Amtrak Government Discount for Federal and State Employees

The Amtrak government discount is a reduced fare available to federal and certain state government employees traveling on official business, and how you book it depends entirely on which program you fall under. Federal employees have to reserve through an agency-approved travel management system rather than Amtrak.com. Several states, including New York, Illinois, and North Carolina, run their own separate agreements with different rates, routes, and booking channels.

How Federal Employees Book the Discount

The Federal Government Discount Program is limited to duty travel. It does not extend to personal trips. The General Services Administration oversees the guidelines and directs agencies on how to use it.1U.S. General Services Administration. Rail Travel

To get the federal rate, you have to book through your agency’s authorized travel management system. GSA identifies three approved channels: CWT’s E2 Solutions, SAP Concur’s ConcurGov, and an agency’s designated Travel Management Company. A reservation made on Amtrak.com will not qualify for the government rate.1U.S. General Services Administration. Carry official identification for the trip: an agency ID, building pass, or travel orders will satisfy the requirement.2Government Attic. Amtrak Government Rates Arrow Index

Federal government fares booked through approved channels are fully refundable as long as you cancel before the train departs. Miss the train or fail to cancel in time and the fare is forfeited. Cancellations don’t have to go back through the travel system; you can handle them on Amtrak.com, in the Amtrak mobile app, by calling 1-800-USA-RAIL, or at a station.1U.S. General Services Administration. When You Can Take the Train Instead of Flying

Federal travel rules generally require employees to use the most cost-advantageous mode of common carrier transportation. Under 41 CFR ยง 301-10.111, an agency may authorize a non-contract airfare when “cost effective rail transportation is available and is consistent with mission requirements,” which is the provision that lets you take the train instead of the plane when rail makes more sense.3eCFR. The factors weighed include total cost to the government (per diem, lost work time, and transportation expenses), travel duration and urgency, total distance, and the number of travelers.4Department of Veterans Affairs. Chapter 03 – Transportation Expenses You are generally required to travel in coach, which the Federal Travel Regulation defines as the lowest class of fare offered by common carriers. An agency may authorize sleeping accommodations on an overnight run, or an extra-fare train, when doing so is more advantageous to the government or required for security reasons.3eCFR. State Employee Programs

Several states have negotiated their own Amtrak agreements for state employees on official business. The terms differ significantly from the federal program and from each other.

New York State

New York State employees traveling on official business ride Amtrak between Albany/Rensselaer or Hudson stations and New York City’s Penn Station at a capped fare of $68 one way.5New York State Office of General Services. You can buy the ticket at an Amtrak station by presenting official New York State ID, or through the state’s authorized travel agency (which charges a processing fee). Without the state ID, you’ll pay full fare on board. Cancel 15 or more days out for a full refund; a cancellation within 14 days carries a 25% fee; a no-show forfeits the fare.5New York State Office of General Services. Illinois

State of Illinois employees pay flat rates on several corridors, weekdays only. Chicago to Springfield is $24 one way in coach. Other one-way fares from Chicago:6Illinois Department of Central Management Services. Travel – Amtrak

Weekend travelers have to use the most economical publicly available fare. You cannot book on Amtrak.com or at a quick-track machine. Call 800-USA-RAIL or book with a station agent, and request the “State of Illinois Official Government Travel Fare” with fare plan code ZOGI. North Carolina

North Carolina state employees get 15% off the regular adult rail fare on the Carolinian and Piedmont trains within the state.8Amtrak. State Employee Discount The discount is for coach seats only, cannot be combined with other discounts or Amtrak Guest Rewards bookings, and has blackout dates throughout the year. Missouri and the University of California

Missouri runs its state discount through a passenger type code (“MG”) rather than a fare plan code, and it applies only to intrastate travel. The University of California has negotiated rates for faculty and staff on the Pacific Surfliner, San Joaquins, and Capitol Corridor routes, accessible through the UC travel portal.10University of California Office of the President. Military Discount Is a Separate Program

Amtrak’s military discount is not part of the government program and does not require official-business travel. Active-duty service members, veterans, military spouses, and military dependents get 10% off regular adult or child coach fares nationwide, booked directly on Amtrak by selecting the appropriate military status from the passenger dropdown.11Amtrak. Eligible branches include the Army, Navy, Air Force, Marine Corps, Coast Guard, NOAA Corps, U.S. Public Health Service, and U.S. Merchant Marine. The 10% is not valid for sleeping accommodations, certain Amtrak Connection services, or the Canadian portion of routes operated jointly with VIA Rail Canada, and it cannot be combined with any other discount. What the Discount Won’t Do

Every one of these programs requires the traveler to be on official government business. None can be used for personal travel, and none can be stacked with other Amtrak promotions or discount programs. The booking channel matters as much as eligibility: federal employees who reserve on Amtrak.com will not receive the federal rate, Illinois employees who try the same will not get the state flat fare, and a New York traveler without a state ID at the station will pay full price on board.
