APO AE Military Address: Format, Customs, and Delivery Times

An APO AE address is a U.S. Postal Service routing code used to deliver mail to American military members, their families, and civilian personnel stationed in Europe, the Middle East, Africa, and Canada. The “AE” stands for Armed Forces Europe, and even though your package may end up in Germany, Kuwait, or Djibouti, USPS treats it as domestic mail and charges domestic postage the whole way.¹²

What the AE Region Covers

USPS splits overseas military mail into three regions, each with a two-letter code that sits where a state abbreviation normally goes. AE is Armed Forces Europe and covers Europe, the Middle East, Africa, and Canada. AP is Armed Forces Pacific, and AA is Armed Forces Americas. AE is the broadest of the three, reaching everything from U.S. bases in Germany and Italy to deployments in Kuwait and Navy ships in the Mediterranean.¹

Every location gets its own five-digit ZIP code. AE ZIP codes all start with “09,” and the third digit narrows down the country or sub-region. Codes starting with “095” route to Navy vessels in the Atlantic or Mediterranean, while “093” covers Iraq, Afghanistan, and the surrounding area.³

You may also see FPO (Fleet Post Office) for Navy, Marine Corps, and Coast Guard mail, including ships, and DPO (Diplomatic Post Office) for State Department staff at embassies. From a sender’s side, all three are formatted and paid for identically.⁴

How to Write the Address

Format is the single biggest factor in whether your package arrives on time. A correctly written APO AE address looks like this:

Line one is the recipient’s full name. Rank is optional but recommended by the Department of Defense. Line two is the unit number, PSC (Postal Service Center), or CMR (Community Mail Room) with the assigned box number. Line three is “APO AE” plus the five-digit ZIP.⁵

Do not write the city or country anywhere on the package. Adding “Ramstein, Germany” or “Baghdad, Iraq” can push the parcel into the host country’s postal system, where it may sit in customs, get returned, or disappear. Leave that information off completely.⁵

Postage and Who Delivers

Because USPS classifies APO/FPO/DPO mail as domestic, you pay domestic postage rather than international rates. The savings grow with the weight of the package.⁶

Priority Mail flat rate boxes are the standard choice for care packages. As of January 2026, retail prices are $12.65 for the small box, $22.95 for the medium, and $31.50 for the large. The large flat rate box carries an extra discount when it is going to an APO/FPO/DPO address, dropping to $30.15 at retail (a $1.35 saving) and $27.40 at commercial pricing.⁷

USPS is the only carrier that reaches these addresses. UPS, FedEx, and other private carriers cannot deliver to military post offices, so don’t try to route a shipment through them.

Customs Forms and What You Can’t Send

Domestic postage does not mean no customs. Packages to APO AE addresses cross international borders, so a customs declaration is required. Depending on the mail class and contents, you’ll use PS Form 2976-A or PS Form 2976-B. Priority Mail Express to APO/FPO/DPO always requires PS Form 2976-B.⁸ List every item with quantity, value, and category. Vague entries like “stuff” or “miscellaneous” cause delays and can trigger a return.

Restrictions vary by destination ZIP, but several categories are broadly prohibited across AE:

All alcoholic beverages and materials used to produce them, including hops and distilling equipment
Tobacco products, including cigarettes, cigars, chewing tobacco, snuff, e-cigarettes, and nicotine liquids
Radio transceivers, cordless and cellular phones, GPS devices, scanners, and handheld transmitters
Loose lithium batteries not installed in a device
Hazardous materials, including flammable items, hand sanitizer shipped by air, and liquid mercury
Obscene materials

USPS publishes destination-specific restriction codes in the Postal Bulletin, and they change from time to time. Check the current list before packing anything unusual.⁹

Lithium Batteries and Electronics

Sending electronics is where most senders run into trouble. Lithium batteries can go to APO/FPO/DPO addresses only when they are properly installed in the device they power. Loose batteries, batteries packed next to but not inside a device, and replacement battery packs shipped on their own are all prohibited.¹⁰

Even installed, there are ceilings. Each shipment can contain no more than four lithium-ion cells or two lithium-ion batteries. Each cell is limited to 20 watt-hours and each battery to 100 watt-hours. The device has to be cushioned inside rigid outer packaging strong enough for normal handling. Used, damaged, or defective electronics with lithium batteries are also prohibited. Only new or manufacturer-certified refurbished devices qualify.¹⁰

Delivery Times and Tracking

Transit time depends on the ZIP range and the service you pick:

Priority Mail to Europe and Atlantic destinations (ZIPs 090–092, 094–099): 7 to 9 days
Priority Mail to Iraq, Afghanistan, and the Middle East (ZIPs starting with 093): 7 to 13 days
USPS Ground Advantage to Europe and Atlantic destinations: 30 to 45 days
USPS Ground Advantage to Iraq, Afghanistan, and the Middle East: 20 to 24 days

Ground Advantage shipments can travel by ship for part of the trip, which is why the Europe window is so wide.¹¹

Tracking works normally while the parcel is inside the USPS domestic network. Once it hands off to the Military Postal Service, electronic status updates stop appearing on USPS.com. You’ll see it reach a gateway facility and then go quiet. A manual record of delivery may be available on request for some services, but real-time tracking to the recipient does not exist for APO mail.¹²

Insurance, Claims, and Extra Services

Priority Mail and USPS Ground Advantage both include up to $100 of insurance in the base price. You can buy additional coverage up to $5,000 for standard insured mail, or up to $50,000 through Registered Mail at a Post Office.¹³

If a package is lost or arrives damaged, you have 60 days from the mailing date to file a claim. File right away for damage so the packaging can be preserved as evidence. A few extra services behave differently for military addresses: Signature Confirmation has limited availability, Electronic Return Receipts are not offered, and Collect on Delivery is not available at all for APO/FPO/DPO.¹³

Size and Weight Limits

Packages to APO AE follow standard domestic maximums: 70 pounds and 108 inches in combined length and girth. To measure combined length and girth, take the longest side, then wrap a tape measure around the thickest part of the package, and add the two numbers.¹⁴ Some overseas locations set tighter limits than the USPS default, so review the country-specific restrictions in the International Mail Manual before you ship anything oversized.¹⁵

After a Permanent Change of Station

Mail does not automatically follow a service member who receives PCS orders. The member or their military postal activity has to submit a change of address through the Automated Military Postal System. General delivery at the new duty location is authorized for personnel on PCS orders, but anyone moving off base or into military housing has to give the local mail facility a permanent mailing address within 45 days of checking in. After that window, undeliverable mail is returned to sender.

Periodicals and subscriptions get endorsements from military postal clerks asking senders to update the address, but that process is slow. The practical move is to update subscriptions and notify regular correspondents before the move, rather than relying on forwarding to catch everything.¹⁶
