An airport movement area is the part of an airport where aircraft actively taxi, take off, and land. Federal regulation defines it as the runways, taxiways, and other surfaces used for those purposes, and it specifically excludes loading ramps and aircraft parking areas.1eCFR. 14 CFR 139.5 – Definitions At a towered airport, it is also the zone the control tower designates for positive control of aircraft, vehicles, and personnel.2Federal Aviation Administration. Airport Design (AC 150/5300-13B) That last piece is what makes it different from every other paved surface at an airport: a controller is watching and directing everything inside it.
What Counts as the Movement Area
The regulatory language draws a bright line. If an aircraft is rolling under its own power or being towed toward a runway, it is in the movement area. If it is parked at a gate, sitting on a loading ramp, or being fueled, it is not.
Non-movement zones include gate aprons, cargo aprons, de-icing pads, fuel facilities, and maintenance areas. The pavement often looks identical, but the authority over it is different. Non-movement areas are typically managed by airline ramp personnel or airport operations staff. Movement areas are managed by air traffic control.
The definition does not list every excluded surface by name, but the principle holds: if the space is designed for aircraft to sit rather than to transit, it sits outside the movement area.
How the Boundary Is Marked
The physical line between the two zones is painted on the pavement. The nonmovement area boundary marking is two parallel yellow lines, each six inches wide. One is solid and one is dashed.3Federal Aviation Administration. Aeronautical Information Manual – Airport Marking Aids and Signs The dashed line faces the movement area, and the solid line faces the non-movement side. Crossing from the solid side toward the dashed side means entering the controlled zone, and authorization is required to keep going.
These markings appear at the edges of terminal ramps, maintenance areas, and cargo aprons where ground activity meets the active airfield. The design is standardized, so a pilot or driver trained at one airport can read it at any other.
On taxiways that lead directly onto a runway, an enhanced taxiway centerline marking supplements the boundary paint. Two parallel rows of yellow dashes flank the normal centerline for 150 feet before the runway holding position.4Federal Aviation Administration. Standards for Airport Markings (AC 150/5340-1M) The purpose is hard to miss. A runway is directly ahead, and anyone approaching it needs to be thinking about clearance.
Signs Inside the Movement Area
Pavement paint carries part of the message. The rest is on the signs, which use a color code to say two very different things: where you are, and what you must do.
Location signs have a black background with yellow text and a yellow border. They name the taxiway you are on. Direction signs use a yellow background with black text and arrows, pointing toward intersecting taxiways with the arrows arranged clockwise from the left.3Federal Aviation Administration. Red background with white text means stop and comply. These mandatory instruction signs mark the highest-risk points in the movement area: runway entrances, ILS critical areas, and locations where aircraft are prohibited from entering. The most common is the runway holding position sign, which shows the intersecting runway’s designation. At a controlled airport, no part of an aircraft may cross the holding position marking without explicit ATC clearance. At an uncontrolled airport, the pilot must verify adequate separation from other aircraft before crossing.5Federal Aviation Administration. Who Needs Clearance, and How
At any airport with an operating control tower, no person may operate an aircraft on a runway or taxiway, or take off or land, without an appropriate ATC clearance.6eCFR. 14 CFR 91.129 – Operations in Class D Airspace Two-way radio contact with the tower has to be established before entering. Once a clearance is issued, deviating from it without an amended clearance or an emergency is itself a violation.7eCFR. 14 CFR 91.123 – Compliance With ATC Clearances and Instructions
Clearances use standard phraseology so both sides understand instructions identically. Controllers expect a readback of critical elements like runway assignments and hold-short instructions. An incorrect readback stops the sequence until the confusion is fixed. If a clearance reads “taxi via Alpha, hold short of Runway 27,” the operator has to visually confirm they are on Alpha and stopping at the correct holding position before reporting compliance.
Ground vehicles operating in the movement area follow the same rules. Continuous radio contact with the tower is required, and vehicle operators receive clearances the same way pilots do.
Non-Towered Airports
The definition of a movement area still applies at airports without a control tower, but the enforcement mechanism changes completely. No controller is issuing clearances. Pilots are responsible for seeing and avoiding other traffic themselves, and the FAA expects them to monitor and self-announce their position and intentions on the Common Traffic Advisory Frequency.8Federal Aviation Administration. AC 90-66C – Non-Towered Airport Flight Operations Pilots of aircraft without radios are not banned from these airports, but they need to determine the active runway from wind indicators, traffic patterns, or published airport information and remain especially vigilant.
The same taxiways and runways carry the same markings and signs. The responsibility for separation just shifts entirely to the people using them.
When the Radio Fails
If radio contact breaks down while a vehicle is on a runway or taxiway, the operator turns toward the control tower, flashes the vehicle’s headlights, and watches for light gun signals. Steady red means stop immediately. Flashing red means clear the runway or taxiway immediately. Flashing green means cleared to taxi, but that signal applies only to aircraft, not to vehicles.9Federal Aviation Administration. FAA Guide to Ground Vehicle Operations A vehicle operator who sees a flashing green light and starts moving has misread the signal. Vehicles wait for a steady green or direct radio contact.
Consequences of Unauthorized Entry
The FAA separates unauthorized movement into two categories. A runway incursion is “any occurrence at an aerodrome involving the incorrect presence of an aircraft, vehicle or person on the protected area of a surface designated for the landing and take off of aircraft.”10Federal Aviation Administration. Runway Incursions Crossing onto a runway without clearance is the classic example. A surface incident covers unauthorized movements elsewhere in the movement area that do not involve a runway but still affect safety.
Either can trigger enforcement. The FAA’s Aviation Litigation Division can pursue certificate actions, including suspension or revocation of a pilot certificate, and can seek civil penalties.11Federal Aviation Administration. Vehicle Equipment and Training
Vehicles authorized to operate in the movement area carry a flashing yellow light mounted at the highest point of the vehicle, visible from any direction including from the air. It flashes at roughly 75 flashes per minute with a peak intensity between 40 and 400 candelas, with the upper limit set to avoid damaging pilots’ and controllers’ night vision.12Federal Aviation Administration. Painting, Marking, and Lighting of Vehicles Used on an Airport (AC 150/5210-5D) A steady yellow light, rather than flashing, marks vehicles restricted to non-movement areas. That visual shorthand lets controllers and pilots tell instantly which vehicles are cleared for the active field.
Airport operators holding a Part 139 certificate must train every person who accesses the movement area before that person performs any duties there, and retrain them at least once every 12 months.13eCFR. 14 CFR Part 139 – Certification of Airports The curriculum has to cover:
- Airport familiarization, including markings, lighting, and the sign system.
- Movement area procedures for accessing and operating in active zones.
- Communications, meaning tower radio procedures, use of the CTAF when the tower is closed, and how to report unsafe conditions.
- The person’s duties under the Airport Certification Manual at that specific facility.
Training records have to be kept for at least 24 consecutive months after completion. Airports that fail to document training risk findings during FAA inspections, and an untrained driver on an active taxiway is the kind of breakdown that leads to surface incidents.
