Money orders are refundable as long as no one has cashed them yet. The issuer looks up the serial number, confirms the money order is still outstanding, and returns the face value minus a processing fee. Once the payee deposits or cashes it, the transaction is final and there is nothing left to refund. The steps, the fees, and the waiting time depend on who issued it: USPS, Western Union, or MoneyGram.
When You Can Get Your Money Back
Everything turns on whether the money order has cleared. If the serial number has not been presented for payment, you can recover the face value. If it has, the issuer has already done its job and the money is gone from its side of the ledger.
People usually ask for refunds because the money order was lost, stolen, or no longer needed. Speed matters in all three cases. A lost money order sitting in the open is a bearer-like instrument waiting to be cashed by whoever finds it.
One quirk for USPS customers: the Postal Service does not offer stop payments. You file an inquiry instead, and USPS checks whether the money order has been paid. A replacement will not be issued until at least 60 days after the original purchase date, and only if nobody has cashed it in that window.1USPS. Money Orders – The Basics

After escheatment, you have to file an unclaimed property claim with the state instead of going to the issuer. Don’t let an uncashed private-issuer money order sit indefinitely.
