Alternative LVN Licensure: Bedside Hours, Military, and Schooling

You can become a Licensed Vocational Nurse in California without going to nursing school by qualifying under Business and Professions Code Section 2873, which lets the Board of Vocational Nursing and Psychiatric Technicians (BVNPT) license applicants whose paid work, military medical service, or partial nursing education is equivalent to what a state-approved vocational nursing program would provide.1California Legislative Information. California Code Business and Professions Code 2873 – Vocational Nursing Three routes are available, and every one of them still ends at the NCLEX-PN.

Qualifying Through Paid Bedside Experience

The most common route requires at least 51 months of paid, full-time bedside nursing experience in a general acute care facility approved by the Board. That experience has to cover specific clinical areas:

  • At least 48 months of medical-surgical nursing, with a minimum of 40 months in an acute care facility
  • At least 6 weeks of maternity or genitourinary nursing
  • At least 6 weeks of pediatric nursing

Up to eight months of the medical-surgical requirement can come from settings outside acute care, including psychiatric nursing, hemodialysis, emergency room, geriatric nursing, outpatient clinics, and other specialties the Board recognizes as substitutes.2Board of Vocational Nursing and Psychiatric Technicians. Method 3 – Qualification Based on Equivalent Education and/or Experience

Recency matters. All experience must fall within the ten years before your application date, and at least half of it must have occurred within the past five years. Someone with 51 months of qualifying work that ended eight years ago would need to return to clinical practice before applying.3Board of Vocational Nursing and Psychiatric Technicians. Summary of Requirements for Licensure as a Vocational Nurse

This route is often used by Certified Nursing Assistants, Medical Assistants, and other healthcare workers who have logged years of direct patient care in hospitals. The Board evaluates whether the duties you actually performed match what a vocational nursing student would do during clinical rotations.

The Pharmacology Course

On top of the 51 months of work, you must complete a pharmacology course of at least 54 theory hours covering four content areas: commonly used drugs and their actions, dosage computation, medication preparation, and principles of administration.2Board of Vocational Nursing and Psychiatric Technicians. Method 3 – Qualification Based on Equivalent Education and/or Experience

The Board does not maintain a list of approved pharmacology providers and does not endorse any particular course. You are responsible for confirming that the course covers all four areas and for submitting documentation showing the theory hours and a course description. If you previously started a vocational nursing, psychiatric technician, or registered nursing program without finishing, you can ask that school to send documentation of at least 54 pharmacology hours from your prior coursework. Only actual pharmacology hours count; general classes that touched on drugs will not receive credit.

Qualifying Through Military Medical Service

Veterans and active-duty service members who worked in military medical roles can qualify through what the BVNPT calls Method 4. You need 12 months of inpatient bedside patient care in a military hospital, verified through your performance evaluations. Shipboard nursing and shipboard sick call also count. Field medicine, triage, battalion aid stations, operating room work, emergency transport, and land-based sick call do not. Up to 8 months of hospital emergency room experience can count toward the 12-month total.4Board of Vocational Nursing and Psychiatric Technicians. FAQ – Licensure of Military Members and Spouses

You must also have completed the basic nursing course required by your branch. The Board recognizes:

  • Navy Hospital Corpsman Basic or General Duty Hospital Corpsman Course
  • Army Health Care Specialist Course (68W)
  • Air Force Aerospace Medical Service Apprentice Phase I and II
  • Coast Guard Health Service Technician (16-week course)

One important boundary: the Army Practical Nurse Course (MOS 68C) is not treated as military equivalency. Because 68C is an accredited school program through the Texas Board of Nursing, holders apply as graduates of an out-of-state practical nursing program instead.4Board of Vocational Nursing and Psychiatric Technicians. FAQ – Licensure of Military Members and Spouses

Military applicants submit a DD-214 showing completion of the branch’s basic nursing course, proof of honorable service or a general discharge under honorable conditions, and military service evaluations showing dates, wards assigned, and duties performed for each assignment. All required experience must have been completed on active duty; a combination of military and civilian experience is not allowed for this pathway.5Legal Information Institute. California Code of Regulations Title 16 2516.5 – Eligibility for Licensure – Military

Qualifying Through Partial Nursing Education

If you started but did not finish a registered nursing, vocational nursing, or psychiatric technician program, your completed coursework may count. The Board reviews your transcripts to determine whether your education covers the same ground as a full vocational nursing curriculum, with attention to medical-surgical nursing, maternity care, and pediatric nursing. Each discipline must include both classroom theory hours and supervised clinical rotations, and your school must send official transcripts directly to the Board showing theory hours, clinical hours, and grades for each course.3Board of Vocational Nursing and Psychiatric Technicians. Summary of Requirements for Licensure as a Vocational Nurse

Gaps in your prior education may need to be filled with additional coursework. Someone who completed most of a registered nursing program but never did a pediatric rotation, for example, would need to satisfy that requirement before becoming eligible.

