AR 750-1 Materiel Maintenance Policy: PMCS, 10/20, and GCSS-Army

AR 750-1, the Army Materiel Maintenance Policy, is the regulation that tells every soldier, civilian, and contractor working on Army equipment what “maintained” means, who is responsible for getting it there, and how the work is organized. It was last revised on 2 February 2023 and reaches from a rifle in a squad arms room to a Black Hawk at a depot.1Aviation Assets. Who the Regulation Applies To

AR 750-1 binds the Active Component, the Army National Guard, and the U.S. Army Reserve. If you perform maintenance on Army equipment, supervise its use, or manage the supply chain that supports it, the regulation applies to you.1Aviation Assets. Contractors are covered too, because maintenance contracts typically incorporate these standards by reference; a vendor who ignores them risks losing the contract.

The single standard matters when equipment moves. A tactical vehicle transferring from an active duty motor pool to a Guard armory arrives in a condition both sides can verify against the same criteria. Without that, no receiving commander could trust what they were signing for.

Field Maintenance and Sustainment Maintenance

All repair work in the Army is organized into two levels, and knowing which level owns a job tells you where the equipment goes and how long you should expect to wait.1Aviation Assets. AR 750-1 Army Materiel Maintenance Policy

Field maintenance is on-system work. Your unit’s mechanics troubleshoot, swap components, and perform preventive services at the motor pool or in the field, then hand the item back to the operator. Field-level shops perform tasks coded C (crew), O (operator), and F (field) in the equipment’s technical manual. If your shop has the trained personnel, tools, and test equipment the TM calls for, the job stays with you.

Sustainment maintenance is off-system work. When a repair exceeds what the unit can do, the equipment is evacuated to a regional support activity or a national-level depot. Sustainment activities perform the full range of codes, including heavy (H), limited depot (L), and depot (D), and only Army Materiel Command-designated sustainment activities can perform that complete range.1Aviation Assets. Equipment leaving your shop for sustainment must be accompanied by a properly completed DA Form 2407 or 5988-E prepared under DA Pamphlet 750-8. AR 750-1 does not impose a single Army-wide turnaround deadline; each maintenance activity sets its own work production metrics. Reset is the exception: for equipment returning from overseas deployment, the supporting maintenance activity must complete all field-level Reset work within 180 days of the unit’s return date, defined as the point when 51 percent of the unit’s personnel are back in the continental United States.2U.S. Army Reserve. The 10/20 Standard

The “10/20 standard” refers to the two technical manual series that define what good condition looks like. TM XX-10 covers operator-level checks and TM XX-20 covers organizational or unit-level checks. Together they list every fault to look for and specify which faults make an item not fully mission capable.1Aviation Assets. AR 750-1 Army Materiel Maintenance Policy

Every piece of equipment falls into one of three readiness categories:

  • Fully Mission Capable (FMC). The item is safe and can perform all designated missions, with no faults in the “not FMC ready if” columns of the TM 10/20 PMCS tables.
  • Partially Mission Capable (PMC). The item can perform at least one but not all of its missions. PMC splits into PMC-Maintenance (work is needed) and PMC-Supply (parts are on order).
  • Not Mission Capable (NMC). The item cannot perform any of its missions. NMC also splits into NMC-Maintenance and NMC-Supply.

The maintenance versus supply split is deliberate. A vehicle sitting because a backordered part hasn’t arrived reports differently than a vehicle sitting because the work hasn’t been scheduled, and commanders are expected to address each cause with the right tool.1Aviation Assets. Operator PMCS Requirements

Preventive Maintenance Checks and Services is the backbone of the whole system. AR 750-1 calls operator and crew maintenance “the first and most critical operation” of the entire maintenance framework, and no amount of depot expertise fixes the problems caused by skipped operator checks.1Aviation Assets. Every equipment TM includes before-, during-, and after-operation checks. Commanders must ensure operator-level PMCS is performed on all assigned and hand-receipted equipment at least monthly, with all before, during, and after checks completed and verified by the operator’s supervisor.2U.S. Army Reserve.   • Tactical vehicles must be driven at least five miles or until the engine and transmission reach operating temperature, at speeds high enough to engage all transmission gears.
  • Generators and power equipment must operate at least one hour under an appropriate load.
  • Construction and combat vehicles must run long enough for the engine, transmission, and hydraulic systems to reach operating temperature.

PMCS must appear on the unit’s monthly training schedule, not squeezed into leftover time.2U.S. Army Reserve. That paperwork is how a fault travels from the operator who finds it to the mechanic who fixes it.

