The age of majority around the world is most commonly eighteen, but it ranges from sixteen in Scotland to twenty-one in a number of African, Caribbean, and Gulf countries, with nineteen and twenty used by a handful of others. That birthday is the moment a person stops being a minor and gains the legal capacity to sign contracts, own and manage property, sue and be sued, and act for themselves in most civil matters.
Why Eighteen Dominates
Eighteen is the age of majority in nearly every OECD country and across most of the world’s legal systems.1OECD Family Database. PF 1.8 Legal Age Thresholds Regarding the Transition From Child to Adulthood Every member state of the European Union uses eighteen, with Scotland the sole exception at sixteen.2European Union Agency for Fundamental Rights. Mapping Minimum Age Requirements Concerning the Rights of the Child in the EU – Age of Majority
The strongest force behind that convergence is the United Nations Convention on the Rights of the Child, which defines a child as anyone under eighteen unless domestic law sets an earlier age of majority.3UNICEF. Frequently Asked Questions on the Convention on the Rights of the Child With 196 state parties, it is the most widely ratified human rights treaty in history. The United States signed the Convention in 1995 but has never ratified it, making it the only UN member state in that position.4United Nations Treaty Collection. Convention on the Rights of the Child
Legislatures have gravitated toward eighteen partly because it sits at the end of secondary school and the start of workforce participation. Using the same number also simplifies cross-border matters like international enrollment, travel consent, and extradition. The Convention did not force the choice on anyone, but it made deviating from it conspicuous.
Countries Where Adulthood Arrives Before Eighteen
Scotland is the most prominent jurisdiction to set legal capacity at sixteen. Under the Age of Legal Capacity (Scotland) Act 1991, anyone sixteen or older can enter contracts, manage finances, and conduct most legal transactions without a parent’s approval.5Legislation.gov.uk. Age of Legal Capacity (Scotland) Act 1991 – Section 1 The rule reflects a Scottish legal tradition that predates the 1991 Act by centuries.
Several countries in Latin America, Southeast Asia, and the Middle East also recognize majority at sixteen or seventeen, often shaped by religious or customary traditions that tie adulthood to biological maturity rather than a fixed calendar age. Indonesia takes a hybrid approach. Article 330 of its Civil Code sets the general age of majority at twenty-one, but anyone who marries before that birthday becomes a legal adult and does not revert to minor status even if the marriage later ends.
One boundary worth noting: voting age is a separate designation. Argentina, Austria, Brazil, Cuba, Ecuador, Malta, and Nicaragua all let sixteen-year-olds vote in national elections while keeping their age of majority at eighteen.6ACE Electoral Knowledge Network. Lowering the Voting Age Indonesia and Timor-Leste set the voting age at seventeen. Being able to cast a ballot does not mean being a legal adult.
Countries Where Adulthood Arrives After Eighteen
South Korea sets its age of majority at nineteen under the Korean Civil Act. An eighteen-year-old there still needs parental consent for significant legal transactions. Thailand goes further. Section 19 of its Civil and Commercial Code places the threshold at twenty, so young adults remain under a form of legal guardianship two years longer than in most of the world.
A number of countries still use twenty-one, including Cameroon, Niger, Zambia, Ivory Coast, Honduras, Kuwait, and several small island states. A twenty-year-old in those jurisdictions cannot independently manage an inheritance, initiate a civil lawsuit, or sign binding agreements without a guardian’s authorization.
Recent Moves Toward Eighteen
Two major economies have recently abandoned higher thresholds. Japan lowered its age of majority from twenty to eighteen on April 1, 2022, the first change in roughly 140 years.7Ministry of Justice. The Act Partially Amending the Civil Code (Related to Age of Majority) Eighteen-year-olds in Japan can now sign contracts and escape parental authority. Drinking and smoking, however, remain restricted until twenty.
The United Arab Emirates announced in early 2026 that it will lower the age of legal maturity from twenty-one to eighteen under Federal Decree Law No. 25 of 2025, taking effect June 1, 2026. Until that date, the older threshold of twenty-one still applies.
Federal Countries Where It Varies Internally
In some federal systems, the age of majority is set by state or province rather than nationally. A person’s legal status can change depending on which side of an internal border they are standing on.
United States
Most U.S. states use eighteen, but there are exceptions. Nebraska defines everyone under nineteen as a minor, though marriage before that age ends minority status automatically.8Nebraska Legislature. Nebraska Revised Statutes 43-2101 – Persons Under Nineteen Years of Age Declared Minors Mississippi uses twenty-one as its general statutory definition of “minor,” with a carve-out allowing anyone eighteen or older to enter into contracts involving real or personal property.9Justia Law. Mississippi Code 1-3-27 – Minor A nineteen-year-old in Mississippi can sign a lease but may still be treated as a minor for other legal purposes.
