Vapes are not illegal in Japan, but whether yours is legal depends on what’s in it. Devices and hardware are fine. Heated tobacco products like IQOS are sold in every convenience store. Nicotine e-liquid cannot be bought anywhere in the country, though you may bring a limited personal supply with you. THC and cannabis vape cartridges are treated as serious drug offenses and can put you in prison.
What Kind of Vape You Have Decides Everything
Japan sorts vaping products into three buckets, and the legal treatment of each is very different.
Heated tobacco products (IQOS, glo, Ploom) heat real tobacco leaves rather than burn them. They fall under the Tobacco Business Law and are regulated the same as cigarettes.1Tobacco Intelligence. Japan: Heated Tobacco Regulation, April 2025 Fully legal to buy, sell, and use.
Nicotine e-liquids are treated as pharmaceuticals. Japan’s Pharmaceutical and Medical Device Act classifies nicotine as a drug ingredient, so any nicotine-containing liquid needs drug approval before it can be sold. No product has ever received it.2Global State of Tobacco Harm Reduction. Smoking, Vaping, HTP, NRT and Snus in Japan You can possess and use nicotine e-liquid you brought in yourself. You cannot buy it inside Japan.
Non-nicotine e-liquids sit outside both tobacco law and pharmaceutical law. They’re sold openly in vape shops and some convenience stores.3Wiley Online Library. Awareness and Use of Electronic Cigarettes and Heat-Not-Burn Tobacco Products in Japan
Bringing Nicotine E-Liquid Into Japan
Personal import is the only legal route. Japan’s pharmaceutical rules let you bring in a one-month supply of a non-prescription drug without paperwork, which for nicotine e-liquid works out to 120ml per person.4Ministry of Health, Labour and Welfare. Information for Those Who Are Bringing Medicines for Personal Use
Disposable vapes count against this limit by their total liquid capacity, not the nicotine they contain. A handful of disposables can burn through the 120ml quickly, so do the math before you pack.
If you need more than 120ml, apply for an Import Confirmation certificate, commonly called Yakkan Shoumei, from the Ministry of Health, Labour and Welfare before you fly. Without it, customs officers can confiscate anything over the limit.4Ministry of Health, Labour and Welfare. Information for Those Who Are Bringing Medicines for Personal Use The application runs through the MHLW’s online portal and takes time to process, so don’t leave it to the week of your trip.
For a typical short vacation, 120ml is usually plenty. For a longer stay or a move, plan the paperwork in advance.
Tobacco Duty-Free, Separately
If you’re also carrying heated tobacco sticks or cigarettes, those come under a different allowance. The current duty-free limits on arrival are 200 cigarettes, 10 individual packages of heat-not-burn tobacco, 50 cigars, or 250 grams of other tobacco products, with a combined cap of 250 grams across categories.5Japan Customs. Duty-Free Allowance for Accompanied Personal Effects of Overseas Travelers Your 120ml nicotine e-liquid allowance is separate and doesn’t count against the tobacco limits.
What You Can Buy in Japan
Heated tobacco is everywhere. 7-Eleven, FamilyMart, Lawson, tobacco shops, electronics retailers all stock IQOS, glo, and Ploom devices and sticks. Restocking is easy.
Nicotine e-liquid is not sold in Japan, in any store, on any Japanese website, or in any vending machine. Police have seized inventory from retailers and arrested sellers.6Global State of Tobacco Harm Reduction. E-Cigarette Vaping in Japan
Devices, mods, tanks, coils, pods, and nicotine-free e-liquid are freely available in vape shops in major cities and online. Nothing stops you from buying a device in Japan and filling it with nicotine liquid you brought in yourself.
Where You’re Allowed to Vape
Japan’s revised Health Promotion Act, in full force since April 2020, bans indoor smoking in most facilities used by the public: restaurants, cafes, bars, offices, and public transit. Heated tobacco is covered by the ban alongside cigarettes.7Ministry of Health, Labour and Welfare. Outline of the Act on the Partial Revision of the Health Promotion Act
Some venues have enclosed smoking rooms that meet ventilation rules. A few keep separate rooms for heated tobacco where food and drink are allowed, while regular smoking rooms do not permit eating or drinking. Smaller, older establishments of 100 square meters or less run by small businesses can allow smoking throughout if they post signage at the entrance.7Ministry of Health, Labour and Welfare. Outline of the Act on the Partial Revision of the Health Promotion Act
Outdoor rules are set by each municipality. Many urban wards prohibit smoking on streets and in parks, and route users to designated smoking spots near stations and commercial buildings. Smoking while walking is banned in many Tokyo wards and can draw a fine of around 2,000 yen, though enforcement varies.
Hotels set their own policies. Most limit smoking to designated rooms or floors, and cleaning fees for violations are steep. Check before you vape in your room.
Cannabis and THC Vapes: Don’t
This is the part travelers most often get wrong. Japan has an absolute prohibition on cannabis, and Japan Customs explicitly lists “electrical cigarettes” among the cannabis products it seizes.8Japan Customs. Customs Warning Brochure
The penalties are not comparable to what you may be used to at home:
- Importing cannabis products: up to 7 years imprisonment, or up to 10 years plus a fine of up to 3 million yen if for profit.
- Possession: up to 5 years imprisonment, or up to 7 years plus a fine of up to 2 million yen if for profit.
Japan does not recognize medical cannabis exemptions. A THC cartridge that is legal where you bought it is a serious criminal offense the moment it enters Japan. CBD products sit in a gray zone, but any trace of THC can trigger prosecution. For a foreign national, a conviction will almost certainly bring deportation and a permanent ban on returning.8Japan Customs. Customs Warning Brochure Leave anything cannabis-derived at home.
Flying With Your Vape
Vape devices have lithium batteries, so aviation rules apply. They must go in your carry-on, never in checked luggage. Battery limits for carry-on:
- Under 100 Wh: no quantity limit.
- 100 to 160 Wh: up to two spare batteries.
- Over 160 Wh: prohibited.
Standard vape batteries sit well under 100 Wh in practice. Tape or case the terminals on spare batteries to prevent short circuits. From April 2026, Japan will require portable power banks to be kept in your personal bag under the seat or in the seat pocket rather than the overhead bin.9Gkomunika. Japan Bans the Use of Power Banks on Flights Starting April 2026 Do not use or charge your device in flight. Japanese carriers prohibit it, and crew will step in.
Age Restrictions
Japan’s Act Prohibiting Smoking by Minors sets the minimum age for tobacco products at 20. Selling to anyone under 20 carries a fine of up to 500,000 yen and applies to heated tobacco and its accessories.10Tobacco Control Laws. Act Prohibiting Smoking by Minors Non-nicotine e-liquid is not covered by that statute, though shops may set their own rules.
