjust for inflation starting with tax years after 2026.

No Added Service Obligation

The Army removed the Active Duty Service Obligation for Credentialing Assistance in October 2021. Any CA request submitted on or after October 13, 2021 carries no additional service commitment.⁵ Using the program will not extend your contract or push your ETS date. Beyond the completion and reporting requirements above, the benefit comes with no strings attached.
