If your amended return is completed but no check has arrived, one of two things has happened: the paper check was mailed and went astray, or something diverted the money before it reached you — most often a Treasury offset, an identity verification hold, or an outdated address on file. The fix depends on which. Start by confirming with the IRS that a check was actually issued and when, then, if it was, file Form 3911 to open a refund trace.
What “Completed” Actually Means
In the “Where’s My Amended Return?” tool, “Completed” means the IRS has finished processing your Form 1040-X and that all related information will be sent to you by mail.1Internal Revenue Service. Amended Return Frequently Asked Questions It does not promise the refund you expected. The adjustment could have produced a smaller refund, no refund, or a balance due, and the mailed notice is what spells out the actual outcome.
Before assuming the check is lost, make sure one was issued and find out the date it was sent. The dedicated amended return line is 866-464-2050.2Internal Revenue Service. Topic No. 308 – Amended Returns The IRS asks that you call only if it has been more than 16 weeks since you filed, or if the tracking tool specifically tells you to call.3Internal Revenue Service. Let Us Help You Remember too that paper-filed amended returns always produce a paper check; there is no direct deposit option for them.1Internal Revenue Service. Amended Return Frequently Asked Questions That is the single biggest reason people end up in the “completed but no check” situation.
Wait the Required Period Before Tracing
You cannot start a trace the moment the check feels late. The IRS requires you to wait at least four weeks from the mailing date before initiating one. If you have a foreign address, the waiting period is nine weeks.4Internal Revenue Service. 21.4.2 Refund Trace and Limited Payability Call the amended return line first to confirm the mailing date, then count from there.
File Form 3911 to Start a Refund Trace
Form 3911, Taxpayer Statement Regarding Refund, is how you ask the IRS to investigate a missing check.5Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund Filing it triggers an investigation with the Bureau of the Fiscal Service, which determines whether the check was cashed.
If the check was not cashed, the original is canceled and a replacement is issued, typically within about six weeks (nine for foreign addresses). If the trace shows the check was cashed by someone else, the Bureau sends a claim package with a copy of the cashed check so you can submit a forgery affidavit. If more than six weeks pass after you file Form 3911 without resolution, the case is escalated to the IRS Refund Inquiry Unit, which should respond within 30 days.4Internal Revenue Service. 21.4.2 Refund Trace and Limited Payability
Update Your Address First If You Moved
A replacement check will be mailed to the same address the first one went to unless you update your records. File Form 8822, Change of Address, with the IRS; address changes take four to six weeks to process.6Internal Revenue Service. Change of Address – Form 8822 If your last return was filed jointly, your spouse must also sign unless you are establishing a separate residence. Send Form 8822 to the IRS service center listed on the form for your old address, and do not attach it to a tax return.
Reasons the Check Never Came Even Though Status Says Completed
Treasury Offset Program
Your refund can be reduced or taken entirely to pay certain debts through the Treasury Offset Program. The Bureau of the Fiscal Service can intercept it for past-due child support, federal non-tax debts, state income tax, and certain state unemployment compensation debts.7Internal Revenue Service. Reduced Refund When this happens, the Bureau sends a Notice of Offset showing the original refund amount and how much was taken. The amended return tracker will still read “Completed.” If you believe the debt is not yours or has already been paid, your dispute is with the agency that referred the debt, not with the IRS.
Identity Verification Hold
If the amended return triggers IRS fraud detection, processing stops until you verify your identity. The IRS mails a letter, commonly Letter 5071C, with instructions for verifying online, by phone, or in person. No refund will be issued until you respond. If you never received the letter or cannot find it, check your IRS online account for pending verification requests, or call the Taxpayer Protection Program line at 800-830-5084.8Taxpayer Advocate Service. Errors on the Return Itself
A missing signature, a math error, or a missing required schedule can route your return to an error resolution unit. The IRS usually sends a notice explaining what is needed, and the notice-and-response cycle adds weeks or months. If you have not received anything but suspect this is the issue, check your IRS online account for notices.
Complex Returns
Amended returns involving business income, net operating loss carrybacks, or injured spouse allocations (Form 8379) can take longer than the standard window and may not show detailed updates in the tracker. An injured spouse claim filed on paper with a joint return takes about 14 weeks, or 11 weeks if filed electronically.9Internal Revenue Service. Instructions for Form 8379 – Injured Spouse Allocation
Interest the IRS Owes on a Late Refund
If the IRS does not issue your refund within 45 days of receiving your amended return, interest accrues from the date you filed the claim.10GovInfo. 26 USC 6611 – Interest on Overpayments You do not need to ask for it; the IRS calculates and adds it automatically. The rate adjusts quarterly. For the second quarter of 2026, the rate on individual overpayments is 6 percent, compounded daily.11Internal Revenue Service. Quarterly Interest Rates On a $3,000 refund delayed six months, that is roughly $90. No separate notice explains the extra; it simply appears as a slightly larger check than expected.
When to Contact the Taxpayer Advocate Service
If you have waited past 16 weeks, called the amended return line, filed a trace, and still cannot get resolution, the Taxpayer Advocate Service may be able to intervene. TAS is an independent organization within the IRS that helps taxpayers stuck in the system.
You generally qualify for TAS assistance if you are experiencing financial hardship because of the delay — unable to pay rent, utilities, or other basic expenses — or if the IRS has failed to resolve your issue within 30 days or by a promised date.12Taxpayer Advocate Service. Can TAS Help Me With My Tax Issue Frustration alone is not enough; you need a concrete hardship or a systemic failure. If the missing refund puts your housing, necessities, or credit at risk, document that when you contact TAS.
Check Your State Return Too
A federal change often affects state tax liability, and most states require you to file an amended state return when your federal return changes.2Internal Revenue Service. Topic No. 308 – Amended Returns Deadlines vary — some states give as little as 60 days from the date of the federal change, others up to 180 days. Contact your state revenue department. Failing to report a federal change can trigger state penalties and interest later, even if the amendment produces no additional state tax.
