FEMA Corps pay and benefits center on a modest living allowance of roughly $91 per week, free housing and meals during your 10-month term, limited health coverage, and a Segal AmeriCorps Education Award worth $7,395 if you complete your full service commitment. It is not a job in the salary sense. It is a stipended national service term aimed at 18-to-24-year-olds, with the real financial value backloaded into the education award and a few smaller benefits attached to student loans and taxes.
Before going further: AmeriCorps has faced significant operational uncertainty since early 2025 due to federal workforce reductions, so confirm current program availability on the AmeriCorps website before you plan around any of this.
The Weekly Living Allowance
FEMA Corps members receive a living allowance of approximately $91 per week, paid biweekly. That works out to about $181 per pay period before taxes.1AmeriCorps. What Is the Living Allowance for NCCC Members Federal income tax, Social Security, and state income tax based on your campus location are all withheld from that amount.
Think of the allowance as spending money for personal expenses, not income to live on. The program is designed so that your fixed costs are already handled, and the stipend covers the extras: a phone bill, toiletries, laundry, coffee, the occasional weekend out. If you have rent or a car payment waiting for you back home, $91 a week will not stretch to cover it.
Housing, Meals, and Travel
Housing, meals, and program-related transportation are provided at no cost. Between deployments, you live on your assigned NCCC campus. When your team is deployed to a disaster site, accommodations shift based on what’s available: FEMA facilities, hotels, or group housing near the affected area. You do not choose your campus or your deployment locations, and the travel is constant.
Health Coverage and Its Gaps
Members receive health benefits during the service term, but the coverage is narrower than employer insurance and it catches people off guard. The AmeriCorps health plan does not cover routine physicals, dental exams, or eye exams. It also does not cover medical costs related to pre-existing conditions, meaning any illness diagnosed or treated before you entered the program. The one carve-out: prescription medications for pre-existing conditions are covered.2AmeriCorps. What Type of Coverage Does the Health Benefit Provide
Practically, that means handling your dental cleaning and eye exam before you start, and understanding that any chronic condition you bring with you will not be covered beyond prescriptions. Some members keep a parent’s plan or marketplace coverage running alongside the AmeriCorps benefit to fill the gaps.
The Segal AmeriCorps Education Award
The largest financial benefit is the Segal AmeriCorps Education Award, currently valued at $7,395 for a full-time term. The amount is tied to the maximum Pell Grant for the corresponding award year, so it can change annually. You earn the full award only after completing your entire term, which requires at least 1,700 hours of service.3Office of the Law Revision Counsel. 42 USC 12593 – Terms of Service
The award is flexible in how you use it:
- Tuition and educational expenses at any Title IV-eligible college, university, or trade school.
- Repayment of qualified federal student loans, including Direct Loans and FFEL loans. Parent PLUS loans do not qualify.
- Approved training programs, including school-to-work programs and education or apprenticeship programs approved by the Department of Veterans Affairs.4Office of the Law Revision Counsel. 42 USC 12604 – Disbursement of Educational Awards
Expiration and the Lifetime Cap
You have seven years from the date you complete service to use the award, with extensions possible only in limited circumstances.5AmeriCorps. How Long Do I Have to Use My Segal AmeriCorps Education Award Mark the expiration date somewhere you won’t lose it. If you don’t have immediate education plans, it’s easy to forget the clock is running.
There’s also a lifetime cap. Across all AmeriCorps terms of service combined, you can earn up to the aggregate value of two full-time education awards.6eCFR. 45 CFR 2522.235 – Limit on Number of Terms One FEMA Corps term plus one later AmeriCorps program can produce a second award. That is the ceiling.
Student Loan Forbearance and Interest Payment
If you carry federal student loans, you can request forbearance for the duration of your service term. Your loan servicer pauses your required payments while you serve. AmeriCorps does not grant the forbearance directly, so you submit the request to your servicer yourself.7AmeriCorps. Forbearance Overview
Interest still accrues during forbearance. The benefit that makes this genuinely worth doing: if you complete your term and earn the education award, the National Service Trust pays that accrued interest on top of the $7,395. If you leave the program without earning the award, the accumulated interest is yours to pay.
Taxes on the Award
The Segal Education Award is taxable income in the year it is disbursed, not the year you earn it. When you use part or all of the award to pay tuition or repay loans, AmeriCorps reports the payment to the IRS. Disbursements totaling $600 or more in a tax year generate a Form 1099-MISC, with the amount shown in Box 3 as other income. You report it on Schedule 1, line 8i of your Form 1040.8Internal Revenue Service. 1099 MISC, Independent Contractors, and Self-Employed 5
On a full $7,395 award, that can mean roughly $1,100 to $1,600 in federal income tax depending on your bracket. The bill arrives the April after disbursement. Using the award to pay off student loans doesn’t change the tax outcome; the payment still counts as taxable income to you. One common approach is splitting the award across two tax years so the amount hitting either return is smaller. State tax treatment varies, so check your state’s rules before filing.
What You Keep If You Leave Early
How you exit determines whether you walk away with anything.
- Compelling personal circumstances: a serious medical issue, family emergency, or military spouse relocation. If you’ve completed at least 15 percent of your required hours, the program can certify a partial education award proportional to the hours you served. You may also be allowed to suspend service for up to two years and return to finish.3Office of the Law Revision Counsel. 42 USC 12593 – Terms of Service
- Released for cause: dismissal for misconduct, a positive drug test, or failing program standards forfeits the education award entirely.
- Voluntary quit: walking away because you changed your mind generally means no award, treated similarly to a release for cause in financial terms.
The 15 percent threshold is lower than many people expect. On a 1,700-hour term, it’s about 255 hours, or roughly six to eight weeks. If you’re struggling but haven’t hit that mark, pushing to it preserves at least some portion of the award.
Who Qualifies for These Benefits
None of the pay or benefits above are available to applicants who fall outside the program’s eligibility rules. You must be 18 to 24 at the start of your service term (Team Leader positions have no upper age limit but sit on a separate track),9AmeriCorps.