Canada
Six Canadian provinces and territories set the age of majority at eighteen: Alberta, Manitoba, Ontario, Prince Edward Island, Quebec, and Saskatchewan. The remaining seven, including British Columbia, New Brunswick, Nova Scotia, and the Yukon, use nineteen.10Department of Justice Canada. The Federal Child Support Guidelines Step-by-Step An eighteen-year-old who is legally an adult in Ontario becomes a minor again by crossing into British Columbia.
What Changes When You Reach Majority
The birthday triggers a bundle of legal powers and obligations that arrive at the same moment, regardless of readiness.
Contracts become fully enforceable. Before majority, most agreements signed by a minor are voidable at the minor’s option under the long-standing “defense of infancy.”11Legal Information Institute. Infancy After majority, that shield disappears. Leases, credit cards, car loans, and any other agreement bind the signer in full.
Legal standing shifts too. Adults can sue and be sued in their own name. Minors need a parent or a court-appointed representative to act for them in court.12Cornell Law School. Guardian Ad Litem Once you reach majority, personal assets, bank accounts, and future wages become reachable if a judgment is entered against you.
Property rights follow the same pattern. Legal adults can buy, sell, and mortgage real estate, and open bank and investment accounts, without guardian approval. In most jurisdictions, reaching majority also removes the need for parental or judicial consent to marry.
Civic obligations arrive alongside the freedoms. In the United States, federal jury service requires a minimum age of eighteen.13United States Courts. Juror Qualifications, Exemptions, and Excuses Male U.S. citizens and male immigrants between eighteen and twenty-five must register with the Selective Service System within thirty days of their eighteenth birthday.14Selective Service System. Where the Age of Majority Doesn’t Unlock Adulthood
Reaching majority does not automatically unlock every activity people associate with being an adult. Countries routinely set different ages for different privileges, and the gaps can be wide.
Drinking and Smoking
The United States sets its legal drinking age at twenty-one, three years past majority. Japan’s 2022 reform created a similar gap: eighteen-year-olds gained full legal capacity, but drinking and smoking remain prohibited until twenty.7Ministry of Justice. The Act Partially Amending the Civil Code (Related to Age of Majority) Canada’s drinking age varies by province from eighteen to nineteen, which may or may not match the province’s age of majority.
Criminal Responsibility
Prosecution as an adult often begins earlier than civil adulthood. In the U.S. federal system, anyone eighteen or older must be prosecuted as an adult, but the government can petition to try a juvenile as young as fifteen in district court for violent crimes or drug offenses.15United States Department of Justice. Federal Juvenile Delinquency Code Some states allow adult prosecution for children as young as thirteen or fourteen for serious offenses.
Healthcare Privacy
In the United States, healthcare privacy shifts sharply at eighteen. Once a child turns eighteen, providers can no longer share medical information with parents unless the adult child gives explicit consent or grants a healthcare power of attorney. The HIPAA Privacy Rule defers to state law on when parental access to medical records ends, but the eighteenth birthday is the cutoff in most states.16U.S. Department of Health and Human Services. The HIPAA Privacy Rule and Parental Access to Minor Children’s Medical Records A parent who calls the hospital after their eighteen-year-old’s accident may be told nothing without a signed authorization on file.
Tax and Financial Aid Dependency
Reaching majority does not end financial dependency for tax or education purposes. The IRS allows parents to claim a child as a qualifying dependent through age eighteen, or through twenty-three if the child is a full-time student.17Internal Revenue Service. Publication 501, Dependents, Standard Deduction, and Filing Information For federal student aid, the FAFSA treats students as dependent on their parents until age twenty-four unless they meet specific exceptions such as marriage, military service, or legal emancipation.
Reaching Majority Early Through Emancipation
Most people reach legal adulthood by having a birthday. In many jurisdictions, minors can arrive there earlier through emancipation. The three common paths are marriage, military enlistment, and a court petition.
Marriage-based emancipation is automatic in most places. Nebraska’s statute expressly states that marriage before nineteen ends minority.8Nebraska Legislature. Nebraska Revised Statutes 43-2101 – Persons Under Nineteen Years of Age Declared Minors Indonesia’s Civil Code takes the same approach, treating anyone who has been married as a legal adult regardless of age. Court-ordered emancipation is harder. The minor typically must prove they can support themselves financially, live independently, and make adult decisions responsibly.
Emancipation has consequences on both sides. The minor gains the ability to sign contracts and manage property, and also loses the protections of minority. Contracts become enforceable, parental support obligations may end, and the emancipated minor becomes personally liable for debts and legal judgments.