Commander Responsibilities

AR 750-1 places maintenance accountability squarely on commanders. They are required to “establish a command climate” that ensures assigned equipment meets the 10/20 standard, provide the resources, assign responsibility, and train soldiers to achieve it.1Aviation Assets. Commanders also carry specific prohibitions. They cannot allow equipment to be modified except through a valid Modification Work Order, and they cannot change serial numbers regardless of configuration changes. They must support environmental protection programs in their maintenance operations and use approved Army software for hazardous materials and waste management to stay compliant with federal, state, and local law.1Aviation Assets. Command Maintenance Discipline Program

The Command Maintenance Discipline Program is the built-in self-assessment tool. AR 750-1 describes the CMDP as “a commander’s program” oriented toward combat readiness and designed for day-to-day evaluation rather than an annual inspection.1Aviation Assets. Units are evaluated across a standardized checklist covering shop operations, Class IX supply, PMCS execution, tool management, the Army Oil Analysis Program, test and diagnostic equipment calibration, environmental and hazardous material management, weapons maintenance, and corrosion prevention. To receive a compliant rating, units must achieve 90 percent compliance on primary weapon systems and equipment and 80 percent on general materiel.3National Guard Bureau. Where the Work Is Recorded: GCSS-Army

The Global Combat Support System-Army is the SAP-based enterprise system the Army uses to manage maintenance, supply, and property accountability. If you work in a motor pool or maintenance shop, GCSS-Army is where you create work orders, requisition parts, track equipment status, and close completed repairs.4GCSS-Army. GCSS-Army Training

Core functions include creating work orders from existing notifications, setting system condition codes such as “in shop” or “awaiting NMC parts,” issuing received parts to open work orders, and completing orders with overall completion confirmations. The system also tracks stock availability and purchase requisitions.5U.S. Army. Financial Liability for Maintenance Neglect

When equipment is lost, damaged, or destroyed because someone failed to maintain it properly, the Army can hold that person financially liable through a Financial Liability Investigation of Property Loss under AR 735-5. This is where a maintenance failure becomes a personal problem, not just a readiness one.

Before anyone can be found liable, a Financial Liability Officer must establish all four of the following:

  • Duty of care. The individual had responsibility over the property.
  • Breach of duty. The individual failed to exercise that responsibility through simple negligence, gross negligence, or willful misconduct.
  • Proximate cause. The breach actually caused the loss, not just potentially contributed to it.
  • Loss to the government. There is a measurable loss, including loss of accountability.

Liability is capped. Under AR 735-5, most soldiers will not pay more than one month’s base pay, calculated at the time of the incident. Exceptions exist for accountable officers, individuals who lose public funds, soldiers who lose personal arms or equipment, and cases involving gross negligence or willful misconduct related to government quarters or furnishings.6Department of the Army. Rules That Modify the Baseline

The two-level system and 10/20 standard apply broadly, but several categories of equipment carry additional rules that reflect their specific risks.

Aviation

Aircraft maintenance follows the most demanding safety protocols in the inventory. Aviation personnel work under separate technical manuals, and airframe-specific corrosion washes must be performed at a minimum of every 30 days.

Medical Equipment

Medical devices require calibration and testing to precise tolerances before patient use. Work cannot be performed on a medical device unless all associated accessories needed to operate, test, and calibrate the unit are included with it.7U.S. Army Medical Logistics Command. Army Oil Analysis Program

AOAP uses laboratory analysis of lubricating oil samples to detect abnormal wear in engines, transmissions, gearboxes, and hydraulic systems before those components fail. Sampling must follow established intervals and should not vary more than 10 percent from the schedule, because the trending data that makes the program useful depends on consistent collection.8U.S. Department of Defense. Corrosion Prevention

Operator corrosion tasks include identifying and annotating corrosion during PMCS, applying approved corrosion-inhibiting compounds, and performing basic wash and paint procedures. Paint scratches, chips, or marring found during PMCS must be repaired at field level to prevent damage from spreading. Only approved corrosion prevention products are authorized.1Aviation Assets. Warranty Tracking

Equipment under warranty is maintained according to AR 700-139, but unit readiness takes priority over warranty procedures. If a warranty vendor does not respond within the specified timeframes, the maintenance activity contacts the acquiring command. If resolution is still too slow, the maintenance commander can authorize repair and settle the warranty claim later.1Aviation Assets. Hazardous Waste in the Shop

Maintenance produces hazardous waste, and commanders must comply with federal, state, and local environmental law. Uncontaminated used oil is managed as non-hazardous industrial waste in closed-top 55-gallon drums marked “Used Oil”; oil mixed with solvents, fuels, or antifreeze becomes hazardous waste and must be labeled with the specific contaminants. Used oil filters must be drained for 24 hours before crushing. Terne-plated filters are hazardous waste and must be turned in immediately. Satellite Accumulation Areas at the point of generation can hold a maximum of 55 gallons of hazardous waste total; once the limit is reached, the unit marks the date, notifies the installation’s hazardous waste program manager, and transfers the waste to controlled storage within 72 hours.9Fort George G.