Partial education can also be combined with paid bedside experience. The Board may grant credit for qualifying coursework in place of some of the 51-month work requirement under Method 3.2Board of Vocational Nursing and Psychiatric Technicians. Method 3 – Qualification Based on Equivalent Education and/or Experience

Fingerprints and Criminal History

Every applicant, whatever the route, must submit fingerprints for a criminal history record check. If you live in or near California, you’ll use the Live Scan electronic fingerprinting system. Fees and hours vary by scanning location, so contact the site before going. Your prints stay on file with the California Department of Justice, which reports any future convictions to the Board on an ongoing basis.6Board of Vocational Nursing and Psychiatric Technicians. Fingerprint Information

A criminal record does not automatically disqualify you. The Board evaluates offenses case by case, weighing the seriousness of the crime, how long ago it occurred, its relationship to nursing duties, and evidence of rehabilitation. Offenses involving sexual predation, violence against vulnerable adults or children, and substance abuse draw the closest scrutiny. Disclose your history fully; inconsistencies between your application and the background check create their own problems.

Documenting Work Experience

Incomplete paperwork is where most alternative-pathway applications stall. For the paid experience route, your employer must complete the Board’s Employment Verification form documenting specific dates of employment, hours worked in each clinical area, and the duties you performed. The employer mails this form directly to the Board in an official business envelope; you cannot hand-deliver it. If you worked for multiple employers across the 51 months, each one must submit a separate verification.2Board of Vocational Nursing and Psychiatric Technicians. Method 3 – Qualification Based on Equivalent Education and/or Experience

Track down former supervisors early. Hospitals merge, close, and change ownership, and obtaining a signed verification from a facility that no longer exists under its old name is one of the more common delays.

Submitting the Application

You can apply through the BVNPT BreEZe online portal or by mailing a paper application. The initial application fee is $300.7Board of Vocational Nursing and Psychiatric Technicians. Fee Schedule

Processing time is the reality check. Standard applications from school graduates take four to six weeks, but equivalency applications currently take approximately 26 weeks. That is roughly six months of waiting before you find out whether you’re even eligible to sit for the exam.8Board of Vocational Nursing and Psychiatric Technicians. Processing Times

If the Board denies your application, you can appeal by requesting an administrative hearing before an Administrative Law Judge. The Board is represented by an attorney from the Office of the Attorney General, and the burden falls on you to demonstrate your qualifications and, where relevant, your rehabilitation. You may hire an attorney or represent yourself.9Board of Vocational Nursing and Psychiatric Technicians. Enforcement FAQ

Passing the NCLEX-PN

Once the Board approves your application, you’ll receive an Authorization to Test and can schedule the NCLEX-PN, the national licensing exam for practical and vocational nurses. Pearson VUE administers the test, you register through the NCLEX candidate website, and the registration fee is $200.10National Council of State Boards of Nursing (NCSBN). 2026 NCLEX Examination Candidate Bulletin

The exam uses computerized adaptive testing, so question difficulty adjusts to your answers. You’ll face between 85 and 150 questions within a five-hour time limit that includes all breaks.11National Council of State Boards of Nursing (NCSBN). How Long Is the NCLEX

If you don’t pass, you must wait at least 45 days before retesting. You’ll notify the BVNPT of your intent to retake, confirm any additional fees or materials, and then reregister with Pearson VUE for a new authorization. The registration fee is nonrefundable regardless of outcome.12National Council of State Boards of Nursing (NCSBN). What Is the Process to Retake the NCLEX

After passing, you’ll pay the Board for your official license before you can begin practicing.

Keeping the License Active

A California LVN license renews every two years at a cost of $305. Starting after your first renewal, you must complete 30 hours of continuing education during each two-year cycle. New licensees are exempt from CE during their first renewal period, but the 30-hour rule applies to every cycle after that. Courses must come from a Board-recognized provider, and you should keep certificates of completion because the Board may audit at any renewal.13Board of Vocational Nursing and Psychiatric Technicians. Missing your renewal deadline triggers a delinquency fee on top of the standard renewal cost, and depending on how long the license has been expired, reactivation may carry additional requirements.7Board of Vocational Nursing and Psychiatric Technicians. Fee Schedule
